The Planning Commission met for a site inspection at 9:07 a.m. on Continental Pacific,

SITE VISITThe Commission met for a site visit at 9:07 a.m. with
CONTINENTAL approximately 15 people from the public in attendance.

a.Application for a State Land Use Boundary Amendment for 3.344 ac
from the Agricultural to the Urban District.
b.Application for a Change of Zone for 12.640 acres of land from L
Î 20,000 square feet (ML-20), General Industrial Î 5 acres (MG-5a), Village
Commercial Î 10,000 square feet (CV-10 to RS-20) and Agricultural
20-acre (A- 20a) to Single Family Residential Î 20,000 square feet (RS-20) and
ML-20 districts.
c.Application for a Special Management Area (SMA) Use Permit to al
development of 11 lots, including portion of a roadway lot, and related
improvements.

The area involved includes the former Hilo Coast Processing Mill complex and
surrounding former sugar cane lands at Pepe`ekeo, South Hilo, Hawai`i,
TMK: 2-8-07:portions of 1 and 53.
The Planning Commissioners met at the Hawaii Belt Highway-Pepeekeo Mill Road
intersection where the gear is located. Mr. Hayashi oriented the Commission and public
of the subject and surrounding properties on the location map and site plan and described
the area to be visited.
The Commission then looked at the warehouse area where a State Land Use boundary
amendment is being requested from the Agricultural to Urban district and a rezoning is
being requested from Agricultural 20-acres to ML-20.
The Commission proceeded to the area adjacent and to the north of the former HCPC
Mill site where the MG-5a district is proposed to be rezoned to RS-20; ML-20 to be
rezoned to RS-20; and CV-10 to RS-20. The Commission viewed the proposed access
and the area of the proposed 11 lots being requested for an SMA
The Commission then headed north and walked from the existing roadway down to the
shoreline, returned to the existing roadway and headed north.
The Commission then on the old railroad right-of-way viewed the north end public access
and then traveled toward the south to view the area proposed for
application.
The site inspection concluded at 10:20 a.m.

APPLICANT: STATE OF HAWAII DEPARTMENT OF LAND AND
NATURAL RESOURCES (REZ 03-016)
Application for a change of zone for 2.847 acres of land from a Single Family Residential
(RS-10) to an Industrial Î Commercial Mixed (MCX Î 20) district. The property is
located at the southwest corner of Kanoelehua Avenue and Kekuanaoa Avenue, Waiakea,
South Hilo, Hawaii, TMK: 2-2-37:41.
Mr. Darrow oriented the Commission and public of the subject and surrounding
properties on the location map and site plan, summarized the request and noted the
Planning Director recommended approval of the application with conditions. He said
additional correspondences received into the record were from the State Department of
Transportation and from the applicant requesting revisions to Conditions B and D. He
then read into the record Conditions B and D, as amended.
In response to Commissioner SpringerÓs inquiry, Mr. Darrow noted that if the applicant
decides to go forward with right-turn in only, they will have to meet with the approval of
the State DOT who may require them to submit a traffic impact an
The applicantÓs representatives, Brian Nishimura and Harry Yada, were in attendance.
Mr. Nishimura stated the proposed conditions, with changes, were acceptable to the
applicant.

It was moved by Commissioner Kubota and seconded by Commissioner Fujikawa to send
a favorable recommendation to the County Council based on and incorporating the
Planning DepartmentÓs background report and recommendation, with the following
amended conditions.
B.The required water commitment payment shall be submitted to th
Department of Water Supply in accordance with its "Water Commitm
Guidelines Policy" prior to Final Plan Approval for the proposed
development(s). Prior to this payment, water calculations with

maximum daily water usage as recommended by a registered enginee
shall be submitted to the Department of Water Supply. The appli
install a backflow preventer (reduced pressure type) meeting with the
approval of the Department of Water Supply prior to the issuance of the
certificate of occupancy.
D.Access to the property shall be from Kanoelehua Avenue meeting with the
approval of the State Department of Transportation. A right turn in only

approval of both the Department of Public Works and the State
Department of Transportation.

