Subject: Update Regarding Work With Neighbor Whitney Coffman

For the last few months we have been working with Mr. Whitney Coffman owner of TMK
(3)9-6-011:008, the nearest neighbor to the subject property to address questions and
concerns relating to the proposed Special Permit.
Based on discussions during a site visit with Mr. Coffman in November 2022 we revised the
conceptual site plan for the special permit area to help reduce potential view impacts. Please
see letter dated 12-22-22 for more detail. Further discussion with Mr. Coffman has brought
up the desire to provide for immediate screening of the Special Permit area while the
bamboo and banana screening plantings grow in. To this end ASIAA would agree to
increase the height of the perimeter fence from 5ft to 8ft tall on the side of the project site
facing Mr. Coffman's property and Wood Valley Road (west side). Screening material
selected in coordination with Mr. Coffman would then be secured to the section of 8 ft tall
fence.
Mr. Coffman also had questions relating to a flume shown on TMK maps of the area
(Attached Figure 1) and whether a easement might affect the proposed Special Permit Area.
We consulted with John Cross, former manager for C. Brewer, a previous land owner of the
subject property. Mr. Cross reports:
Fluming of cane ended in the 1950's. The flume was torn down about then as well. The
depiction of"Flume" on Tax Maps is a cartographic relic. There is no easement,for the
flume since it was on land leased by Haw'n Ag.from Kamehameha Schools. The flume
transported cane to the Pahala Mill. Now the only evidence of the flume is the gravel road
that existed beside the flume for maintenance of the flume trestles.
Lastly, Mr. Coffman wishes to enter into an access agreement separate and distinct, but in
the same location as the existing easement granted to Edmund C Olson Trust#2. The
existing easement(Exhibit C of Application Report) allows Olson to assign said easement,
however, Mr. Coffman has suggested, and we are in agreement that further memorializing
the terms of access across the easement is justified. To this end we have drafted language
that would formalize this agreement. Should further refinement of the agreement language
be necessary we will continue to work with Mr. Coffman to his satisfaction.
