The Planning Commission met in regular session at 9:05 a.m. in the King Kamehameha's Kona
Beach Hotel, Ekahi Ballroom, 75-5660 Palani Road, Kailua-Kona, Hawaii with Chairman Fred
Galdones presiding.

Continued hearing on the application for a Change of Zone from Open (O) to the Industrial-
Commercial Mixed one-acre (MCX-1a) district for approximately 1.32 acres of land located
approximately 1,200 feetnorthwest of the junction between the Kawaihae Road and the Akoni
Pule Highway at Kawaihae, South Kohala, Hawaii, TMK: 6-1-3:15.

Application for a Change of Zone
for 43.88 acres of land from an Agricultural 40-acre (A-40a) to a Family Agricultural 4-acre
(FA-4a) district. The property is located on the north side of Mamalahoa Highway, adjacent and

west of the Hoonani Subdivision, Puukapu Homesteads, 2 Series, Waimea, South Kohala,
Hawaii, TMK: 6-4-17:40.
Mr. Hayashi informed the Commission that a correspondence received from the Inabas dated

August 15 requests that this application be continued. He stated that the reason is the applicant
is amending the application from a FA-4a district to an Ag-5a district. He told the
Commissioners that based on the correspondence, the Department acknowledged receipt of the
application and verbally informed the applicant that it was not necessary for him to attend the
meeting. Therefore they are requesting continuance with the revised application request.
There being no questions by the Commissioners and no one from the public to testify on the
application the Chair asked for a motion for continuance. It was moved by Commissioner
Iwashita and seconded by Commissioner McCall that the application Yoshio Inaba, Et al, REZ
05-003, be continued and be agendized by the Staff to a later meeting. Motion carried by roll-
call vote of all Commissioners present.
(SPP 05-012)The Commission took this item up at 9:40 a.m. with
MOTORSPORTS PARKapproximately 15 people from the public in attendance.

with no one from the public in attendance.
July 15, 2005 - It was moved by Commissioner Iwashita and seconded by Commissioner
Springer that the minutes be approved as circulated. Motion carried by voice vote of all
Commissioners in attendance.
ADMINISTRATIVEThe Commission took this item up at 11:03 a.m. with
MATTERSno one from the public in attendance.
Deputy Corporation Council Ivan Torigoe had nothing to report.
ANNOUNCEMENT The Commission took this item up at 11:04 a.m. with
no one from the public in attendance.
Mr. Hayashi reported on the following items:
1) The Parker School Board of Directors Application a Contested Case Hearing was held
and the hearing officer will be providing her report to the commission some time shortly. He

stated that the matter will probably be scheduled for the September 30 meeting.
2)The Vurich Application, a ContestedCase Hearing was held on Tuesday and the Hearing
Officer will be preparing his report and filing that report to the Planning Commission. He said
that the matter will probably be scheduledfor October or November.
3)The CELCO Partnership, the Verizon tower in Orchidland Estate hearing will be on
Monday in Hilo.
4)The Hawai`i Congress of Planning Officials Conference dates were changed from
October 5-7 to November 2-4, 2005. He stated that the Kauai Planning Department staff had to
change the dates due to a conflict with another conference that was scheduled in October. He
said that once they finalize the plans they will be forwarding the details to the Commission.
Mr. Hayashi stated that with regard to the change of the HCPO Conference the meeting dates for

September 30Kona (originally scheduled on September 23)
The September 2 meeting in Hilo will include a workshop on the Planning Commissions
PracticesandProceduresandtheprocess.DirectorYuenwillbegettingtogetherwithMr.
Torigoe to coordinate a presentation.
