HomeMy WebLinkAbout2003-03-25 Planning Commission Minutes PLANNING COMMISSION COUNTY OF HAWAIÒI MINUTES OF CONTESTED CASE HEARING OF WAYNE BLASMAN (SMA 02-03) MARCH 25, 2003 A contested case hearing of the application of WAYNE BLASMAN (SMA 02-03) was called Ohana Keauhou Beach Resort, Kahalu`u Ballroom, 78-6740 Ali`i to order at 9:00 a.m. in the Drive, North Kona, Hawai`i, with Geraldine Giffin presiding. PRESENT:Geraldine Giffin, Presiding Officer Hannah Springer, Hearing Officer Grant Togashi, Hearing Officer Applicant: Wayne Blasman Wayne Blasman Randy Vitousek, Esq. Yuen, Hawai`i County Planning Department Ivan Torigoe, Deputy Corporation Counsel Norman Hayashi, Staff Phyllis Fujimoto, Staff And approximately 22 people from the public in attendance. APPLICANT: WAYNE BLASMAN (SMA 02-03) - Application for a Special Management Area Use Permit to allow the development of a 13-unit condominiu improvements. The property is located on the east side (mauka) of AliÓi Drive in the vicinity of Hlualoa Bay and across of the Keolonhihi State Historical Park at Kamoa Point, Hlualoa 4, North Kona, HawaiÒi, TMK: 7-7-4:26. (SEE EXHIBIT A, PAGES 1 THROUGH 47) At 11:29 a.m., the Presiding Officer called a recess to visit the site. The Commission conducted a site inspection of the subject property at 11:49 a.m. (SEE EXHIBIT B). The Hearings Officers and parties met in the driveway area makai of Alii Drive. The staff explained the requested permit. Mr. Yuen clarified for the public that the purpose of the site inspection today was for the panel to see the subject area; and the Chair stated that any questions should be directed to her. The panel walked to the mauka boundary to look at the three residential structures in the area. Mr. Hayashi pointed out the mauka boundaries of the subject property and Sites 1 and 2 as stated in the application, noting he was not sure of the location of the entrance to the State property of the Keakealaniwahine complex. It was noted that the correct mauka boundary of the subject property was not in the location of the existing stonewall but further makai where a lady was standing to so indicate. At Ms. SpringerÓs request, the panel, with the exception of Ms. Giffin, viewed Site 1, the location of the Keakealaniwahine residence or the Pakiha enclosure. Ms. Roy introduced the panel in the Hawaiian language, as is the Hawaiian custom, and the panel walked onto the State property to the Pakiha enclosure. From there the panel looked in the makai direction to view the ocean area and returned to the subject property, and Ms. Springer and Mr. Togashi then viewed the south end of the property. The panel then walked to the proposed parking area and then onto Site 3, with the exception of Officer Giffin. At site 3, Mr. Hayashi pointed out the existing residential structure on the north end of the property and the panel viewed Alii Drive and the ocean from this vantage point. The panel then returned to the existing roadway. Upon the panelÓs inquiries, Mr. Vitousek pointed out on the presentation map the driveway location, noting the driveway does not go completely around the property but that there is a turn-around area on the north end of the property. Mr. Vitousek also pointed out that the maximum height of the structures is approximately 36 feet, pointing out that it was approximately the same height of the existing trees in the area. Mr. Mooers paced out on the driveway approximately 20 feet, whic the nearest structure to the property line. Mr. Torigoe cautioned the panel that the figures were just an estimate. Staff noted that properties in the area which were granted SMA permits were the Kaumalumalu Subdivision, Alii Kai Subdivision, and the GibsonÓs property. The panel then left the subject property in their vehicles and turned right toward Kailua to view the traffic situation in the area, turning around at the Kona Bali Kai parking lot. They then proceeded to view the Keolonahihi property before returning to the Ohana Keauhou Beach Resort.
