THIS MONTH'S HIGHLIGHTS
Firefighter of the Year
Captain Jon Boteilho was named Firefighter of the Year at the
Aloha Exchange Club of East Hawai`i's annual awards banquet on
March 26th. Captain Boteilho's extensive mechanical skills have
been put to good use at the Pdhoa station, where he meticulously
maintains equipment and shares his expertise with his crew. In
addition to his regular duties as a captain, Captain Boteilho has
been running the Respiratory Management Program, nicknamed
"Airheads," ensuring our personnel have safe equipment and
receive quality oxygen in high -stress situations. "The selfless
service and true humility displayed by Capt. Boteilho is what every
firefighter aspires to be," said Deputy Fire Chief Eric Moller. "His
work ethic and dedication to doing what is right is what makes him
perfect for this award."

Congresswoman Jill Tokuda Visits Central Fire Station
On the 16th of March, US Congress Woman, Jill Tokuda visited the
Central Fire Station. While talking with Union Officials associated
with the Hawaii Fire Fighters Association (HFFA), the subject of
the poor living conditions at the Central Fire Station was raised.
The Congress Woman requested a visit to observe the conditions
and see firsthand, the repairs needed. Her visit went well and she
indicated that she would have her staff reach out and see if there
was anything they could do to assist.
Ambulance Blessing
On the 23rd of March, the HFD held a blessing for five new
ambulances bringing the total to seven new ambulances in-service
this year. These ambulances are replacing units that are well past
their service life and will bring a more secure and safe working
environment to the medics who respond.

State -Funded Budget Items
The State was billed in March for the remaining $514,235.40 left on the contract. We are
waiting for final payment to close out the grant.
The FY 2023 budget for the State EMS grant is $23,184,337. Five ambulances arrived on the
island on March 17,2023. There are ten gurneys and one cargo truck still on order. We received
five mobile radios, three laptops, and the Sapphire medication pumps.
Alternative Funding and Grants
Staffing for Adequate Fire and Emergency Response (SAFER)
Federal Grant of $3,511,641 for six (6) Captain positions and three (3) Fire Fighter positions for
36 months. As of 3/31/2023, we have expended 44.46% of the grant funds with 22 months
remaining.
USDA, Forest Service, Pacific Southwest Region, State & Private Forestry
Federal grant award of $197,637 (with County match of $197,637) for FY 2022, with extension
to February 28, 2023. The grant funds have been 100% expended. The December 2022
quarterly report and payment request were submitted and we are waiting on reimbursement.
USDA, Forest Service, Pacific Southwest Region, State & Private Forestry
Federal grant award of $156,120 (with County match of $156,120) for FY 2023. This grant
includes funds for personal protective equipment, hoses and fittings, firefighting foam, a brush
truck for Volunteer Station 20A and training. There are no current expenditures as of
3/31/23, but the budget for supplies in the amount of $72,500 is encumbered. We have a
requisition in with Purchasing for a brush truck for Volunteer Station 20A. An request to
extend the grant period and modify the budget was submitted in March. There is 54% of the
grant award remaining.
FY 2021 Assistance to Firefighters Grant (AFG)
Federal grant award of $494,900 (with County match of $49,490) for the period August 29,
2022, through August 28, 2024. This grant will be used to purchase and install
Washer/Extractors and Dryers. Reso 594-22 passed Council approval 11/16/2022. We
requested $1 million from the Capital Improvement Project (CIP) in the FY 2023-2024 budget
year for improvements to our facilities to accommodate 21 extractors.

Hapuna Beach State Park
State grant award of $895,505 for lifeguard services for FY 2023. Personnel Costs at 83%
expended as of 3/31/23. An additional appropriation of $100,000 for equipment from DLNR
passed Council.
Kua Bay, Kekaha Kai State Park
State grant award of $480,000 for lifeguard services for FY 2023. Personnel Costs at 69%
expended as of 3/31/23. An additional appropriation of $100,000 for equipment from DLNR
passed Council.

