APPROVAL OF MINUTES • March 17, 2023, regular and executive sessions POLICE CHIEFS REPORT ON DEPARTMENT ACTIVITIES Including, but not limited to: • Crime Report • Traffic Report • Personnel Report • Finance • Commendations • Other Department Activities NEW BUSINESS • Correspondence No. 23-06: Invitation to the State of Hawaii Police Commissioners' Conference on June 1-2, 2023, hosted by the Honolulu Police Commission. • Discussion and recommendation for the Police Commission to draft and submit a letter to the Salary Commission encouraging a salary increase for the Police Chief and Deputy Police Chief. (tabled 3-17-23) • Consideration and discussion regarding the formation of a committee to look at recruitment and training. EXECUTIVE SESSION (CLOSED TO THE PUBLIC) The commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will be involved; to consider sensitive matters related to public safety, and may consult with the board's attorney on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a)(2)(4)(6) and the Hawaii County Charter Section 13-20 (b). County of Hawaii Police Department; Alric Dalere; Michael Santos in Civil No. 3CCV-22-0000422 • Correspondence No. 23-07: Josephine T.W. Bishop and Nelson Hinano Kahele v. County of Hawaii; Justin Gaspar; Chad Taniyama in Civil No. 3CCV-23-0000134 CONSIDERATION AND INVESTIGATION OF COMPLAINTS • HPC 23-04: Complainant alleges the officer failed to properly investigate their incident. • Review of complaint in the non-acceptance category. The Commission will hear public testimony at the beginning of the meeting or when the respective agenda item is called or as allowed at the sole discretion of the Chair. Testifiers will be limited to five (5) minutes, please plan accordingly. Submitting Written Testimony: Written testimony may be submitted via email at Charisse.Correa(a�hawaiicounty.gov, by mail, or in person to the Police Commission's office at 101 Pauahi Street, Suite 9, Hilo, Hawaii 96720. Written testimony must be received by 12:00 noon, two business days before the meeting to ensure timely delivery to the Commission.
