MINUTES
FEBRUARY 3, 2006
The Planning Commission met in regular session 9:08 a.m. in the County Building,
Councilroom - Room 201, 25 Aupuni Street, Hilo, Hawaii, with Chairman C. Kimo
Alameda presiding.

The Chair introduced the Commissioners and staff to members of the public.
All those testifying were duly sworn in.

Continued hearing on a Change of Zone application for 34.5 acres of land from an
Agricultural 20-acre (A-20a) to a Family Agricultural 3-acre (FA-3a) district. The
property is located along the south side of Mamalahoa Highway, approximately2,750
feet southeast of the Mamalahoa Highway Hawaii Belt Road intersection. Waikoekoe,

allow the construction of a 104-foot high steel monopole telecommunications tower,
appurtenant cabinets and equipment shelter, and chain link fence enclosure on
approximately 1,100 square feet of land within the State Land Use Agricultural District.

the northwest side of the Hawaii Belt Road (Highway 11), approximately 320 feet
northeast of the Highway 11 - Kukui Camp Road intersection, Olaa Reservation Lots,

APPLICANT: BIG ISLAND CANDIES, INC. (REZ 05-023)
Change of Zone from Single-Family Residential 10,000 square feet (RS-10) to General
Commercial 20,000 square feet (CG-20) for approximately 45,450 square feet ofland.
The properties are located north of Kekuanaoa Street, at the northeast corner of
Kekuanaoa Street and Hinano Street and the northwest corner of Kekuanaoa Street and
Laukapu Street, Waiakea House Lots, Waiakea, South Hilo, Hawaii, TMK: 2-2-34: 66,
78 & 79.
Mr. Hayashi noted that the applicants representative, R. Ben Tsukazaki, has requested
the hearing be continued to the next Hilo meeting to allow the applicant an opportunity to
better prepare himself for the hearing. He added that the background report was
transmitted to the Commission and the recommendation is forthcoming shortly.
There was no one from the public testifying on this application.
It was moved by Commissioner Salavea and seconded by Commissioner Springer that the
hearingbecontinuedasrequestedtothenextHilomeetingscheduledforThursday,
March 9, 2006. Motion was unanimously carried by a voice vote of all Commissioners in
attendance.
MINUTESThe Commission took up the following minutes at this time,
2:13 p.m.
January 6, 2006 It was moved by Commissioner Siracusa and seconded by
Commissioner Salavea that the minutes be approved as circulated with corrections.
Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVEThe Commission took this matter up at 2:14 p.m.
MATTERS
Status of appeals filed on Planning Commission decisions - Corporation Counsel
Mr. Torigoe had nothing new to report.
