The regular meeting of the Merit Appeals Board, County of Hawaii, was called to order at
10:02 a.m. by Chair Gabriella M. Cabanas, at the Hilo Council Chambers, Hawaii County
Building, 25 Aupuni Street, First Floor, Room 1401, Hilo, Hawaii, on Friday, February 11,
2022.

Pursuant to Governor David Ige's Emergency Proclamation Related to Sunshine Law In -
Person Meetings dated December 29, 2021, the requirement to have at least one in-person
meeting location has been suspended through February 28, 2022. This meeting will be held
through a combination of the board members being physically present at the meeting
location and members of the public participating by interactive video conference through
ZOOM. Only persons that are present for the particular item on the agenda will be
allowed in the meeting room. Each person at the meeting location will be required to wear
a face mask and maintain six feet physical distance from any other person as required by
law.

order on this day, February 11, 2022, at 10:02 a.m.
We have quorum today, all five Board members are present. I'm Gabriella Cabanas, Chair of the
Merit Appeals Board. Along with me in the Hilo Council Chambers of the Hawaii County
Building at 25 Aupuni Street in Hilo, Hawaii, are the following Board members: Vice -Chair,
Mr. Mel Ventura, Ms. Kate De Soto, Ms. Gay Mathews, and Mr. Charlie Kunz. Good morning,
Board members.

6A) Selection Of The New Director Of Human Resources, County Of Hawaii. At The
Merit Appeals Board Meeting Held On February 2, 2022, The Board Concluded Its
Interview, Application Review, And Discussion Regarding The Selection Of The New
Director Of The Department Of Human Resources. The Board Will Announce Its
Selection At Its Meeting Today, February 11, 2022; Executive Session: The Merit Appeals
Board Anticipates Convening An Executive Meeting Regarding The Above Matter,
Pursuant To Section 92-5(a)(4), For The Purpose Of Consulting With The Board's
Attorney On Questions And Issues Pertaining To The Board's Powers, Duties, Privileges,
Immunities, And Liabilities, And Section 92-5(a)(2) To Consider The Hire Of A County
Officer Where Consideration Of Matters Affecting Privacy Will Be Involved. A 2/3 Vote
Pursuant To Hawaii Revised Statutes, Section 92-4 Is Necessary To Hold An Executive

Present in the Hilo Council Chambers of the Hawaii County Building, at 25 Aupuni Street, are
the following Merit Appeals Board members: I am Gabriella Cabanas, Chair, of the Merit
Appeals Board; Mr. Mel Ventura, Vice -Chair; Ms. Kate De Soto, Ms. Gay Mathews, and
Mr. Charlie Kunz. Also present are our Assistant Corporation Counsel J. Yoshimoto, our
Secretary -Reporter Glynis Yamada, Acting Director of Human Resources Waylen Leopoldino,

I want to greet all of you on this important occasion. I also want to acknowledge the staff from
the Department of Human Resources they are waiting outside of the Hilo Council Chambers of
the Hawaii County Building. Good morning, staff members of the Department of Human

the selection of the new Director of Human Resources for the County of Hawaii.
MS. MATHEWS: I move that the that Waylen Leopoldino be appointed as our new Director
of Human Resources, effective February 16th.

CHR. CABANAS: Any discussion? Okay. So, we will start with a rollcall vote. The motion is
to approve Mr. Waylen Leopoldino as our new Director of Human Resources, effective February

announce that you are the new Director of the Department of Human Resources, effective
February 16'', 2022.
Waylen, are you accepting the Merit Appeals job offer as the new Director of Human Resources
for the County of Hawaii?
MR. LEOPOLDINO: I humbly accept.
CHR. CABANAS: Thank you very much. We have a letter that all five Board members signed
and I want to read it to you. So:
Dear Mr. Leopoldino. This is to confirm your appointment as the new Director of
Human Resources for the County of Hawaii, effective February 16, 2022. The Salary
Commission has set the annual salary for the director's position at $128,628.00.
The Merit Appeals Board extends our congratulations to you as you move forward in the
administration of the Human Resources Program for the County of Hawaii.
At this time Ms. De Soto will present a lei to you with best wishes from all five Board members
and everyone present here in the Council Chambers and the staff from the Department of Human
Resources on your new journey as the Director of Human Resources, effective February 16,
2022.
(At this time, Ms. De Soto presented Mr. Leopoldino with a lei).
CHR. CABANAS: We will have more picture taking after the meeting, Waylen. The Oath of
Office will be administered to you at the Department of Human Resources on February 16'h
which is next Wednesday—at 8 a.m. in the Department of Human Resources. And I will be
there to administer the Oath to you. Okay.
At this time, I'd like to open up the floor to our Board members, if they want to express any
congratulatory remarks to you, this would be the time. So, we'll start with Mr. Ventura.
MR. VENTURA: Waylen, congratulations and welcome to your new role as the Director of
Human Resources of this great County of Hawaii. And I look forward to working with you and
whatever support I can be in my role as a Board member—feel free to let me know whatever it
is. Aloha.
CHR. CABANAS: Thank you, Mel. Ms. De Soto.
MS. DE SOTO: Yes, congratulations, Waylen. We are very excited to have you on board as our
new Director of Human Resources. And I am looking forward to seeing how you continue to
lead our County in the capacity that you'll be in. Thank you.

