The Planning Commission met in regular session at 9:00 a.m. in the Ohana Keauhou Beach
Resort, KahaluÒu Ballroom, 78-6740 AliÒi Drive, North Kona, Hawaii with Chairman Fred
Galdones presiding.

APPLICANT: LOT OWNERS WITHIN THE CHAMPION RIDGE AT MAUNA LANI
SUBDIVISION (03-012)
Application for a change of zone for approximately 16.125 acres
Residential Î 3,000 square foot (RM-3) to a Single Family Residential Î 20,000 square foot

(RS-20) district. The area involved consists of 29 existing lots within the Champion Ridge at
Mauna Lani Subdivision, Mauna Lani Resort, Waikoloa, South Kohala, Hawaii, TMK: 6-8-27:1,
3-7, 9-12, 16-27 and 29-35.
Mr. Hayashi oriented the Commissioners and public of the subject and surrounding properties on
the location map and site plan, summarized the request, and noted the Planning Director
recommended approval of the application with conditions.
The applicantÓs representative Stephen Lim, Mauna Lani Homeowners AssociationÓs past
president Stan Czerwinski and current president Ben McAllister, and Classic Resort
Management Co.Ós representative Arlene Crane were in attendance.
Mr. Lim stated he did receive and had no objections or corrections to the Planning DepartmentÓs
Background Report and Recommendation.
In response to Commissioner GrahamÓs inquiries, Mr. Lim said the roads leading to the subject
area are substandard private roads; and if they were to dedicate the roads to the County, it would
have to be improved to County standards.
Upon Mr. YuenÓs inquiry, Mr. Lim explained that when they first contemplated the zoning they
thought multi-family-3,000 was going to be best for the project; however, as it turns out people
wanted more single family lots ranging in size from 20,000 to 30,000 square feet, noting the
CCRs will state that each lot will be limited to one single family dwelling. He added that the
first goal was to conform the zoning to the actual use so that the property owners who
participated in this proceeding could benefit from real property tax savings of approximately
$400 a year in real property taxes if they have a vacant lot or approximately $1,000 a year if they
have a house that is not occupied as an owner/occupant, noting the real propety tax value
remains the same if they are the owner/occupant.
Mr. Hayashi, at this time, made a change to page 4 of the recommendation and accompanying
ordinance by changing ÐSection 25-8-7Ñ to ÐSection 25-8-13.Ñ
There was no one from the public wishing to testify on this agen
It was moved by Commissioner Kubota and seconded by Commissioner Fujikawa to send a
favorable recommendation to the County Council based on and incorporating the Planning
DirectionÓs recommendation, with the amendments to page 4 of the recommendation, last
paragraph, along with the accompanying ordinance, by changing ÐSection 25-8-7Ñ to ÐSection
25-8-13.Ñ A roll call vote was taken and motion carried with eight ayes (Kubota, Fujikawa,
Graham, McCall, Mina, Springer, Thibadeau and Galdones) and one absent and excused (Smith).

APPLICANT: CLIFFORD KABUMOTO (SLU 03-002/REZ 03-007)
Applications for a State Land Use boundary amendment from the Agricultural to the Rural
District and a Change of Zone from the Agricultural 3-acre (A-3a) to the Residential and
Agricultural 1-acre (RA-1a) district for approximately 7.315 acres of land. The property is
located on the west (makai) side of Mamalahoa Highway, approximately 150 feet northwest of
the Mamalahoa Highway Î Kaloko Drive intersection, Kohanaiki Homesteads, Kohanaiki, North
Kona, Hawaii, TMK: 7-3-19:21 and 30.

Application for a Special Management Area Use Permit to allow the development of a 10-unit
condominium project consisting of two 2-story buildings and related improvements. The
property is located approximately 67 feet east (mauka) side of Alii Drive, at its closest point, and

approximately 1,650 feet north of Holualoa Bay, Holualoa 1 and 2 Partition, North Kona,
Hawaii, TMK: 7-6-14:26.

ADMINISTRATIVEThe Commission took up the following under administrative
MATTERSmatters at this time, 11:43 a.m.
Status of appeals filed on Planning Commission decisions Î Corporation Counsel Î Mr. Torigoe
stated he had nothing to report today on any apepals.
Traffic Workshop Î The Chair pointed out the dilemma of the Commission wanting to see
improvements in an area, especially in West Hawaii, but then traffic is a problem and the
Commission does not wanting to add to it; and he then asked the staff for their assistance in
creating a win-win situation. Mr. Hayashi suggested a workshop with Deputy Planning Director

Roy Takemoto who has been involved in the development of the Kona Regional Circulation Plan
to discuss this matter and give an overview of the CountyÓs proposals perhaps at a September
Kona meeting. Commissioner Springer suggested the discussion also include matters of
enforcement as it appears the problem on some of the issues relate to enforcement, such as
people going 45 miles an hour in a 25-mile per hour zone.
Department of Public Works Î The Commission requested the presence of a representative from
the Department of Public Works at all of its meetings as that representative could shed some
light on various matters that come before the Commission.
ADJOURNMENTThere being no further business, the Chair declared the meeting
adjourned at 11:49 a.m.
