Highlights
The following are the top three issues for the last month:
Fire Communications Center
The continued staffing issues within dispatch has resulted in additional shortages due to sick
leave. The administration has taken steps forward in potentially resolving this issue by having
fire fighters augment the dispatch staff. The proposed plan was approved by the Director of
Human Resources and is presently with Corporation Counsel. Once approved, it will move on
to the Unions for consultation. A solution is anticipated by the end of February.
51st Recruit Class Graduation
The 515t recruit class graduated on the
131" of January. The graduation was held
at Nani Mau Gardens and was well
attended. One -hundred percent of the
cohort completed training. These
graduates will help fill the staffing
vacancies within the department.
Fire Communications Officer Honored
Fire Communications Officer II, Jacob Nixon, was honored at the
Hilo Yacht Club on 19 January by the Aloha Exchange Club of
Hilo. He was recognized for going above and beyond the call of
duty in helping locate and rescue two lost hikers. His ability to
triangulate the signal from the hiker's phone and overcome
language challenges demonstrates his true professionalism and
dedication to the preservation of life.
Six -Month Program Budget Review
The six-month Program Budget Review was completed in January. It is an essential tool for any
organization to track and manage their financial performance. The Review allows one to
assess their progress towards financial goals/objectives and adjust the budget as needed. By
regularly checking in on the budget, we can identify areas where the department may be
overspending or underspending and make changes to ensure that we are staying on track to
meet financial objectives.
In addition to providing valuable insights into financial performance, the six-month budget
review can also help keep the department accountable. This is the first year of applying the
new breakdown of the budget. The key performance indicators and program measures have
been evaluated for appropriateness and feasibility. The conclusion derived from this six-month
review is that there is still room for growth in the metrics and performance measures. We will
be looking for best practices to help enhance this process.

State Funded Budget Items
The State has been billed through June 2022. The FY 2022 contract will remain open until we
receive all the equipment ordered with FY 2022 funding. The two ambulances are expected to
arrive in February 2023.
The FY 2023 budget for the State EMS grant is $23,184,337. We have five ambulances on
order and they are expected to be delivered in March 2023. Ten gurneys and five mobile
radios are on order for installation in the new vehicles. One cargo truck is on order, as well as
Sapphire medication pumps, and three new laptops for the EMS Captains.
Alternative Funding and Grants
Staffing for Adequate Fire and Emergency Response (SAFER)
Federal Grant of $3,511,641 for six (6) Captain positions and three (3) Fire Fighter positions for
36 months. As of 1/31/2023, we have expended 36.89% of the grant funds with 24 months
remaining.
USDA, Forest Service, Pacific Southwest Region, State & Private Forestry
Federal grant award of $197,637 (with County match of $197,637) for FY 2022. The budget is
amended to reflect 100% purchases of supplies and closes on February 28, 2023. Current
expenditures as of 1/31/23 remains at $355,475.25 plus $39,798.75 in encumbrances. There
is 0% of the grant award remaining. The remaining items on order are 160 pails of Class A
foam and 70 breakaway nozzles.
USDA, Forest Service, Pacific Southwest Region, State & Private Forestry
Federal grant award of $156,120 (with County match of $156,120) for FY 2023. This grant
includes funds for personal protective equipment, hoses and fittings, firefighting foam, a brush
truck for Volunteer Station 20A and training. There are no current expenditures as of 1/31/22,
but there is $56,297.54 in encumbrances. There is 82% of the grant award remaining.
FY 2021 Assistance to Firefighters Grant (AFG)
Federal grant award of $494,900 (with County match of $49,490) for the period August 29,
2022, through August 28, 2024. This grant will be used to purchase and install
Washer/Extractors and Dryers. Reso 594-22 passed Council approval 11/16/2022. We are
currently working with DPW and Planning to secure Capital Improvement Project (CIP) funding
of $1 million for the FY 2023-2024 budget year for improvements to our facilities to
accommodate 21 extractors.

Hapuna Beach State Park
State grant award of $895,505 for lifeguard services for FY 2023. Personnel Costs at 57%
expended as of 1/31/23. An additional appropriation of $100,000 for equipment from DLNR is
pending.
Kua Bay, Kekaha Kai State Park
State grant award of $480,000 for lifeguard services for FY 2023. Personnel Costs at 41%
expended as of 1/31/23. An additional appropriation of $100,000 for equipment from DLNR is
pending.

