MINUTES COUNTY OF HAWAI'l STANDARDIZATION COMMITTEE Monday, October 26, 2022 County Building Finance Conference Room 25 Aupuni Street, Suite 2103 Hilo, Hawaii WNWRIff-XIMPITIM" The meeting was called to order by Chairperson Deanna Sako at 10:30 a.m. ATTENDANCE There was a quorum with the following committee members and staff in attendance: Deanna Sako, Director of Finance J Yoshimoto, Assistant Corporation Counsel Lisa Faulkner -Inouye, Business Manager of Office of the Prosecuting Attorney Stephen Pause, Director of Public Works Nori Ishii, Accountant IV of Parks & Recreation Also present: Diane Nakagawa, Deputy Director of Finance Sarah Yeekley, Purchasing Agent of Finance Chadwick Marote, Parks Maintenance of Parks & Recreation Crystallene Pacheco, Private Secretary of Finance Absent: Reid Sewake, Business Manager of Parks & Recreation INTRODUCTION Those present at the meeting were introduced by Ms. Sako. MINUTES OF AUGUST 29,2022 MEETING Mr. Yoshimoto moved to approve the minutes of the August 29, 2022 meeting. Mr. Pause seconded. Motion carried. There were no written statements from the public. NEW BUSINESS Agenda Item 1: Standardize the purchase of all models of E2 Lighting International Light Fixtures Members of the committee reviewed the written request and attachments submitted from the Department of Parks and Recreation. Mr. Marote — P&R Maintenance came before the committee before to standardize these same fixtures for P&R. and would like to let everyone know that they are versatile and the distributor on our island can substitute and swap out the fixtures at no cost. Mr. Marote — Wall mount (cutoff) fixtures that are affixed to our facilities help with the observatory which is what all the lighting is based around. These lights can stay on all night. The lighting industry is phasing out the low-pressure sodium lamps and these nightlights are prolific throughout the island. The LEDs are becoming more efficient and follows the requirements of the observatories. Mr. Marote — A key factor for having E2 is the distributor is located on the island (other side) and the parts are available. We are unable to get parts for the fixtures at the Mauna Kea Recreation cabins therefore a whole new fixture must be purchased and installed. The E2 distributor can supply us with all the parts we need: light engines, drivers, etc. The drivers are not like the florescent fixture ballast where you can just go to a home improvement store and pick one up. You need to know constant voltage/current in the LEDs. Mr. Marote — It's difficult getting lamps for the many of the fixtures in our facilities. Right now, to get wall mounts, we must go through the bidding process that takes up time of which we don't have. According to the distributor, they have a lot in stock/available. Ms. Sako, — P&R Maintenance came before to standardize specifically for a certain model, it was approved by the committee and now they are trying to standardize all forms of the E2 lighting. Mr. Marote — Correct. The distributor has a variety of E2 products. Our warehouses/workshops currently have high bay fixtures with metal halides and those will be eventually phased out too. Mr. Marote — Parts needed for fixtures in our solar lighting up in Mauna Kea and Pohoi'ki are obsolete and unable to get parts for our EV charges in Waimea and Ka'u. Ms. Sako — P&R is changing out the fixtures as it stops working and as needed. Mr. Marote — Correct. Prior to Merrie Monarch, we changed that whole facility, and the lighting is so much better. Ms. Sako — The last meeting Mr. Marote brought in some samples, and it was really obvious how much better the lighting was as compared to the current lighting we had. Now, it's just trying to get different models of this same E2 lighting so P&R can change -out as things are breaking down. Mr. Marote — Correct. The Traffic division are using these fixtures too. Mr. Pause — Correct. Traffic have standardized on E2 fixtures, 35, 70 and 100 watts and they used them based on - if it's a collector road, secondary road, etc. How is P&R determining what wattage will be used where? Mr. Marote — Street lighting (HELL© or high poles) 25 feet, you use 100 watts. Walkway lights at Liliu'okalani, 46 watts. Mr. Pause — Why not the standard that Traffic using; 35, 70 and the 100? Mr. Marote — It depends on the height of the poles and where you want to light up. Ms. Sako — If it's on the side of a building, for instance the Civic; those poles might be only 10- 15 feet in the air. Mr. Marote -You would use a 35 watt in those places. There's non -cut-off type lights where it would shine outward, and those lights do not stay on after I I p.m. We have them on timers. Mr. Pause — Do you use photovoltaic for these timers? Mr. Marote — We use both. Ms. Sako — So the ballparks, baseball fields where the lights are brighter. Mr. Marote — Yes, and those that are not on a horizontal plain, lights must also be turned off by I I p.m. Mr. Pause — Was one of the contributing factors with your other bulbs, did you run into problems with being not being able to source ballast as well? Mr. Marote — Yes, with the lamps, that's correct. There's a special ballast made for the LED fixtures. Mr. Pause - Because those lamps have become antiquated the ballast are getting harder to get. Mr. Marote — Correct. Also, to dispose these lamps, we must put them in a metal container, crack it and put water inside to prevent it from possibly exploding. Ms. Sako — This is the first year P&R Maintenance division has a little bit more money in their budget and now able to change out more fixtures. The fixtures on a whole facility can be changed out at one time. Mr. Marote — Maintenance will start changing Liliu'okalani Park and Moku'ola. Mr. Pause — The fixtures itself are good, especially the light it throws. Ms. Sako — Any more questions? None. The committee voted and motion was carried.
