YOUTH COMMISSION <br /> 08/2024 <br /> Purpose: Identify the aspirations, needs, and concerns of the county's <br /> youth; examine and devise strategies that support or improve <br /> existing social, economic, educational, health, and recreational <br /> programs for youth, or develop new programs and submit such <br /> recommendations thereon to the council and mayor for <br /> consideration and action; advise the council and mayor on the <br /> effects of legislative policies, needs, assessments, priorities, <br /> programs, and budgets concerning the county's youth. <br /> Authority: Hawaii County Charter, Section 5-3.1. through Section 5-3.4. <br /> Appointment: The Mayor may appoint up to six Commissioners who are <br /> residents of Hawai'i County. Each Council member shall appoint <br /> one commissioner who is a resident of the council member's <br /> district. Commissioners must be between the ages of 14 and 24 <br /> at the time of appointment. Initial appointments will be for one or <br /> two years depending upon the location of their residence or <br /> mayoral selection. Thereafter, commissioners will serve <br /> staggered two-year terms. <br /> Full Membership: No less than 9 and no more than 15 members between the ages <br /> of 14 to 24 at the time of appointment and serve for staggered <br /> terms of 2 years. The commission shall select 3 adult residents <br /> of the county to serve as its advisors. <br /> Specific Representation: Commission members who have attained the age of majority at <br /> the time of appointment shall be duly registered voters of the <br /> county. <br /> Requirements: None specified. <br /> Meetings: Normally, one meeting per month. <br /> Financial Disclosure: Not required. <br /> Reappointment: Each succeeding appointment shall be for a term ending two <br /> years from the date of expiration of each term for which the <br /> predecessor had been appointed. <br /> Qualities: Respected by the community as being community-minded and <br /> oriented.