Internal Recruitment within Department
Fire Captain
Recruitment opened on April 9, 2023 and closed on April 18, 2023. DHR referred 16
candidates. Applications under MQ review.
Fire Equipment Operator
Recruitment opened on March 19, 2023 and closed on March 28, 2023. DHR referred 40
candidates. Applications under MQ review. Written exam scheduled for May 2, 2023 in Hilo
and Kona.
Fire/Hazardous Materials Specialist
Recruitment opened on March 19, 2023 and closed on March 28, 2023. DHR referred 21
candidates. MQ review completed. Written exam scheduled for April 27, 2023 in Hilo and
Kona.
Fire/EMS Specialist II
Recruitment opened on April 9, 2023 and closed on April 18, 2023. DHR referred two
candidates. Applications under MQ review.
Fire Rescue Specialist
Assessment center has not yet been scheduled.

Fire Fighter Recruit
Orientation session, medical exams, hearing tests, and back x-rays to be scheduled in May
2023.
Fire Communications Officer I
Starcia-Lee DePonte, Cindy Eleneki-Otukolo, Adrienne Gonzalez, Shawndie Milare, Chez
Musselman, and Tatianna Rodrigues hired effective April 3, 2023.
Accountant III
Recruitment opened on March 12, 2023 and closed on March 21, 2023. DHR referred three
candidates. Interview scheduled for April 27, 2023.

Three formal offers were sent out to candidates for two permanent positions and one summer
hire position. Targeted hire date is May 16, 2023.

Emergency Operations Highlights
Battalion 1, East Hawaii
03/12/2023, Rescue/EMS
Inc. #006392, Rainbow Falls/District 4, person fell from cliff and injured leg, extricated by FRS
via Chopper 1 and treated and transported by M10.
03/17/2023, Brush Fire
Inc. #006848, Plumeria Street Fern Acres/District 5, brushfire approximately 5-acres, 1-
residential structure threatened, and 1-injured Fire Fighter who was attacked by dogs.
03/21/2023, Hazmat
Inc. #007160, Sack-N -Save/ District 1, Freon leak throughout store ventilation system. Store
was evacuated. Incident mitigated via ventilation and follow up air monitoring performed. No
injuries or fatalities.
Battalion 2, West Hawaii
03/22/2023, Brush Fire
Inc. #007221, Hwy 190 @ 24mm, 3 small brush fires found approx. 50 yards apart. Units able
to extinguished in 30 min.
03/19/23, Shark Attack
Inc. #006993, A -Bay, 60's male party was bit on the left hand and left leg, able to make it to
moored sailboat. Extricated from sailboat by SKI-2 and brought to M14, transported to NHCH.
03/17/20239 MVC
Inc. #006808, 48mm DKI for a 10-passenger van vs. container truck, 1 party pinned. Two
patients transported to NHCH.

Special Operations
Haz-Mat
• Mini -radiation monitors purchased with LEPC funds have arrived and been distributed
total of 15 units were purchased.
• Li -Ion Battery Training and Table Top Exercise scheduled for June 21 and 22 in Kona
and Hilo respectively.
Ocean Safety
• WSO I Recruitment: Formal offers sent out, start date set for May 16.
• Planning for Junior Lifeguard program ongoing. Hosting programs in Hilo, Kau,
Hapuna, Kua Bay and Kahalu'u during the month of June with four 1-week sessions.
Rescue
• RB2 engine replacements completed, doing engine break-in and back in service
• RB7 repairs delayed again due to parts back order. No current timeframe.

SUPPORT SERVICES
Emergency Medical Services Branch
New Ambulances
Our seven new medics have arrived and are being put into service. Big mahalo to FMS II Inaba
for coordinating beautiful blessing ceremonies for all of these new vehicles.
EMS L
American Heart Association Heart Code
Our department -wide American Heart Association Heart Code blended learning CPR
recertification process has begun. Recertification keys have been assigned to all personnel.
CPR Presentation
The EMS Branch assisted with a hands only CPR presentation for 120 students at
Waiakeawaena Elementary School. This was a joint project with the Waiakea High School
Health Academy students.
Paramedic School Update
Our five personnel in paramedic school have successfully completed their first rotation and
have started their second rotation.
Guest Lecturers
Our paramedic preparation courses have been scheduled, and this month's topic will be renal
failure. We are fortunate to have a guest lecturer from Liberty Dialysis Center to speak about
the function of a dialysis machine and common medical emergencies that are encountered at
the dialysis center. Next month's guest lecturer will be Drug Intelligence Officer Richard Witt
from the Hawaii High Intensity Drug Trafficking Area Division. The focus of his presentation
will be Fentanyl and other illicit drugs in our community.
EMR Recertification
Emergency Medical Responder recertification classes will begin in April. The dates that have
been selected are April 13th and 14th at the Makalei Fire Station in Kona, and April 19th and
20th at the Haihai Fire Station Training Room in Hilo.
Community First Program Donation
Through our alternative funding efforts we were very fortunate to receive a donation of
$8,420 from the Community First Program. These funds were used to purchase durable

