The Hawai'i Fire Department supported the event with an EMS Team that operated out of the Gilbert Kahele Recreation Area. County Council Inaugural Ceremony Chief officers participated in the Inaugural Ceremony held at the Hilo Civic Auditorium on December 5, 2022 and witnessed the swearing in of the new County Council members. Holiday Activity Support The Hawai'i Fire Department supported a variety of community holiday activities and events including three parades, a Holiday Celebration at the Civic, the Mayor's Red Kettle Breakfast, and the Magic of the Season held at the County Building. Hawai'i Fire Chiefs Association Conference The Hawai'i Fire Department hosted the 43rd Annual Hawai'i Fire Chiefs Association's annual training conference at the Fairmont Orchid from December 14-18. Over 200 participants benefitted from a impressive lineup '�, of industry leaders such as Retired Chief Bobby Halton, C �Fire Engineering; Dr. Lori Moore -Merrell, U.S. Fire } Administrator; Derek Alkonis, Research Program r Manager at Underwriters Laboratories Inc.; and Major General Joseph Ryan, 25th JD Commander, among others. 2022 1 DECEMBER 3 BUDGET Fiscal Year 2022-23 Statistics Category Percent Expended OCE Salaries Equipment Total Percentage EOY Projected 49.69% 99.38% 52.74% 105.48% 19.39% 38.78% 52.11 % 104.22% State -Funded Budget Items The State has been billed through June 2022. The FY 2022 contract will remain open until we receive all the equipment ordered with FY 2022 funding. The two ambulances are expected to arrive in early 2023. (See photos on page 11.) The FY 2023 budget for the State EMS grant is $23,184,337. We have five ambulances on order and they are expected to be delivered in early 2023. Ten gurneys and five mobile radios are on order for installation in the new vehicles. One cargo truck is on order, as well as Sapphire medication pumps, and three new laptops for the EMS Captains. Alternative Funding and Grants Staffing for Adequate Fire and Emergency Response (SAFER) Federal Grant of $3,511,641 for six (6) Captain positions and three (3) Fire Fighter positions for 36 months. As of 11/30/2022, we have expended 34% of the grant funds with 25 months remaining. USDA, Forest Service, Pacific Southwest Region, State & Private Forestry Federal grant award of $197,637 (with County match of $197,637) for FY 2022. The budget is amended to reflect 100% purchases of supplies and closes on February 28, 2023. Current expenditures as of 12/31/22 remains at $355,475.25 plus $39,798.75 in encumbrances. There is 0% of the grant award remaining. The remaining items on order are 160 pails of Class A foam and 70 breakaway nozzles. 2022 1 DECEMBER 4 USDA, Forest Service, Pacific Southwest Region, State & Private Forestry Federal grant award of $156,120 (with County match of $156,120) for FY 2023. This grant includes funds for personal protective equipment, hoses and fittings, firefighting foam, a brush truck for Volunteer Station 20A and training. There are no current expenditures as of 12/31/22, but there is $56,297.54 in encumbrances. There is 82% of the grant award remaining. FY 2021 Assistance to Firefighters Grant (AFG) Federal grant award of $494,900 (with County match of $49,490) for the period August 29, 2022, through August 28, 2024. This grant will be used to purchase and install Washer/Extractors and Dryers. Reso 594-22 passed Council approval 11/16/2022. We are currently working with DPW and Planning to secure Capital Improvement Project (CIP) funding for the FY 2023-2024 budget year for improvements to our facilities to accommodate 21 extractors. Hapuna Beach State Park . State grant award of $895,505 for lifeguard services for FY 2023. Personnel Costs at 47% expended as of 12/31/22. Kua Bay, Kekaha Kai State Park State grant award of $480,000 for lifeguard services for FY 2023. Personnel Costs at 36% expended as of 12/31/22. 