For EMC Discussion: County Ordinances to Significantly Reduce Landfill Waste Volume
1. Landfill Bans – where reuse/recycling is probable, economically feasible (has market value),
and represents significant landfill volume (>10%).
a. greenwaste - landscape prunings
b. reusable materials from construc�on and demoli�on - plumbing, wood framing,
cabinetry, windows, wiring, other (roofing �les, ceramic �les, wallboard, wall-to-wall carpet, ??)
c. e-waste under new law (computers, tvs, printers, etc., though small volume)
d. glass botles and containers with necks
e. HI5 eligible
f. corrugated cardboard
g. scrap metal
Not ready yet – residen�al food waste, other paper & tex�les, plas�cs
2. Allow small businesses to recycle at Transfer Sta�ons. [ISWMP priority recommenda�on]
a. permit program with small fee, some required training
3. Require mul�family proper�es to provide recycling educa�on,* collec�on and transport for
residents
4. Require commercial facili�es, including hotels, to conduct recycling educa�on,* collec�on
and transport for staff and customers
5. Require government facili�es, including schools, to conduct recycling educa�on,* collec�on
and transport for staff [ISWMP Ch3-1]
a. require ini�al inventory of types and volumes of waste generated
b. require waste collec�on contracts to include recycling
c. allow schools to work with the community and parents on voluntary waste reduc�on
ac�vi�es
6. Require [medium and large?] businesses to prepare (bi-)annual plans for waste reduc�on and
progress reports, condi�on of building permits [ISWMP Ch3-1]
a. require ini�al inventory of types and volumes of waste generated and goal-se�ng for
reduc�on based on inventory
b. provide county assistance staff or 3rd party funding*
7. Satellite recycling collec�on opera�ons in subdivisions – allow in exis�ng and require for new
subdivisions. However, c urbside collec�on is preferred. [state law issues]
