It’s housing and so much more. True affordability includes all basic needs — food, utilities, transportation, healthcare and employment. Our projects are designed to make these essential components accessible through location, uniquely efficient architectural design, amenities, education and creative service enrichment. Our approach is to build efficiently and collaboratively. For example, the PAL Construction Company allows us to control costs and schedule construction with an elevated level of predictability. We also founded the Kaua'i Affordable Housing Alliance (KAHA) 3 years ago to bring together for-profit and non-profit developers across the island. KAHA works together to coordinate resources, advocate for efficiency and reduced burdens to development and collaborate for a more expansive scope and impact. After only four years as a non-profit, PAL Kaua‘i is already making a vital difference Island-wide — north, south, east, and west — and we’re not even out of first gear yet! Generous private donations, owner financing and creative funding have driven many of our projects, and we continue to work diligently to grow our donor base and solve the housing crisis more swiftly. There are no liens. Current gross cash flow $25,458 per month – Potential gross cash flow at full occupancy $27,654 per month starting in March of 2023. Rents are increased annually. Annual allowable increases in rent are governed by Area Median Income tables and Section 8 Fair Market Rents published by the County of Kaua'i. We are in the process of painting the buildings, installing an aerobic wastewater treatment system, repaving the parking lot and adding more affordable living amenities onsite, such as a solar roof, electric vehicle charging stations, low- water use laundry facilities, a business incubation center, and a community garden. We are also bolstering our programming to develop our Beyond Housing Program, cover topics such as financial literacy and planning, entrepreneurship, and small business management. Residents interested in applying for one of these homes must take a homebuyer education course and register with the County Housing Department's Homebuyer Coordinator to receive a number on the list. Due to supply chain issues, the Namahana project could be delayed by up to one year, since the required water pipes are not available — nationally. PAL can avoid that delay and save about $15,000 per home if we can fund building “Turn-key” (for cash). PAL is currently analyzing the property and considering a combination of affordable rentals, rent-to-own, units for sale and houseless transition tiny homes. A project like this will take years to come to fruition. PAL needs community collaboration to make this happen. We need to raise about $1,500,000 in funds, ASAP, that will be donated (a tax write-off) or loaned at low interest, to the 501(c)(3) non-profit. Those funds will be earmarked specifically for this project (or another Big Island project should this one not be developed). That amount will cover the down payment and carry the project through planning and design. The Dragon Building is located on the same parcel as the Hoku building that we just bought. We hold the 99 year Master Lease under this building so we are the landlords in terms of the lease. So this building will be on the master 99 year lease. This building is currently completely commercial. We met with the Planning Director and will meet with the Housing Director to determine if we can convert the upstairs two floors into residences. We are currently analyzing how many units will be able to be put in the upstairs area but our initial analysis indicates that we could do 18 units at around 500 square feet per unit. That work will be handled by PAL Construction Company. The nine members are both for-profit and non-profit developers and include those who build houses and those who develop tax credit apartments, therefore providing for-rent and for-sale units. Members of KAHA have already brought about lasting change, with over 1,350 affordable units on Kaua‘i and thousands more across the state. We are: Kaua'i Habitat for Humanity PAL Kaua'i Housing For All Kaua'i Housing Development Corporation Affordable Housing Kauai LLC AHE Group Mark Development, Inc Sovereign Council of Hawaiian Advancement EAH Housing Members of KAHA communicate regularly and collaborate on projects as opportunities arise. For example, Kaua‘i Habitat and AHE Group are collaborating on a project in Waimea — AHE Group has already completed 35 apartments and Habitat is currently building 32 homes. Habitat and PAL Kaua‘i will co-develop 17 units in Waipouli and are negotiating co-development of 11 units in Kīlauea. Various members are analyzing coordination on 5 other projects, which could soon result in about 400 new units. While we can continue to put band-aids on the housing crisis, KAHA came together to combine expertise and determination, and to analyze every option. From this, the Kaua‘i Affordable Housing Endowment evolved — a solution to end this tragedy once and for all. Working togetherto solve a crisis KAUAʻʻ'I AFFORDABLE HOUSING ALLIANCE How can we solve the severe housing shortage on Kaua'i? Prepared by KAHA 1. Set Up Funding Sources — Easiest to solve and, by far, the most important step. See Kaua'i Affordable Housing Endowment a. Fund the Kaua‘i Affordable Housing Endowment with the specific focus of solving the severe housing shortage on Kaua‘i within 12 to 20 years 2. Streamline cost, financing and availability of land and its proximity to zoning and infrastructure and attain dependable, effective coordination among the following parties: a. Major landowners, including the State and County b. Planning Department and Land Use Commission, for zoning c.Departments of Water, Public Works and Health, for infrastructure 3. Utilize Cost Savings and Creative Financing of Infrastructure. a. Special purpose bonds (Tax Increment Financing or TIF) b. Alternative infrastructure options 4. Reduce Cost of Construction. Standard (not high-end) construction costs on Kaua‘i range from $400 to $1250/SF. Support for sustainable, truly affordable builders must be enhanced. a. Kaua‘i Habitat – about $150/SF b. PAL Construction – about $225/SF c.Therefore, costs run about $550,000 per unit, including land and horizontal 5. Resolve Permitting Delays – This will be the hardest to change. Delays cost fortunes in development and drive away those willing and able to do it. Priorities: a. County of Kaua’i Affordable Housing Project Manager with the authority to shepherd projects to completion. Projects would need to be accepted or rejected within 60 days of submittal. b. HRS 46-15 and 201H can help facilitate permitting c.Land – KAHA is in touch with the newly-elected Governor’s team and we are following up with him regarding his promise to make land available and help with financing kaha-kauai.org ALLIANCES AND PLANNINGPERMANENTLY AFFORDABLE LIVING BIG ISLANDMARCH 2023 16 Based on KAHA’s analysis, the KAHE fund is the most effective method of engineering real change. Nimble in its deployment, it could facilitate the eradication of Kaua‘i’s housing shortage within 12 to 20 years. Milo Spindt, KAHA member, President of Hawaii Habitat and prior Board Chairperson of Hawaii Housing Finance Development Corporation planted the seed that has grown into KAHE – the Kaua‘i Affordable Housing Endowment. To be constructive, Spindt said, KAHE must be easily accessible for affordable housing developers, free of burdensome government regulations and accommodate higher risk, at lower interest rates than the funding from institutional lenders. KAHE would need to be convincingly seeded and compellingly promoted by someone or some entity (for example, CZI) with the necessary capacity and visibility to encourage and/or challenge those with the capability to donate substantially. It could be managed by the Hawaii Community Foundation or a similar entity that is trusted by major donors. The Kaua‘i Affordable Housing Endowment would restore hope to our beleaguered local community and help them hold on, while we end the tragedy of local families and work force having to leave their ancestral homeland. All homes would be sold or rented based on a Point System which would give priority to the local residents and workers in the towns of each development. From combined experience, KAHA has come to realize that substantial seed funding will enable significant momentum. Available project land and permitting could be secured while we organize the development in stages, in order to build and sell in phases. This would create a “revolving fund” and inspire others to offer and bring in large donations, while layered financing and government grants are secured. KAHE, combined with long-term commitment, phased, efficient construction and economies of scale, could initiate the end to this tragedy. Kaua‘i Affordable Housing Endowment NEW!
