STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA
ADMINISTRATIVE MATTERS
Minutes of the Meeting of August 25, 2010.
1.
NEW BUSINESS
Hamakua Health Center, Inc.
1.will present to the Action Committee a
presentation titled “Health Impact Assessment in Community Planning and Policy
Development.” The subject matter discusses the social determinants of health,
which are the economic and social conditions that influence the health of
individuals, communities and jurisdictions as a whole. They determine the extent
to which a person possesses the physical, social, and personal resources to
identify and achieve personal aspirations, satisfy needs, and cope with the
environment. The resources include but are not limited to conditions for early
childhood development; education, employment, and work; food security, health
services, housing, income, and income distribution; social exclusion; the social
safety net; unemployment and job security.
Old Kailua Airport Park Master Plan.
2.Staff from the Department of Parks and
Recreation will provide the Action Committee information regarding the Old
Kailua Airport Park Master Plan Environmental Assessment.
Cost of Government Commission.
3. Action Committee will discuss the request
by the Cost of Government Commission for comments and will recommend to
the chair comments to draft a response.
Hawai`i County is an Equal Opportunity Provider and Employer

4. Action Committee will continue ongoing review of
KCDP Goals, Policies and Actions & discuss roles & responsibilities.
Financial Plan.
5.The Action Committee will discuss follow-up information
regarding the Financial Plan and the (3) three possible scenarios of the
implementation of the Financial Plan.
Sub-Committee Reports.
6.Action Committee will review sub-committee reports
and recommended motions and discussion items to place on the next meeting
agenda for action.
a.Action Committee will discuss the Outreach Report which provides
information regarding the sub-committee members, purpose and copy of
approved minutes of meetings held.
b.Action Committee will discuss the Economic Development Report which
provides information regarding the sub-committee members, purpose and
copy of approved minutes of meetings held.
c.Action Committee will discuss the Land Use, Environmental & Cultural
Resources Sept. -10 Action Plan which provides updates on previous
motions that have been approved (Enhancement of County GIS system
and Criteria for 17-mile Shore Park), the current requests for information
made to the Planning Department (Status of Kona Cultural Resources
Committee, Progress of Modifications of the County’s GIS system and
Status of Kona Trail Inventory), the current discussion items (Analysis and
Options of proposed land use changes, CIP Recommendations and
Operating Budget Recommendations) and proposes future discussion
items (Planning Department to compile information regarding trails, paths
and shoreline access and easements, to provide funding for Kona Cultural
Resources Committee, Improve GIS system to include cultural and historic
sites and information and to prioritize the need for water monitoring of the
ocean water).
d.Action Committee will discuss the Transportation and Public Facilities
Sept -10 Action Plan which provides updates on previous motions that
have been approved (Enhancement of County GIS system and to Update
the Revised Roadway Standards to include Complete Streets), the current
requests for information made to the various county departments for
updates (Mass Transit Agency Administer, Department of Water Supply,
Department of Environmental Management, Planning Department, County
Council). project, current discussion items (bicycle and pedestrian
recommendations, 10 shared-use path segment construction, CIP
Recommendations and Operating Budget Recommendations) and
proposes future discussion items (GreenRoads Guidance Manual,
potential projects to watch and monitor and potential motions for Action
Committee).

7. Staff will provide update on Kona District
projects/programs.
a.Planning Department list of applications submitted from 8/25/10 and

Notice:
The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard
on the above items. According to the Operating Guidelines of the Kona Community Development Plan
Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and
whether the testimony is on her/his behalf or as a representative of an organization or individual. Written
testimony shall be submitted with an original and nine copies prior to testifying. The Committee would
appreciate timely submittal to the Planning Department at least one week prior to the hearing date to
allow for mailing and thorough Committee review.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a
lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged
for pay or other consideration who spend more than five hours in any month or $275 in any six-month
period for the purpose of attempting to influence legislative or administrative action by communicating or
urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County
Code}.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation
to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no
later than five (5) working days prior to the meeting date, to arrange for accommodations. “Other
reasonable modification” refers to communication methods or devices for people with disabilities who are
mentally and/or physically challenged