MS. MATHEWS: So, ditto—everything else they said. Congratulations. I'm very excited
about the support. It shows that we made the right decision even though we had no question
about it at all. And I am—I also am looking forward to working with you.
CHR. CABANAS: Thank you, Gay. Mr. Kunz.
MR. KUNZ: Waylen, congratulations. I know we have some history together. I had a lot of big
things for you when you used to work for me big plans. But you proved, I think, to your merit
in many, many ways.
You used to come into my office with your notepad ready to give me suggestions on how—ideas
that you had on how you wanted to proceed. And I absolutely loved that you are like that.
And I think you showed us in this interview process that you have a lot of great ideas moving
forward and we all look forward seeing them come to fruition. And I, too, like everyone else,
will lend our support—my support, however I can. Congratulations.
CHR. CABANAS: Now, for me. Waylen, I mean, you and I have worked together for quite a
while and I'm very proud of you. You've worked really hard to get to where you are. I know
this was your long-term goal—you told me way back that someday you would like to be the
director and I know if you've worked hard—and you've done with the support of the staff.
And so, at this point, I just want to wish you my very best. Much success to you and your HR
team. This is really a historic day for the department and for you in your professional career. I
wish you a long and happy journey.
I know there will be challenges—with HR there's so many different issues that come up
sometimes unexpectedly, but I wish you and the staff of the Department of Human Resources
much success. Congratulations, Waylen, on your appointment.
Before I ask you to provide some comments, I'd like to ask Mayor Mitch RothMayor, would
you like to address Mr. Leopoldino and the staff of the department? Oh, Waylen, you can come
back to the dais yeah.
(At this time, Mr. Mitchell D. Roth, Mayor, County of Hawaii, came forward.)
MR. ROTH: First off, before I congratulate WaylenI'd like to congratulate the Merit Appeals
Board for making a very, very good pick. As Mayor, I didn't feel it was—it would be right for
me to influence your decision by giving you comments before and I figured you'd look for the
best people out there and you'd interview and you'd come up with that decision. I had complete
faith that you would make a great pick.

And Waylen has been in the "Acting" position now for several months. And the advice that he's
been giving and the job that he's been doing over thereI believe has been superb. And wein
Administration—County have really relied on Waylen for a lot of key decisions and so far he's
just done a great job.
So, with that, Waylen, I am so happy to be here congratulating you in this position. It feels like
you've been here for most of my Administration already—and now, this is just really making it
official. We have a lot of work to do. So I just want to say thank you so much and look forward
to working more with you in the future.
MR. LEOPOLDINO: Thank you, Mayor.
MR. ROTH: Thank you.
CHR. CABANAS: Thank you, Mayor. Thank you so much. At this time, Waylen, would you
like to say a couple words to the Board and to your staff?
MR. LEOPOLDINO: I would have to say, "yes." I am extremely humbled by the selection and
the opportunity to serve as Director of Human Resources.
We've met numerous times before today and I think you all understand my position in protecting
and upholding the merit system—and that is my priority going forward. When I committed to
that on my first day at HR and being appointed as Acting Director of Human Resources on
July I`—and I'm going to continue that work. I'm going to continue to ensure we provide fair,
consistent, honest opinions in supporting our departments and in supporting this Administration.
And I will work hard to make each and every one of you proud of your selection. And I, too,
look forward to working with each and every one of you. And I will value all of your expertise
and your input and your feedback as we move forward.
And I also want to thank my staff. As I said, this is very humbling for me not only
professionally but personally. My family wanted to be here but I didn't know what the outcome
was going to be so they were they are supporting me from afar. So
But my secondary family, my work family, is here behind me—like they've always been as I've
mentioned to you all. So you get to see it first-hand. So, I'm very grateful, I'm very
appreciative—and I'm looking forward to moving forward continuing our hard work and making
the County of Hawaii a great place to come and work for—as I had mentioned before.
So, again, thank you very much. I appreciate it. And we're going to get back to work. Thank
you so much.

Wednesday, please invite your family and your close friends—where we have to still ensure

MR. LEOPOLDINO: Thank you, I will. I have one more thank you I need to send out to the
Mayor. The Mayor has been absolutely supportive of me and very open and gracious about all
the decisions we had to make—and, at many times, they were not easy decisions. So, I am
grateful to Mayor Roth for all the support and I'm looking forward to working closely with his
Administration. So, thank you, Mayor.

And thank you to the staff of the Department of Human Resources for showing your support to
your new director. And I'm sure that all of you will work collaboratively together for the

CHR. CABANAS: We are now on Number 7. There is no "Director's Report" on the agenda.
Schedule Next Meeting Date (Item 8)
CHR. CABANAS: Number 8, scheduling the next meeting date. I think Glynis polled all of the
Board members. We were tentatively looking at March 28, 2022, in the Hilo Council Chambers
of the Hawaii County Building. Is the start 10 a.m. workable for everyone?
MR. KUNZ: I'm afraid I might be having a conflict on the 28'.
CHR. CABANAS: Oh, okay.
MR. KUNZ: I apologize. And this just came up a couple of days ago. I may not be in the State.
CHR. CABANAS: Available.
MR. KUNZ: Yeah.
CHR. CABANAS: So, Glynis will check the calendar. Shall we just take little pause for a
minute at 10:46 a.m.
RECESS: The Chair called for a recess at 10:46 a.m.
RECONVENE: The meeting reconvened at 10:49 a.m.
CHR. CABANAS: Okay. So, we are back in open session at 10:49 a.m. After polling all of the
Board members and checking everyone's availability and the availability of the Hilo Council
Chambers, the next meeting date that we're looking at is March 10'', 2022, at 11:30 a.m.

meeting day? I can set it? Okay.
So March 10h is the date at 11:30 a.m. for our next meeting.
