Due to the expiration of Governor Ige's COVID-19 Emergency Proclamation,members

5) DEPARTMENT OF WATER SUPPLY PROPOSED OPERATING AND 5-YEAR
CAPITAL IMPROVEMENT PROJECTS (C.LP.)BUDGETS FOR FISCAL YEAR 2024:
Chair: Is there any testimony for this item?
The Department's Fiscal Year 2024 Operating Budget,totaling $65,596,744.00, and 5-Year C.I.P. Budget
for Fiscal Year 2024-2028,totaling$185,835,000.00 have been distributed for the Board's review.
RECOMMENDATION: It is recommended that the Board approve a public hearing to be held on
Tuesday, March 28, 2023, at 9:30 a.m.,prior to the Water Board's regular meeting, to accept public
testimony regarding the Department's Fiscal Year 2024 Operating and C.I.P. Budgets.

6) POWER COST CHARGE:
Chair: Is there any testimony for this item?
Departmental power costs from all power sources decreased since the last Power Cost Charge rate was
deterinined. The Department proposes to decrease the Power Cost Charge from$3.04 to $2.70 per
thousand gallons as a result of this decrease. Power cost charges over the past two years were as follows:

Before the Power Cost Charge is changed, a Public Hearing should be scheduled to accept public
testimony.
RECOMMENDATION: It is recommended that the Board approve holding a Public Hearing on
March 28, 2023, at 9:45 a.m.,to receive testimony on decreasing the Power Cost Charge from$3.04 to
$2.70, effective April 1, 2023.
7) PUNA
A. JOB NO.2022-1213,FURNISHING AND DELIVERING A 1,000kW GENERATOR SET:
Chair: Is there any testimony for this item?
This project consists of furnishing and delivering a portable 1,000kW generator set,including sound
attenuating container, exhaust system, fuel storage system,trailer, supports, accessories, and
incidentals,in accordance with the specifications.
Bids for this project were opened on February 9, 2023, at 2:00 p.m., and the following are the bid
results:

Project Costs:
1) Low Bidder(King Power Systems Inc.) S 658,405.00
Funding for this project will be from DWS's CIP Budget and FEMA Public Assistance Program. The
contractor will have 480 calendar days to complete this project. The Engineering estimate for this
project was $675,000.00.
RECOMMENDATION: It is recommended that the Board award the contract for JOB NO. 2022-
1213,FURNISHING AND DELIVERING A 1,000kW GENERATOR SET,to the lowest responsible
bidder, King Power Systems Inc.,for a total contract amount of$658,405.00. It is further
recommended that either the Chairperson or the Vice-Chairperson be authorized to sign the contract,
subject to review as to form and legality by Corporation Counsel.

8) SOUTH HILO:
A. JOB NO.2020-1146,HILO OPERATIONS BASEYARD EMERGENCY GENERATOR
REPLACEMENT—REQUEST FOR TIME EXTENSION:
Chair: Is there any testimony for this item?
The Contractor, Isemoto Contracting Co., Ltd. is requesting a contract change time extension of
15 calendar days. The Contractor was delayed due to changes to the project scope and the reasons
noted below. These delays were beyond the control of the Contractor.

Staff reviewed the request for contract time extension and the accompanying supporting documents
and found the 15 calendar days justified. Note: There are no additional costs associated with this
time extension.
RECOMMENDATION: It is recommended that the Board approve a contract time extension of
15 calendar days to Isemoto Contracting Co., Ltd., for JOB NO. 2020-1146, HILO OPERATIONS
BASEYARD EMERGENCY GENERATOR REPLACEMENT. If approved,the contract completion
date will be revised from February 6, 2023,to February 21, 2023.

9) NORTH KONA:
A. JOB NO.2022-1204,HUALALAI DEEPWELL REPAIR:
Chair: Is there any testimony for this item?
This project generally consists of furnishing all labor,materials,tools and equipment necessary to
remove the existing pump,motor, and column assembly; furnish and install submersible pump,
submersible slim-line motor, seal section,motor sensor,power cable, sounding tubes,replacement
gasket for split discharge head, and all appurtenant materials; refurbish existing submersible pump,
submersible slim-line motor, and motor sensor; well rehabilitation; chlorinate the well and pumping
assembly; and complete an efficiency test; in accordance with the specifications.
Bids for this project were opened on February 9, 2023, at 2:30 p.m., and the following are the bid
results:

Funding for this project will be from DWS's CIP Budget under Deepwell Pump Replacement. The
contractor will have 90 calendar days for Parts "A"—"C"to complete the well repair with the
Contractor's furnished equipment and 150 calendar days for Part"D"to complete the pumping
assembly refurbishment. The Engineering estimate for this project was $709,720.00.

RECOMMENDATION: It is recommended that the Board award the contract for JOB NO. 2022-
1204,HUALALAI DEEPWELL REPAIR, to the lowest responsible bidder, Derrick's Well Drilling
and Pump Services,LLC,for their bid amount of$461,991.00,plus $46,991.00 for contingencies,for
a total contract amount of$508,190.00. It is further recommended that either the Chairperson or the
Vice-Chairperson be authorized to sign the contract, subject to review as to form and legality by
Corporation Counsel.

The Department received the following document for action by the Water Board. The water systems
have been constructed in accordance with the Department's standards and are in acceptable condition
for dedication.

RECOMMENDATION: It is recommended that the Water Board accepts this document subject to
the approval of the Corporation Counsel and that either the Chairperson or the Vice-Chairperson be
authorized to sign the document.
B. SERVICE JOB NO. 2022-14,PROVIDE SMALL UTILITY ENTERPRISE LICENSE
AGREEMENT FOR GEOGRAPHIC INFORMATION SYSTEMS (GIS) SOFTWARE:

DWS completed the sole source procurement for GIS software to be provided by Environmental
Systems Research Institute, Inc. (ESRI). ESRI's GIS software is the industry standard and DWS'
current GIS platform. The Department is recommending a multi-year contract to provide
uninterrupted GIS service over more than one fiscal period. The multi-year contract will improve
efficiency for DWS by ensuring continuous and consistent mapping services. The proposed term for
this GIS software license agreement is three (3)years with an estimated total cost of$90,000.00.
RECOMMENDATION: It is recommended that the Water Board approve a multi-year contract for
GIS software. It is further recommended that either the Chairperson or the Vice-Chairperson be
authorized to sign the contract, subject to review as to form and legality by Corporation Counsel.
C. WAIMEA WATER TREAMENT PLANT TIER 2 WATER QUALITY VIOLATIONS:

H. EXECUTIVE SESSION REGARDING OPEN LITIGATION FOR CIVIL NO. 19-1-0215K,
BODELL CONSTRUCTION COMPANY:
The Board anticipates convening an executive meeting for the purposes of discussing the legal rights,
duties and liabilities of the Board concerning open litigation against the Board, as authorized by
Hawaii County Charter Section 74.6 and Hawaii Revised Statutes ("HRS"), Sections 92-4 and 92-
5(a)(4). The Board wishes to have its attorney present,in order to consult with the board's attorney
on its questions and issues pertaining to the board's powers, duties,privileges, immunities, and
liabilities pursuant to HRS Section 92-5(a)(4). A two-thirds vote of the members present,pursuant to
HRS Section 92-4,is necessary to hold an executive meeting,provided that the affirmative vote
constitutes a majority of the board.
