JULY 18, 2003
The Planning Commission met in regular session at 9:04 a.m. in the County Building,
Councilroom - Room 201, 25 Aupuni Street, Hilo, Hawaii with First Vice-Chairperson Earl
Fujikawa presiding.

APPLICANT: HILO STORAGE PARTNERS, LLC (SMA 03-006)
Application for a Special Management Area Use Permit to allow the expansion of an existing
self-storage facility by constructing two additional structures and related improvements. The
property is located along the makai side of Kalanianaole Avenue, adjacent to and east of the
Orchid Manor Apartment Complex, Waiakea, South Hilo, Hawaii, TMK: 2-1-07:9.
Mr. Hayashi oriented the Commission and public of the subject and surrounding properties on
the location map and site plan, summarized the request and noted the Planning Director
recommended approval of the application, with conditions. He noted that the applicants have
indicated they will be constructing the curb, gutter and sidewalk and building simultaneously.
The applicantsÓ representative, Sidney Fuke, was in attendance. He noted the applicantsÓ
principal, Nick Limer, was unable to be present today and the staffÓs background report and
recommendation were fairly comprehensive and the proposed conditions were acceptable.
Mr. Fuke clarified that Kuipo Street separates the subject property from the Orchid Manor
apartment condominium complex and because of a minimum 20-foot s
project will now consist of only one building on the Keaukaha side of the property. He stood
corrected on the representation made on the application as Banyan Drive, which is located on the
makai side of the property and comes to a deadend, is partially improved. He added that at some
point in time prior to the issuance of occupancy permit the applicant may elect to have the curb,
gutter and sidewalk requirement deleted from Kuipo Street, noting neither the applicant nor the
residents of Orchid Manor own the area known as Orchid ManorÓs parking lot.
Steven Menezes representing Blythe Properties, Inc., landowner immediately Keaukaha side of
the applicantÓs property occupied by Pacific Island Florist, requested a building setback of 3-5
feet to address their drainage concerns. Mr. Fuke commented that Condition No. 5 requires a
drainage study be prepared and submitted in conjunction with plan approval and in consultation
with their engineer, they would be able to accommodate the 3-4 foot setback by either reducing
the size of the building or pushing it further toward the Hilo side. He then suggested an
amendment to Condition 4 to allow for a 3- to 4-foot building setback.
It was moved by Commissioner Kubota and seconded by Commissioner Springer that the
application be approved based on and incorporating the Planning DirectorÓs recommendation
with conditions and Condition No. 4 amended to read, ÐThe proposed structures shall meet the
minimum setback requirements of 20 feet for the three front yards, and a minimum 4 feet for the
side yard.Ñ A roll call vote was taken and motion carried with seven ayes (Kubota, Springer,
Graham, McCall, Mina, Smith, and Fujikawa) and two absent and excused (Galdones and
Thibadeau).

Applications for a Special Management Area Use Permit and a Spec
construction of an 80-foot telecommunication monopole and related ground facilities on a 600-
square foot area situated within the State Land Use Agricultural District. The 600-foot site is a
portion of a 21+-acre lot located at the north end of Laupahoehoe Gulch and makai of State
Highway 19 (Hawaii Belt Road), Waipunalei, North Hilo, Hawaii, TMK: 3-6-04: por. 7.

SPP 03-006The Commission took this item up at 10:42 a.m. with

Application for a Special Permit to allow the establishment of a 2-story veterinary clinic, which
includes a boarding facility, sale of animal care related products, and a caretaker's apartment
unit, on 2 acres of land situated within the State Land Use Agricultural District. The property is
located on the northwest corner of State Highway 130 (Pahoa-Keaau Road) and Aulii Drive,
Orchidland Estates Subdivision, Keaau, Puna, Hawaii, TMK: 1-6-09:420 and 421.
Mr. Hayashi stated that the applicant has withdrawn this application and proper notice of this
withdrawal has been published in newspapers of general circulation.

Change of Zone from Agricultural 5-acre (A-5a) to a Village Commercial Î 20,000 square feet
(CV-20) zoned district for 2.814 acres of land. The property is located along the south side of
State Highway 11, adjacent to the existing Keaau Service Station, Olaa Homesteads Reservation
Lots, Olaa, Puna, Hawaii, TMK: 1-7-01: por. 11.

Request to amend conditions B (deadline to secure Final Subdivision), C (intersection
improvement requirements) and D (Access and roadway requirements) of Change of Zone
Ordinance No. 97-65, which rezoned a 45.9-acre area from an Agricultural 20-acre (A-20a) to an

Agricultural 1-acre (A-1a) zoned district. The property is located along the north side State
Highway 11, between Huina Road and South Road, and across from t
Olaa, Puna, Hawaii, TMK: 1-7-17:3.

MINUTESAt 12:41 p.m., the Commission took up the following minut
June 6, 2003 Î It was moved by Commissioner Graham and seconded by Commissioner Mina
that the minutes be approved as circulated. Motion was unanimously carried by a voice vote of
all Commissioners in attendance.
June 20, 2003 Î The Commission deferred the approval of the minutes to a future meeting as it
was just distributed.