One candidate scheduled for the Assessment Center on February 16, 2023.
Fire Rescue Specialist
Assessment Center has not yet been scheduled.
Fire/Hazardous Materials Specialist
Delsyn Hirota and Steven Tabura promoted effective March 1, 2023.

Four additional Alternate Conditional Offers were sent to the candidates. Targeted hired date
is August 1, 2023.

Fire Communications Officer I
Seventy names referred by DHR. Second interviews were held on February 1, 2023. Seven
conditional offers were made. Targeted hire date is April 1, 2023 for seven vacant positions.
Accountant I
No selection was made. Position was temporarily reallocated to a Professional Trainee I
effective February 1, 2023. Submitted a Request to Fill form for Internal Recruitment within
the department.
Clerk III (Auxiliary Services Bureau)
Hired Lene Labrador effective February 1, 2023.
Clerk III (Administration)
Interviews scheduled for February 21, 2023 for 10 candidates.
Clerk III (EMS Bureau)
Hired Taetum Kualii Atkins effective February 1, 2023.
Water Safety Officer I
Performance Assessment Exercise scheduled for February 8, 2023 for 14 candidates. Four
candidates passed the PAE and interviews are scheduled during the week of February 27 -
March 3, 2023.

SUPPORT SERVICES
Emergency Medical Services Branch
Training for Recruit Class
The EMS Branch led an ESO patient care documentation class for the 515t fire recruit class. This
training included log -in confirmations and documentation instructions. We also held an EMS
Branch update and general Q&A session.
National Registry Recertification/Renewal
A National Registry renewal reminder memo was sent out to the department for mandatory
personnel whose certification will be expiring at the end of March 2023. Included in this memo
was instructions for the recertification process and reimbursement procedures.
CPR Compression Devices
We are very grateful and happy to share that the Hilo Medical
Center Foundation will be donating three LUCAS CPR compression
devices. These three devices are valued at $53,000. They will be
assigned to Medics 6, 8, 18. Once the county resolution process is
: complete, we will distribute these devices to the designated stations
and provide training on usage.
Clerk III Recruitment
Interviews for the Clerk III position in the EMS Branch were held on
January 19t" and 20t". We had a total of 10 applicants who qualified
for the interview. Final scores and rankings were submitted to HR for
candidate notifications.
Pre -delivery Ambulance Inspection
Four personnel from our ambulance specification committee will be going to Chehalis,
Washington to the Braun N. West Ambulance fabrication facility for our pre -delivery inspection
of two new ambulance units. These two new vehicles will be assigned to the North Kohala and
Keaau Fire Stations. Our next five new ambulance units are projected to be completed by the
end of February 2023. These five new vehicles will be assigned to the Haihai, Kealakekua,
Honokaa, Pahoa and Naalehu Fire Stations.
KWXX Ho'olaulea
The EMS Branch assisted with the coordination of this year's KWXX Downtown Ho'olaulea that
was held on Saturday, January 28t". A big mahalo to the Fire Prevention Branch and all HFD
personnel who assisted with this event standby.
Internship Rotations
Five personnel in our Fall 2022 paramedic class will begin their first of four internship rotations
on February 27, 2023. We are currently working with the Kapiolani Community College EMS
Training Center on scheduling. When this internship schedule is completed it will be distributed
along with internship objectives and evaluation criteria.
Sapphire Medication Pumps
We have received our new Sapphire Medication pumps and are currently in the process of
uploading them with our medication library. Once completed these pumps will be distributed to
our medic stations along with a proper in-service.