2022 1 DECEMBER 5 PERSONNEL REPORT Recruitment Internal Recruitment within Department Fire/EMS Specialist II Internal recruitment opens on January 15, 2023 and closes on January 24, 2023. Fire Rescue Specialist Assessment center has not been rescheduled yet. Fire/Hazardous Materials Specialist Three candidates passed the written exam. Assessment Center scheduled for January 24, 2023. Open -Competitive Recruitment Fire Fighter Recruit 10 Conditional and 10 Alternate Conditional Offers were sent out to the candidates. Fire Communications Officer I Fifty (50) names referred by DHR. Interviews held on January 3-5, 2023 for 11 candidates. Accountant I Submitted a Request to Fill form for Open Recruitment due to a resignation. Three names were referred list from DHR. Pending interview. 2022 1 DECEMBER 2 Clerk III (Auxiliary Services Bureau) Submitted Request to Fill form for Open Recruitment. Recruitment opened on December 11, 2022 and closed on December 20, 2022. Pending referred list from DHR. Clerk III (Administration) Hired Camie Takamune effective December 16, 2022 on TAOL (Temporary Appointment Outside of an Eligible List). Submitted Request to Fill form for Open Recruitment. Kona Airport, Plane landed with no injuries. 12123122 Inc# 28994 Brush Fire: Waikoloa Rd 3mm. 1/4mi stretch on south side of rd. Suspicious rapid spread, same time frame as previous BF's on Ho'ohana rd. Dist. 14 the week prior. Investigation done by HFD & HPD with negative findings. 2022 1 DECEMBER Z Special Operations HazMat Next Haz-Tech training class scheduled for January 23-Feb 3, 2023 FHMS Assessment scheduled for January 24 Ocean Safety Open recruitment for WSO I set to open January 2023 with PAE tentatively set for Mid -February. 1 retirement at end of December, Darren Kaleo Hauanio retired after serving 34 years as a Water Safety Officer with Hawaii County. N1 ,. 2022 1 DECEMBER 10 SUPPORT SERVICES Emergency Medical Services Report New Clerk III We would like to welcome our new Clerk III Taetum Kuali'i Atkins to the EMS Branch. Mauna Loa Eruption EMS Branch personnel assisted with support for the Mauna Loa Eruption event. Branch personnel supported medical supply request, EMS stand by efforts and staffing the EOC. Panasonic G2 Toughbooks Our new Panasonic G2 Toughbooks have been deployed to all of our medic units. We have confirmed SIM card wireless connectivity with all of the new laptops in the field Our new laptops now have the ability to receive EKG data directly from our Lifepak 15 monitors and assist with populating our patient care reports. CPR Training Recertification During the month of December we recertified our American Heart Association BLS CPR Training Center Faculty. We will be recertifying our instructors in March 2023 and our providers in May 2023. Hawai'i Life Flight Crew Vigil EMS Branch personnel participated in a Hawaii Life Flight crew sunset vigil in Hilo and Kona. This vigil was held in memory of the three personnel who were involved in the tragic aeromedical incident that occurred on Thursday, December 15th. LUCAS Compression Devices We are very thankful and happy to announce that the Hilo Medical Center Foundation will be donating three LUCAS compression devices to our department. These three compression devices will be assigned to Medics 6, 8 and 18. KWXX Downtown Ho'olaule'a The EMS Branch will be in charge of this year's KWXX Downtown Hoolaulea standby in Hilo. This event, which attracts approximately 19,000 people, is scheduled for Saturday, January 28th. The EMS Branch attended the first pre -plan meeting coordinated by the Mayor's office which included multiple agencies. :F 2022 1 DECEMBER 11 Training Services Report 51st Recruit Class Training The 51st Recruit Class completed various training including: Rescue Systems Training at Wong Stadium under the lead of FEO Paul Kekela. The class learned rappelling, anchor systems, and various rope rescue techniques. Building a hose evolutions training prop which was set up for a one -day workshop focusing on flowing and moving the 2 1/2" attack line at Kona ARFF. The class was taught by members of the Honolulu Fire Department. The prop will provide many hours of training to future recruits and current members. 