MEETING MINUTES
Wednesday, January 18, 2023
9:30am
I. CALL TO ORDER
Chair Farrah-Marie Gomes called the meeting to order at 10:12 a.m.
II. ROLL CALL
Present— Farrah-Marie Gomes, Andres Langtry, Shana Kukila, Rachelle Agrigado-
Betts, Christina Basham, Jennifer Stotter (State CSW Liason, ex-officio) & Suzanna
Tiapula (Corporation Counsel, ex-officio), Lisa Pana (arrived 10:42 a.m.) Excused —
Elena Cabatu, Evelyn Kahea Lee, and Hannah Preston-Pita
III. APPROVAL OF MINUTES for December 21, 2022
Andrew motioned to approve the meeting minutes from Dec. 21, 2022, with one edit
to the roll call: change "Emelia Martinez" to "Amelia Martinez". Christina seconded
the motion. Motion approved.
IV. TREASURER'S REPORT: Andrew reported no changes to the Treasurer's Report
from last month.
A. Approval of Treasurer's Report: Rachelle motioned to approve the Treasurer's
Report as of January 2023 with no changes. Christina seconded the motion.
Motion was approved.

A. Statements from the Public

B. Hawaii State CSW (HSCSW) liaison report
Jennifer reported that the next state CSW meeting will be on January 25. She
said the focus of the state CSW continues to be access to safe abortions and
healthcare, missing and murdered native Hawaiian women and girls, and other
women's issues. She added that Khara Carola-Jabolus, the state CSW Chair, is
planning a trip to Hawai'i Island in March for Women's History Month, to share
about the Missing and Murdered Native Hawaiian Women and Girls report.
Shana said she saw the state CSW roundtable held recently with Senator Mazie
Hirono on the news. Jennifer said she was not aware of that and will look it up.
C. Family Violence Interagency Committee (FVIC)
East Hawai'i — No report.
West Hawai'i — Christina reported that the new Children's Justice Center (CJC)
director as of February 1, 2023 is Erin Boski, formerly of Catholic Charities. She
said that Cindy Evans attended that meeting as the new County Council member
for North Hawai'i.

D. Missing and Murdered Native Hawaiian Women and Girls (MMNHWG) Task
Force
Farrah reported that the Task Force meets bi-monthly, and the next meeting is
on January 26. She will report on that at the February meeting. She referred the
committee to the Task Force Report link on the December 21, 2022 minutes. She
said that the state CSW Chair will be coming in March and this will have to be
worked out in terms of logistics, airfare, etc. She said the ideal date is during the
crossover in the legislature, when bills cross over between the branches, mean-
ing they are still alive. She said this would be a good time to promote legislation
and discuss this with the state Chair when she visits. She suggested staying
away from Spring Break to allow college students to participate if interested.
ACTION ITEM: Jennifer will follow up on the visit details for the state CSW Chair.
Vill. NEW BUSINESS

B. Review and approval of By-laws
Suzanna said the document is meant to align all county boards and commissions
to the same standards.The original has been slightly amended and reformatted
for better use.
ACTION ITEM: Farrah will include the amended By-laws draft into the meeting packet for
February 2023 for committee review and discussion.

B. Sub-Committee Memberships : No action, tabled by Chair
ACTION ITEM: Subcommittee Chairs will provide a one paragraph blurb about what their
subcommittee is focused on.
ACTION ITEM: Farrah will send out a new roster of subcommittees/members before the
next meeting.
C. Communications Sub-Committee reports
a. Status of Chair and Secretary email accounts
Farrah said she drafted a policy and procedure protocol for the proposed
CSW email account, which Shana created: hawaiicountycsw(a_amail.com.
After committee discussion, the following edits were made to the docu-
ment: the Treasurer was taken off the list of authorized account users by
request of the Treasurer; the Recording Secretary was added to the list of
account holders; guidance was added into the document regarding not
deleting messages so there is a record of communications; and based on
Sunshine Law, the email is not to be used to communicate with other
committee members.

Approval of gmail account protocols:
Shana motioned to approve the proposed CSW email account policies
and procedures. Andy seconded the motion. Motion was approved.
ACTION ITEM: Shana will coordinate with Chair, Vice Chair, and Recording Secretary.
b. Facebook updates
Farrah reported she posted a UH Leadership workshop in December and
encouraged others to post and share upcoming events or activities on the
CSW Facebook page.
c. Family Services Directory
Farrah suggested we reduce the amount of printed directories ordered
and combine 2023 with 2024.
i. Distribution log — Committee is reminded to please keep track of
directories distributed.
D. Outreach Sub-Committee reports
a. 2022 Year of the Mother
i. Status of the Mother Report
Shana gave a brief overview of the initiative and thanked every-
one for their support. She said she would have done more if she
had more time. She requested to wrap up the report and to create
a final draft as her professional graduate paper, working with the
Chair. The Chair suggested to extend the Permitted Investigative
Group (PIG) until the report is finished, and wants to talk more
about it to tie up loose ends related to the preliminary draft report.
ACTION ITEM: Shana will coordinate a Zoom meeting for the group.
Christina motioned to approve the extension of the PIG to a time no later
than March 2023, to be reviewed at that time for further extension.
Rachelle seconded the motion. The motion was approved.
b. Teen Dating Violence
Shana distributed cards in Honolulu and will update the distribution log

Request given to Allen regarding gift cards, waiting for response.
ACTION ITEM: Discuss start date.
d. Community Surveys
As of 1/18/23, 60 responses have been received with 10 questions. We
are still collecting baseline data of how our island residents feel about
issues in our community, primarily women. More discussion to be had on
findings. Shana sent the survey to Legislature and County Council. Allen
continues to make survey available to various County groups. The focus it
to keep the survey on Hawaii Island.

ACTION ITEM: Decide on end date to close survey for this round.
E. Research Sub-Committee reports
a. Status of Women Report: None
b. Equal Pay: Committee needs to review and tighten up criteria on Equal
Pay event, request has been submitted, awaiting response. Stay tuned in
the coming months.
F. Legislative & Advocacy
a. Human Trafficking: No report.
b. Equal Pay: See above, more information forthcoming.
c. Hawaii Island Women's Leadership Summit: Request still pending.
d. Missing Murdered Native Hawaiian Women and Girls (MMNHWG)
i. Approval of project rationale: Will be presented next month.
In May 2022, President Biden acknowledged MMNHI event. The
committee would like to further discuss how we recognize the day
in our community.