Training Services Branch
51st Recruit Class Graduation
The 5151 Recruit Class graduated on January 151" with all 18 members, persevering through a
challenging year of rigorous training through dedication, teamwork, and pride. We proudly
welcome 14 HFD Firefighters to the Department and wish the best to the 4 HI -DOT ARFF
Firefighters who will serve on Maui. The Training Services Branch expresses our deepest
gratitude for all who supported the class on their journey.
New HazMat Technicians
Sixteen firefighters were certified as new HAZMAT Technicians after completing two weeks of
training in chemistry and mitigation tactics.
In -Service Training
An in-service training for basic aerial apparatus operations and maintenance was delivered at
Station 14 to 26 total personnel. The Pierce technician covered various aspects of aerial
operations, including hands-on sessions demonstrating aerial stabilization and aerial
deployment.
AFG Grant Application
BC Springer is finalizing our Assistance to Firefighter's Grant application for ICS Type IV and V
command and control training for battalion chiefs, company officers and supervisory
personnel.
Driver Improvement Program
The Driver Auditor Cadre is being surveyed for feedback concerning topics and improvements
for the 2023 Driver Improvement Program. Common topics to address for driving are gear-
wheel cheat, and lane placement of the apparatus. Recurring suggestions for program
efficiency include a need for more auditors, digital streamlining of forms, and options to
downgrade administrative and support services personnel to a Type IV DCC.
Volunteer Training Section
Training Topics
The topics of training for all volunteers in the month of January were HFD history, HFD
organizational chart/chain of command, Essentials of Firefighting Chapter 1: Introduction to
the fire service and firefighter safety, and cancer awareness.
Volunteers across the island continue to take advantage of the County's training catalog,
primarily Defensive Driving and First Aid/AED training.
Company 8-A
Volunteer Company 8-Alpha responded to multiple callouts in the month of January which
consisted of 4 brush fires and 1 structure fire.
Company 9-13
Volunteer Company 9-Bravo had 3 new volunteers complete their probationary period and
were added to the active roster. On 12/31-1/1 they held their annual fire watch which consists
of visits to neighboring communities and occasional fire apparatus patrols through the
neighborhood.
Company 7-13
Volunteer Company 7-Bravo responded to multiple callouts in the month of January which
consisted of 4 brush fires, 1 structure fire, 1 vehicle fire, and 2 rubbish fires.

Company 5-B
Hawaiian Acres Company 5-Bravo continues to prove themselves as an invaluable asset to
their community as they have responded to and extinguished multiple vehicle fires, often
arriving and extinguishing the fire before the in -district units arrive.
Company 5-C
Fern Forest Company 5-Charlie was able to assist their community by potentially saving
several structures from an unauthorized controlled burn that spread to surrounding brush.
Company 5-D
Fern Acres Company 5-Delta responded to several vehicle and rubbish fires in their community.
Company 11-C
Discovery Harbour Volunteer Company 11-Charlie are in the process of building a brush truck
by modifying an unused vehicle from the mechanic shop's `bone yard'. HFD 425 which was
formerly known as Rescue 7-7, was repurposed and will replace the 1967 Jeep Kaiser that
served as Brush Truck 11-Charlie for many years.
Fire Prevention Branch
NFPA 1 Fire Code Update
The 2018 NFPA 1 Fire Code passed the second hearing with the Hawai'i County Council on
January 5, 2023. Mayor Mitch Roth signed the ordinance on January 13, 2023. The 2018
edition of the NFPA 1 Fire Code and amendments are now in effect for Hawai'i County.
Structure Fires
The Fire Prevention Branch investigated 2 structure fires during the month of January. The
fires were located in Districts 3 and 18. The fire in district 3 involved a fatality of a female in
her 50's.
Fire Inspector II Plans Examiner Ed Kawasaki has reported reviewing a total of 20 plans with an
average time of 2.3 hours spent on each plan.

Fire Communications Officer I Recruitment
18 interviews were scheduled for Fire Communications Officer I. We intend to give 7 candidates
conditional offers of employment
Warehouse Updates
Supply chain issues are still affecting shipment times. We continue to order and await supplies.
Your patience is greatly appreciated.
The warehouse continues to make improvements to the online ordering system.
New Clerk III
The Clerk III position has been filled by L. Labrador and we are excited to have her. She will
undoubtedly be an asset to the team.
Apparatus and Equipment Repair Updates:
Eighty (80) total repairs/service.
Twenty nine (29) service calls or trouble calls.
Fourteen (14) contracted out and tows.
Final inspections for new Medic 5 and 15 were Jan 29-Feb 1 in Washington

Apparatus VX05B added to Bryx
NetMotion VPN (direct to Police Department) setup and testing for Dispatch in anticipation of
the County Network being taken down for maintenance in early February.
Meeting with Panasonic team for ESO and Windows updates for Medic MDT's.
