(SPP 05-005)The Commission took this item up at 9:07 a.m. with DEBRA DICKENSapproximately 13 people from the public in attendance. KEOKEA SOUTH KONA APPLICANT: DEBRA DICKENS (SPP 05-005) Special Permit to allow the re-establishment of a neighborhood store (former Morihara Store) on approximately 10,000 square feet of land situated within the State Land Use Agricultural District. The property is located along the southeast (mauka) side of Highway 11 and across from the Highway 11 ‚ City of Refuge Road junction, Keokea, South Kona, Hawaii, TMK: 8-4-15: portion of 10. The property is located on the west (makai) side of Alii Drive, adjacent to and north of the Sea Village Condominium complex, Kahului, North Kona, Hawaii, TMK: 7-5-19:30. The gas station will be retained. PATRICIA PATRICK, M.D. PUUANAHULU, HOMESTEADS, NORTH KONA APPLICANTS: PETER PATRICK/PATRICIA PATRICK, M.D. (SPP 05 08) Special Permit application to allow the establishment of a wellness center and related improvements on 1/3 acre of land situated within the State Land Use Agricultural District. The property is located along the south (mauka) side of the Hawaii Belt Road (Highway 190), adjacent to the Puu Lani Ranch Subdivision, Puuanahulu Homesteads, North Kona, Hawaii, TMK: 7-1-5: portion of 45. (SEE EXHIBIT D) (REZ 04-033/SMA 04-009)The Commission took this item up at 2:49 p.m. with KPC VILLAGES,approximately 2 people from the public in attendance. LLC. rd PUAA 3 NORTH KONA APPLICANT: KPC VILLAGES, LLC (REZ 04-033/SMA 04-009) a.Change of Zone from Multiple-Family Residential 1,000 square feet (RM-1) to Resort- Hotel750 square feet (V-.75) for approximately 51,052 square feet of land. b.Special Management Area Use Permit to allow the development of sixty-seven (67) multiple family residential units and commercial spaces within a 45-foot high structure, and related improvements. The property is located on the mauka side of Alii Drive across from Huggo's Restaurant rd and the Royal Kona Resort Hotel complex, Kailua-Kona, Puaa 3, North Kona, Hawaii, TMK: 7-5-9:23. (SEE EXHIBIT E) (SMA USE PERMIT The Commission took this item up at 3:59 p.m. with NO.276)approximately2peoplefromthepublicinattendance. KPC VILLAGES, LLC. 3 rd PUAA 3, NORTH KONA APPLICANT: KPC VILLAGES, LLC (SMA USE PERMITNO. 276) Revocation of Special Management Area Use Permit No. 276, which allowed the development of a 48-unit condominium project and related improvements. The property is located on the mauka side of Alii Drive across from Huggo's Restaurant and the Royal Kona Resort Hotel rd complex, Kailua-Kona, Puaa 3, North Kona, Hawaii, TMK: 7-5-9:23. Mr. Hayashi informed the Commissioners that the Applicant is requesting revocation of their SMA permit number 276, which is for the 48-unit condominium subject to approval of the previous agenda item for a zone change by the County Council. He stated that the Planning Director is recommending approval with that stipulation. It was moved by Commissioner Watanabe and seconded by Commissioner Iwashita that the request for revocation be approved subject to the approval of the rezoning by the County Council. There was no discussion. Motion was unanimously carried by a roll call vote of all Commissioners in attendance. MINUTESThe Commission took up the following items up at 4:00 p.m. with no one from the public in attendance. April 22, 2005 -It was moved by Commissioner Siracusa and seconded by Commissioner Iwashita that the minutes be approved and filed. Motion was unanimously carried by a voice vote of all Commissioners in attendance. May 12, 2005It was moved by Commissioner Siracusa and seconded by Commissioner McCall that the minutes be approved and filed. Motion was unanimously carried by a voice vote of all Commissioners in attendance. May 20, 2005It was moved by Commissioner Siracusa and seconded by Commissioner Iwashita that the minutes be approved with the correction on Page 6, the second quotationbyCommissionerSiracusatoread€xeriscapingnotzeroscaping.Motionwas unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVEThe Commission took this item up at 4:07 p.m. with MATTERSno one from the public in attendance. Mr. Hayashi reported that the Parker Ranch Board of Directors Contested Case Hearing will be on July 11, 2005 in Waimea. ANNOUNCEMENT The Commission took this item up at 4:08 p.m. with noonefromthepublicinattendance. Mr.HayashiannouncedthatthenextmeetingofthePlanningCommissionwillbeJuly1,2005 in Hilo. 4 Mr. Hayashi stated that the Deputy Planning Director from Kauai confirmed that the next Hawai`i Congress of Planning Officials Conference will be October 5 - 6 on Kauai. Due to this conference the Planning Commission meeting that was scheduled for October 7 will be changed.