SPP 03-017 The Commission took this item up at 12:10 p.m. with

POLICE DEPARTMENT

APPLICANT: COUNTY OF HAWAII POLICE DEPARTMENT (SPP 03-017)
Special Permit to allow the construction of a non-manned microwave facility, including a
140-foot tower and antenna improvements, equipment shelter, and related improvements
on a 740 square foot area situated within the State Land Use Agricultural District. The
project site is located within the Kamehameha Park complex, adjacent to Hisaoka
Gymnasium, Kapaau, North Kohala, Hawaii, TMK: 5-4-9: portion of 4.
Mr. Hayashi oriented the Commission and public of the subject and surrounding
properties on the location map and site plan, summarized the request and noted the
Planning Director recommended approval of the application with conditions.
The applicantÓs representatives, Danette Mettler and Major Elroy Osorio, were in
attendance.
Commissioner Graham questioned why the tower is not proposed to be located on the
police station property rather than in the middle of a very heavily traffic area. Major
Osorio noted that, according to their engineers, the subject site affords the best coverage
as it will improve the line of site connectivity with the other site and will maintain the
integrity of the microwave loop system, noting one of the reasons for the degradation of
the system is that trees grow and interfere with the broadcasts.
It was moved by Commissioner Fujikawa and seconded by Commissioner Mina that the
application be approved based on and incorporating the Planning DirectorÓs
recommendation with conditions. A roll call vote was taken and motion carried with nine
ayes (Fujikawa, Mina, Graham, Kubota, McCall, Smith, Springer, T

SPP 03-016The Commission took this item up at 12:27 p.m. with
CROWN CASTLE 2 people from the public in attendance.
INTERNATIONAL

APPLICANT: CROWN CASTLE INTERNATIONAL (SPP 03-016)
Special Permit to allow the retention of an existing telecommuni
with a 150-foot monopole, antennas, and related improvements on
area situated within the State Land Use Agricultural District.
along the south side of the Volcano Village Road, between Haunani Road and Wright
Road, across from the Volcano Village Center, Volcano Village,
TMK: 1-1-4:38.
Mr. Hayashi oriented the Commission and public of the subject and surrounding
properties on the location map and site plan, summarized the request to legitimatize the
existing use and noted the Planning Director recommended approval of the application
with conditions. He added that the applicant is currently negotiating with AT&T
Wireless to co-locate on the existing tower and another carrier may also be able to co-
locate on the tower.
The applicantÓs representative, Eric Schatz, stated he did receive the Planning
DepartmentÓs background report and recommendation.
In response to Mr. SchatzÓs inquiry, Mr. Hayashi said future co-locators would be
accommodated under this special permit and it would not require an amendment to the
permit.
Thomas Ikehara spoke in support of the application as there is only one point at the
junction of Hauanani Road and Old Volcano Road that the tower is visible, it is not
visible from Highway 11 or his home, and it would result in cash savings to make a
switch to AT&T.
It was moved by Commissioner Kubota and seconded by Commissioner Fujikawa that
the application be approved based on and incorporating the Planning DirectorÓs
recommendation with conditions. A roll call vote was taken and motion carried with nine
ayes (Kubota, Fujikawa, Mina, Smith, Springer, Thibadeau, Fujikawa, Graham, McCall,
and Galdones).
(SPP 03-015)The Commission took this item up at 12:37 p.m. with
VOICESTREAM PCS II one person from the public in attendance.

APPLICANT: VOICESTREAM PCS II CORPORATION (SPP 03-015)
Special Permit to allow the construction of a 100-foot lattice telecommunication tower,
appurtenant equipment cabinets, chain link fence enclosure, and related improvements on
a 10,000 square foot area within the State Land Use Agricultural District. The area is a
portion of a 2-acre lot located at the southeast corner of Palm Parkway and Reef Circle
Mauka within the Hawaiian Ocean View Estates Subdivision, Kahuku
TMK: 9-2-62: portion of 54.
Mr. Darrow oriented the Commission and public of the subject and surrounding
properties on the location map and site plan, summarized the request and noted the
Planning Director recommended approval of the application with conditions. He said
that four other telecommunication companies would be able to co-locate on the tower,
noting all equipments will be painted with a non-reflective pain
impacts. He added the applicant initially wanted to construct the tower on the American
Tower Corporation site located on the Hawaiian Rancho Road Maintenance property, but
the permit on the American Tower Corporation site was revoked.
The applicantÓs representative, Wayne China, stated he did receive the Planning
DepartmentÓs background report and recommendation.
In response to Commissioner KubotaÓs inquiry, Mr. China said their structure will be a
three-legged lattice tower.
It was moved by Commissioner Fujikawa and seconded by Commissioner Kubota that
the application be approved based on and incorporating the Planning DirectorÓs
recommendation and conditions. A roll call vote was taken and motion carried with nine
ayes (Fujikawa, Kubota, Graham, McCall, Mina, Smith, Springer, T
Galdones).
MINUTESThe Commission took up the following minutes at this
time, 12:45 p.m.
June 20, 2003, August 1, 2003, September 11, 2003 Î It was moved
Kubota and seconded by Commissioner Springer that the minutes be approved as
circulated. Motion was unanimously carried by a voice vote of all Commissioners in
attendance.
September 22, 2003 Î The Commission deferred approval of the min
meeting.
ADMINISTRATIVE The following were discussed under administrative matters
MATTERSat this time.
Doutor Coffee Company Î Ms. OÓToole noted that Dean Yokoyama appealed the
granting of the Special Permit and that Kulana Huli Honua has also filed a similar appeal.