51st Recruits supported and attended the Hawai'i Fire Chief's Conference. Recruits helped with setting up equipment, floral arrangements, and moving large items. The class attended presentations from fire service giants such as Chiefs Rick Lasky, Bobby Halton, and Derek Alkonis. This was truly a rare opportunity so early in their careers. The class was amongst the last to hear Chief Halton speak prior to his untimely passing. May he rest in peace. Meeting with Vector Solutions BC Springer met with Vector Solutions representatives to discuss developing online means of reporting station drills performed by fire companies. This endeavor would facilitate more accurate data and analysis of company drill activities. Volunteer Report Events Volunteer Company 9-Bravo participated in the Waimea Christmas Parade with Engine 9-Bravo and Big Dog 9-Bravo. Volunteer Firefighters from Company 1-Alpha (Pepeekeo) participated in the 2nd annual "Heroes and Helpers" event to help spread Holiday Cheer to youths in the community. Several volunteers from various companies across the island attended the Hawai'i Fire Chief's Conference at the Fairmont Orchid. New Vehicle at Hawaiian Acres Station 5B Volunteer Company 5-Bravo (Hawaiian Acres) added a vehicle to their ranks. The truck was moved from Company 5-Charlie (Fern Forest) and renamed X-5 Bravo. This vehicle adds much needed fire suppression to the community and has already responded to multiple fire calls in the subdivision. 2022 1 DECEMBER 12 Volunteer Response Volunteer Companies 5-Bravo (Hawaiian Acres), 5-Charlie (Fern Forest), 5-Delta (Fern Acres), 10-Delta (Ainaloa) were busy during the month of December responding to multiple incidents in the Puna district including a structure fire in the Ainaloa Subdivision. Fire Prevention Report Promotions Firefighter John Requelman and Fire Hazardous Materials Specialist Gary Ahu Jr. were promoted to Fire Inspector I on December 1st. Structure Fire Investigations The Fire Prevention Branch investigated two structure fires during the month of December. The fires were located in Districts 10 and 18. We also investigated a vehicle fire in District 6 involving Medic 7 (M7) which caught fire while transporting a patient to the hospital. EMS personnel and patient reported no injuries. Fire originated from the engine compartment area. Company 6 responded to area below the hospital road and extinguished the fire. M7 was towed to Mechanic Shop. Inspections and Plan Review Fire Inspector II Plans Examiner Ed Kawasaki has reported working a total of 136 hours this month with 29 hours being spent on inspections, testing, meetings, etc. which leaves 107 hours dedicated to plan review. Fire Investigation Reports Two fire investigation reports were researched and sent to the requested parties. Outreach The Fire Prevention Branch conducted 12 Public Education presentations. NFPA 1 Fire Code Update The 2018 NFPA 1 Fire Code passed the first hearing with the Hawaii County Council on December 21, 2022. The second and final hearing is scheduled on January 5, 2023. 2022 1 DECEMBER 14 Auxiliary Services Report Emergency Communications Center Power issues were addressed in the Emergency Communications section, DPW, civil defense, and HPD radio shop supervisor. Changes to electrical circuits and UPS configuration completed by electricians and Chris Cerrone. Fire Communications Officer I Interviews were scheduled for FCO I after completing the job preview presentation. Out of initial 50 applicants we have 11 scheduled interviews. Warehouse The warehouse storekeeper continues to make improvements to both the online store and organizing the warehouse. Records Request Our clerk L. Labrador and FF La'a have done a great job organizing and reviewing the record requests, we are now up to date with our records requests! It was a great team effort with the prevention branch. Lifepak 15 Bluetooth setup for new medic MDTs. Clone Hard Drive from crashed mechanics laptop to Panasonic CF-20. Hard Drive contains engine diagnostic software. Updates to Spillman document for new mapping features. Emergency switch replacements for Pahoa Fire Station.
