MEETING MINUTES
Wednesday, February 15, 2023
9:30am
I. CALL TO ORDER
Chair Farrah-Marie Gomes called the meeting to order at 9:40 a.m.
II. ROLL CALL
Present— Farrah-Marie Gomes, Andrew Langtry, Shana Kukila, Hannah Preston-
Pita, Christina Basham, Elena Cabatu, Lisa Pana, Jennifer Stotter (State CSW
Liason, ex-officio), Suzanna Tiapula (Corporation Counsel, ex-officio), Kari Sochor
(Intern Jennifer Kagiwada`s office), Excused — Rachelle Agrigado-Betts (attended
partial, but did not count toward quorum) and Evelyn Kahea Lee.
III. APPROVAL OF MINUTES for January 18, 2023
Deferred until next month for approval.
IV. TREASURER'S REPORT
A. Approval of Treasurer's Report
No report, no update from County. Submit project rationales at next meeting.
ACTION ITEM: Shana will follow up on budget request for car seats, (gift bags) for
program and & grant proposal process.
ACTION ITEM: Request financials ending February to report for March meeting.

B. Hawaii State CSW (HSCSW) liaison report
The next Hawaii State CSW meeting is on February 28, 2023.
Khara Jabola-Carolus is willing to come to Hawaii Island and share out with
constituents.
C. Family Violence Interagency Committee (FVIC)
No report.
D. Missing and Murdered Native Hawaiian Women and Girls (MMNHWG) Task
Force
The Task Force met on January 26, 2023. A legislative preview of bills related to
this topic was discussed and covered. Additional discussion was held about the
MMNHWG report and how Phase 2 will dig deeper into the data on qualitative
information. The next Task Force meeting is scheduled for April 20, 2023.

A. Statements from the Public

B. Review and approval of By-Laws
Group had discussion on proposed revisions. MOTION by Elena, Shana
seconded. Motion passed.
A question was raised after the vote regarding officers. MOTION to withdraw
prior motion made be Elena, seconded by Shana. Motion passed.
Floor opened back up for discussion. Capitalize "C" in Corresponding — pg. 4,
delete spaces and adjust formatting throughout document. Farrah will send to
Suzanna language for DUTIES for Recording and Corresponding Secretary to be
split roles and reflected as two separate positions in the bylaws. Suzanna will
revise and make edits and present to the committee at the next meeting. Vote to
approve new bylaws will take place at next meeting.
ACTION ITEM: Farrah to send to Allen a request to update membersip list, to include
Jennifer and to post to website.
IX. OLD BUSINESS
A. Statements from the Public

B. Sub-Committee Memberships
a. Review of Sub-Committee Responsibilities
Sunshine Law remains in effect if holding a meeting. Permitted
Investigative Groups can work on projects outside of CSW meetings and
come back to committee to share out progress.
Farrah shared Responsibilities for Sub-Committees document. MOTION
by Elena to approve the responsiblities for sub-committees as noted.
Hannah seconded.
DISCUSSION: Do we change the agenda to delete Legislative &
Advocacy committee since the Legislative Committee is a standing
committee per the bylaws? Yes. This will no longer be considered a Sub-
Committee.
ACTION ITEM: Revise sub-committees list and committee members at next month's
meeting
b. Nomination and Election of Sub-Committee members
Tabled to next meeting
C. Communications Sub-Committee reports
a. Status of Chair and Secretary email accounts
Policy and procedures were approved last month, so implementation is
pending approval of January minutes.

b. Facebook updates
Members are encouraged to post updates and recognitions related to
women. Recent examples include all women fly-over on the Superbowl,
20 women invented innovations, women surfers who participated in the
Eddie, Teen Dating, general information, etc.
c. Family Services Directory
i. Distribution log
Farrah distributed 21 at a Native Hawaiian Health hui meeting in
Waimea.
Christina distributed 50 to St. Michael's Church in Kona.
A. Outreach Sub-Committee reports
a. 2022 Year of the Mother
i. Status of the Mother Report
The Permitted Invesitgative Group's next meeting is on February
24, will have a full share out at the March meeting. Goals for
advocating for mothers has been MET!
ii. Approval or project rationale was deferred to March.
b. Teen Dating Violence
i. Distribution log
None, but committee encouraged to distribute and log, project
rationale for more cards for next meeting
c. Real Women Essay
i. Per Allen, gift card request is currently with the County Finance
Office.
d. Community Surverys
i. Approval of project rationale— request to review project budget
details, requesting to work with Shana to finalize for share out next
meeting
B. Research Sub-Committee reports
a. Status of Women Report— Malama Makuahine Report is taking the place
of the Status of Women Report for 2022.
b. Equal Pay— Per Allen, purchase request is with Finance Office.
C. Legislative & Advocacy
a. Human Trafficking - no report
b. Equal Pay— Per Allen, purchase request is with Finance Office.
c. Hawaii Island Women's Leadership Summit— Per Allen, a contract needs
to be drafted and approved, then this will be treated like a contingency
relief fund request.

d. Missing Murdered Native Hawaiian Women and Girls (MMNHWG)
i. Approval of project rationale
For 2023, the sub-committee is looking to purchase red dresses
from Amazon and a storage container (not to exceed $350 total)
to continue the awareness campaign of partnering with community
members to participate in initiative on May 5.
MOTION: Andrew motioned to approval project rationale not to
exceed $350. Elena seconded. Approved, motion carried.
X. ANNOUNCEMENTS
a. Members encouraged to think about project rationales for next month, $4000 in
requests still available.
