MEETING MINUTES
Wednesday, March 15, 2023
9:30am
CALL TO ORDER
Meeting called to order by Elena Cabatu Vice Chair at 9:32am.
II. ROLL CALL: Present: Shana Kukila, E. Kahea Lee, Christina Basham, Andrew
Langtry, Dr. Hannah Pita -Preston, Rachelle Agrigado, Lisa Pana, Suzanna Tiapula
(Corporation Counsel), Jennifer Stotter (HSCSW Liaison) Excused: Farrah -Marie
Gomes
III. APPROVAL OF MINUTES for January 18, 2023 & February 15, 2023
Andrew motioned to approve minutes, Rachelle seconded. Motion approved.
IV. TREASURER'S REPORT
A. Approval of Treasurer's Report
Andrew shared the budget as of March 2023, and said there was no change from
the last meeting (see attached for more information).
V. STATEMENTS FROM THE PUBLIC
None
VI. CORRESPONDENCE
Per Farrah's request, Shana shared with the committee abouf thte Youth Jamm in
Pahoa on April 1. CSW was invited to have a table at the event. The Outreach sub-
committee will coordinate with the Chair on this event. Suzanna suggesting posting
the flyer on Facebook page in lieu of sharing via email.

B. Hawaii State CSW (HSCSW) liaison report
Hawai'i State CSW (HSCSW) liaison report: Jennifer Stotter reported that as of
March 10, 2023, the State CSW Executive Director, Khara Jabolous-Carolus, has
resigned. Along with her resignation came a 10-Point Plan for the state moving
forward with the work of the CSW and its partners. Suzanna suggested posting it
to Facebook so everyone on the committee can see it, in lieu of sharing the
document since it was not previously shared prior to the meeting or on the
agenda. Shana said she will post it to the Facebook page.
Jennifer also shared that one of the members of the Missing and Murdered
Native Hawaiian Women and Girls Task Force, Nikki Cristobal of the Office of
Hawaiian Affairs, is going to come to Hawai'i Island to share their report with the
county council on April 18. Nikki Cristobal will be travelling to the Kona County
Council chambers in the morning and to the UH campus in the evening (exact
location to be announced).

Jennifer also shared that there is an open house for a new mobile health clinic in
Hilo that will be happening on March 16 from 12:30 to 1:30 p.m.
C. Family Violence Interagency Committee (FVIC)
a. No report, meeting was canceled.
D. Missing Murdered Native Hawaiian Women and Girls (MMNHWG) Task Force
a. No report.

a. Kahea motioned to approve, Rachelle seconded. Motion was approved.

B. Sub -Committee Memberships
a. Nomination and Election of Sub -Committee members
Elena shared the document that described each sub -committee and encouraged
them to be more engaged. Kahea shared that her passion is education and
human trafficking awareness, especially in the schools.
Shana said that sub -committees have not been meeting to her knowledge,
except for the Outreach sub -committee and the Legislative and Advocacy sub-
committees. She added information about Senate Bill 295, which sets up a
working group for changes in the child welfare system, and how her personal
testimony helped add disabled and LGBTQ parents and families to the work
group. She also clarified that her testimony was personal and not on behalf of the
committee, however, it would be good moving forward if we could testify as a
committee on pertinent issues.
Elena requested that the Legislative sub -committee bring a list of legislative
priorities to the committee at the next meeting as well as later in the year so the
committee is prepared to give testimony as an entity.
ACTION ITEM: Legislative sub -committee will bring a report on legislation that they wish
to prioritize for this legislative session as well as the upcoming 2024 session.

D. Outreach Sub -Committee reports
a. 2022 Year of the Mother
i. Status of the Mother Report
The Permitted Invesitgative Group completed — Status of the
Mother Report will be approximately 30 pages, report is being
revised to lessen graphics and make user friendly; preliminary
draft will be sent to all members for review at next meeting in April.
This report can be used to take to events. Data from the survey
will also be reviewed.
b. Teen Dating Violence
i. Distribution log
Need to order more, will need to discuss at next meeting
ACTION ITEM: Place on next meeting agenda.
c. Real Women Essay
i. Per Allen, gift cards approved and processed.
d. Community Surverys
i. Approval of project rationale — Community Survey and Outreach
Campaign, committee reviewed project rationale and had
discussion about components of project rationale and concluded
to amend the budget and carry over remaining $100 from Malama
Makuahine to general budget and approve $4250 to fund this
project rationale.
Rachelle motioned, Andrew seconded. All approved, motion
passed.
DISCUSSION: Is there a printing budget? More clarification is
needed to get surveys printed.

e. SB295 — Malama `Ohana Working Group
i. Child Welfare Human Services will include space for the disabled,
who are overlooked and underserved, into the Working Group.
Shana will continue to advocate.

ii. The L&A group will prepare to convene as a committee to stay
abreast on legislative bills and processes that CSW can support.
X. ANNOUNCEMENTS
