HAWAI`I POLICE COMMISSION <br /> SPECIAL MEETING MINUTES <br /> DECEMBER 12, 2022 <br /> HAWAFI COUNTY BUILDING, COUNCIL CHAMBERS <br /> 25 AUPUNI ST., SUITE 1401, HILO, HI <br /> CALL TO ORDER AND ROLL CALL <br /> Vice Chair Brown called the meeting to order at 9:04 a.m. <br /> Present: Thomas Brown, Vice Chair <br /> Dylan Andrion, Commissioner <br /> Pudding Lassiter, Commissioner <br /> Donna Springer, Commissioner <br /> Anthony Sur, Commissioner <br /> Denby Toci, Commissioner (arrived at 9:28 a.m.) <br /> Via Zoom: John Bertsch, Chair <br /> Rick Robinson, Commissioner <br /> Rod Quartararo, Commissioner <br /> A quorum was present. <br /> Also present: Dakota Frenz, Deputy Corporation Counsel <br /> Charisse Correa, Secretary <br /> STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS (Summarized) <br /> • Thomas Fratinardo came before the commission to speak on the next police chief. He <br /> requests that the new police chief does whatever study and research they need to do <br /> and spend whatever money they need to spend to prevent any more police officers <br /> from murdering their wives in Hawaii County. Hawaii County is the only county in the <br /> State of Hawaii where we have police officers who have murdered their wives and he <br /> explained that he has intimate experience with the subject. He stated there have been <br /> many steps that the department has taken since then to evaluate and assist officers <br /> with programs such as EAP and peer support, but they need to take any power and <br /> experience that they may have either on the local or federal level to mitigate this <br /> problem and prevent this from happening again. He expressed there are steps the <br /> department could take, such as educating the lower rank and file, such as sergeants <br /> and lieutenants and insist that they attend training. He said to think outside of the box, <br /> these are murders. It's unfortunate, it's avoidable, and in his opinion, it's an epidemic, it <br /> shouldn't be happening. He stated that his hope is that Edwin Rapozo (he meant <br /> Edward Ignacio) is appointed police chief and he chooses Sherry Bird as deputy or vice <br /> versa because they both have an ocean's worth of knowledge in dealing with this sort <br /> of crime. Police officers and their families are considered police ohana. He asks that <br /> the new police chief mount the names of the victims on the police memorial because <br /> they were murdered by police officers or have a separate memorial on police grounds. <br /> • Stanley Aoki came before the commission to speak on the next police chief.
