INTRODUCTION
This Public Meeting is to hear the views,
comments and concerns from the community
regarding affordable housing needs in the
County of Hawaii

BACKGROUND
In June 2022, the Council passed, and Mayor Roth signed Ordinance 22-77, which appropriates at least $5,000,000 per year for the Office of Housing and Community Development (OHCD) to facilitate programs that support affordable housing production.
The primary objective of the Affordable Housing Production (AHP) Program is to support, increase, and sustain the supply of affordable rental and owner-occupied housing.
ADMINISTRATIVE RULES
The Administrative Rules for the AHP Program is
in the process of being finalized and approved.
The rules will be available at the County Clerk’s
office or on the OHCD website once completed.
FUNDING / REQUEST FOR PROPOSAL
For fiscal year (FY) 2022-23, the OHCD received $9
million, and anticipates receiving at least a $5 million
for FY 2023-24.
This upcoming Request for Proposal (RFP) will combine
both FY 22-23 and FY 23-24 funds.

PUBLIC AGENCIES NON-PROFIT ORGANIZATIONS FOR-PROFIT ORGANIZATIONS COMMUNITY LAND TRUSTS
501(c)(3) and/or
Section 501(c)(4)
Applicants must meet specific requirements (e.g years of experience)
ELIGIBLE ACTIVITIES
Acquisition of real property for the development of affordable housing
Acquisition of existing housing for rehabilitation as
affordable rental and/or owner-occupied housing
Planning, design or construction of affordable
rental or owner-occupied housing
Rehabilitation of housing to be utilized as affordable housing
ELIGIBLE ACTIVITIES (CONTINUED)
Provide affordable housing for elderly, persons with
special housing needs and homeless residents lacking a permanent home
Invest in infrastructure in connection with the
development of affordable housing projects
Other activities to support, increase and sustain
affordable housing production
