Notice is hereby given that two public hearings will be held to hear testimony from the public
regarding the Department of Environmental Management’s proposal to amend its Rules of
Practice and Procedure, pursuant to Hawaiʻi Revised Statutes Section 91-3(1). The proposed
changes will amend or add the following rules:
ARTICLE II. SOLID WASTE DIVISION
Rule 5 – General Provisions
Rule 6 – Disposal Permit for Sanitary Landfill and Reload Facility
Rule 9 – Transfer Station Operating Rules
Rule 10 – Organics Facilities Operating Rules
Rule 12 – Solid Waste Fees
Rule 13 – Derelict or Abandoned Vehicles Program
New Rule – Prohibition of Non-Mineral Sunscreen
Written Testimony: Anyone wishing to provide testimony may do so by email to
cohdem@hawaiicounty.gov, facsimile to (808) 961-8086, or by mail to the Department of
Environmental Management, 345 Kekūanāoʻa Street, Suite 41, Hilo, Hawaiʻi 96720. Written
testimony must be received no later than 12:00 noon on Thursday, April 6, 2023, to be
acknowledged at the public hearing.
Oral Testimony: Those who want to provide oral testimony during the meeting must email
cohdem@hawaiicounty.gov or call (808) 961-8099 no later than 12:00 noon on Thursday, April
6, 2023, with your name, phone number, and email address.
The proposed rules to be adopted will be emailed or mailed at no cost to any interested person
who requests a copy by contacting Peter Sur at (808) 961-8099. Copies of the proposed rules
may be reviewed or obtained at the Department of Environmental Management, 345
Kekūanāoʻa Street, Suite 41, Hilo, Hawaiʻi 96720 between the hours of 7:45 a.m. to 4:30 p.m. or
through emailing the department at cohdem@hawaiicounty.gov.
