Yuen, Planning Director Norman Hayashi, Staff Planner Phyllis Fujimoto, Staff Planner The Chair introduced the Commissioners and staff to members of t The Commission deferred approval of the minutes and administrative matters until the end of the agenda. BILL NO. 47The Commission took this item up at 9:05 a.m. with COUNTY COUNCILapproximately 7 people from the public in attendance. MCX DISTRICT COUNTY COUNCIL INITIATED - Continued hearing on the proposed Bill No. 47 amending Chapter 25, Zoning Code, of the HawaiÒi County Code 1983 (1995 Edition), as amended, relating to permitted uses in the Industrial Commercial Mixed Use (MCX) District. The proposed bill is to add specific uses to the list of permitted uses. (SEE EXHIBIT A) SMA 02-003The Commission took this item up at 9:12 a.m. with WAYNE BLASMANapproximately 7 people from the public in attendance. TH HÒLUALOA 4, NORTH KONA Adoption of written resolution reconfirming the continuing autho the contested case of Wayne Blasman's Special Management Area Use Permit Application (SMA 02-003). (SEE EXHIBIT B) CHANGE OF ZONEThe Commission took this item up at 10:06 a.m. with CHRYSTAL T. one person from the public in attendance. YAMASAKI HONUAULA, NORTH KONA APPLICANT: CHRYSTAL T. YAMASAKI (REZ 03-005) Î Application for a Change of Zone by changing the district classification from Multiple-Family Residential (RM-1) to Village Commercial (CV-7.5) for 7,500 square feet of land. The property is located on the east side of Kalawa Street and to the rear of the McDonald's Restaurant, Kailua-Kona, Honuaula, North Kona, Hawaii, TMK: 7-5-22:40. Mr. Hayashi oriented the Commission and public of the subject and surrounding properties on the location map and site plan, summarized the request, and noted the Planning Director recommended approval of the application with conditions. The applicantÓs representative, Gregory Mooers, said the applicant presently operates out of a two-story building three lots to the south and wants to build a similar structure on this propert and be able to expand the Wes Thomas Associates Surveyors busine There was no one from the public wishing to testify on this agen It was moved by Commissioner Kubota and seconded by Commissioner Smith to send a favorable recommendation to the County Council based on and incorporating the Planning DirectorÓs recommendation. A roll call vote was taken and motion carried with six ayes (Kubota, Smith, Thibadeau, Graham, Mina, and Fujikawa) and three absent and excused (Galdones, McCall, Springer). MINUTESAt 10:15 a.m., the Commission took up the following minutes: April 4, 2003 Î The Commission deferred approval of the minutes ADMINISTRATIVEThe following were discussed under administrative matters: MATTERS Next Meeting Î Mr. Hayashi noted that the next meeting is scheduled for May 23, 2003 in the Hawaii County Councilroom, contrary to a notice mailed to the Commission. HCPO Î Mr. Hayashi noted the Hawaii Congress of Planning OfficialÓs Conference is scheduled thth for October 8 through the 10 at the Westin Maui Kaanapali. Agenda Format - Upon Mr. HayashiÓs inquiry, the Commission revised the format of its agenda to have ÐMINUTESÑ and ÐADMINISTRATIVE MATTERSÑ placed at the end of the agenda. 2 Status of Appeals Î Mr. Torigoe mentioned that the Capt. Cook cellular tower appeal to the Supreme Court is in the process of being dismissed.
