AGENDA
NOTICE IS HEREBY GIVEN of a meeting to be held by the Kailua Village Design
Commission of the County of Hawaii in accordance with the provision of Section 92-7,
Hawaii Revised Statutes.
NOTE: Pursuant to Act 220, Session Laws of Hawaii 2021, which amended the Sunshine Law
to allow meetings to be remotely conducted online, Kailua Village Design Commission meetings
will be held online, and the physical meeting location listed below is also open to the public.

INTERACTIVE CONFERENCE TECHNOLOGY (ICT):
Kailua Village Design Commissioners and applicants will participate in this meeting via the
Zoom interactive video conference platform. If internet connection is lost,the public
meeting will be automatically recessed to restore communication. If lost connection exceeds
30 minutes, the meeting will be terminated.

STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
Members of the public may provide public testimony regarding any agenda item now or at
the time the agenda item is called to order.
NEW BUSINESS
1. PL-KVD-2022-000021: The applicant, Stanley Haanio, is requesting design review for two
new wall signs at the new Grace Parish Center on the same property as St. Michael's Church,
located at TMK 7-5-008:006. The project includes installing a wall sign facing Ali`i Drive
with an area of 19.5 square feet and letter height of 10 inches and 15 inches, with letters
made of stainless-steel standoff metal, painted black to match the storefront, at an elevation
of approximately 20 feet. The second wall sign faces the interior courtyard with an area of
12 square feet with maximum letter height of 8 inches tall, with letters made of stainless-steel
standoff metal,painted white/off-white for contrast, at an elevation of approximately 9 feet.

2. PL-KVD-2023-000031: The applicant,Mark Krzyzanowski of MK Planning, is requesting
design review for a new duplex, located at 75-196 Alakai Street, in the Lono Kona
Subdivision. The proposed duplex is a two-story building that consists of two 4-bedroom/
4-bath units, each with 2 bedrooms/2 baths upstairs and 2 bedrooms/2 baths downstairs,with
six off-street parking spaces, landscaping, and associated improvements. The proposed
exterior colors include tan/gray tones with black/charcoal fascia and gutters,white trim,with
white vinyl windows.

3. PL-KVD-2023-000033: The applicant, William McCowatt, is requesting design review for
a new Lex Brodies lube and carwash facility off of Alahou Street at Henry Street, located at
TMK 7-5-004:013. The new lube and carwash facility is proposed as a two-story building,
with a wash tunnel and equipment area, and connected to a fast lube area with glass roll up
doors, an administration/break room area, with off-street parking and landscaping
improvements. The building exterior includes lava rock veneer with stucco siding (color:
"warm stone") and standing seam metal roof(color: "country red"), along with CMU walls
(color: "black mountain") and metal trim (color: "Charcoal"). There are two approved
easements onsite for archaeological site preservation purposes with lava rock enclosures.

Submitting Testimony A person desiring to submit written testimony shall indicate
her/his name; address; and whether the testimony is on her/his behalf or as a representative of an
organization or individual. If testimony is being submitted on behalf of an organization,
documentation showing membership ratification should accompany the testimony. Written
testimony may be submitted to the Kailua Village Design Commission by email at
planning@hawaiicouniy.gov or by mail or in person at the Planning Department office addresses
in Kona or Hilo listed below under Board Packet, and is requested by 4:30 p.m., two business
days prior to the meeting, to allow for time for review and consideration by the Commissioners.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County
Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County
Code}. A lobbyist means "any individual engaged for pay or other consideration who spends
more than five hours in any month or$275 in any six-month period for the purpose of attempting
to influence legislative or administrative action by communicating or urging others to
communicate with public officials." {Article 15, Section 2-91.3(a)(6), Hawaii County Code}
Registration forms and expenditure report documents are available at the Office of the County
Clerk, 25 Aupuni Street, Room 1402, Hilo, Hawaii 96720.