medical equipment to support our community paramedicine program and supplies for our
Project Lifesaver Program for Alzheimer patients.
Training Services Branch
Pre -incident Planning at Hilo International
Airport
Coordinated with Hilo ARFF and Company 1 "C"
personnel for pre -incident planning and tactical
evolutions preparing for structural firefighting
response at the Hilo International Airport. This
initiative included incident action planning,
clarification of roles, communications, strategy,
tactics, and execution of various fire suppression
priorities. Follow-up drills and planning for response to
the terminal and control tower are forthcoming.
Guest Speaking at HCC Palamanui 1
BC Springer presented at Hawai'i Community College Palamanui Campus Fire Science class.
Topics included various aspects of preparing to enter the fire service though various means,
background information on the role of training, mindset, leadership, professional qualification
standards, professional development, and live fire training.
In-service Training for Self-contained Breathing Apparatus
Captain Roback and FEO Keopuhiwa assisted Pohakuloa Fire and Emergency Services with in-
service training for MSA G1 self-contained breathing apparatus. HFD, DOT-ARFF, and PTA now
all have interoperable breathing apparatus.
Participation in Career Fair
Captain Garrett Kim, FEO Keopuhiwa, Firefighter William Perez IV, Firefighter Talan
Nakamura, Inspector Ahu, and Inspector Requelman assisted with the Keaukaha Elementary
and Middle School Career Fair.
Drill at Station 3
Participated in drill with Station 3, "B" Platoon. Initial line deployment, forcible entry, life fire
layout, advancing the initial attack line, calling the mayday, rescue by interior operating crews,
down firefighter rescue drags, and FF CPR.

Volunteer Training Branch
Training Topics
Volunteer companies were trained in fireground communications and Pak radio operations.
Brush Fire Response
Fern Acres and Hawaiian Acres volunteers, Companies 5-Delta and 5-Bravo respectively,
assisted Company 5 of Keaau with a large brush fire that burned through an unimproved
property in Fern Acres.
Brush Truck Acquisition
Fern Acres, Company 5 Delta, acquired a brush truck from the mechanic's base yard that had
sat unused for years and made multiple repairs to get it back into working order, it will be
called "X-05-Delta."
Structure Fire Response
Company 11-Charlie, Discovery Harbour, assisted Company 11 of Ka'u with a structure fire in
the Mark Twain subdivision.
Volunteer Company 20-Alpha assisted Company 20 HOVE with several structure fires ranging
from small shack fires to large residential fires.
Volunteer Company 7-Bravo responded to and assisted with operations at the HWY 190
wildland fire and the Old A's structure fire. They also participated in a static display at Kahakai
Elementary School.
Fire Prevention Branch
Structure Fires
The Fire Prevention Branch investigated four structure fires during the month of March. Two
fires were located in District 7. The other fires were located in Districts 10 and 20. For the first
three months of 2023, Prevention Branch has investigated a total of 9 structure fires
compared to 14 fires investigated in 2022 for the same time period, a reduction of 31%.
Plans
Fire Inspector II Plans Examiner Ed Kawasaki has reported reviewing a total of 42 plans with an
average time of 2 hours spent on each plan.
Public Education Presentations
The Fire Prevention Branch conducted five Public Education Presentations which were mostly
career fairs. We have also posted public education information on our Instagram page
"hfd_bigisland" regarding Lithium Ion Battery Safety, Cooking Safety, and Smoke Alarms.
Complaints
Fire Prevention Branch investigated seven complaints.
Reports and Request for Comments
Nineteen fire investigation reports and Request for Comments and Information were
researched and sent to the requested parties.

FCO I interviews were completed and Captain Domingo is set up and ready for the new FCO I
candidates. Six candidates are scheduled to start on 4/3.
PPE Decon
PPE decon project is ongoing, there has been slight delays with turnaround times but the work
done are still top notch. Thank you to Lene for spearheading the scheduling and coordination!
New Medic Prep
The vehicle maintenance section assisted with getting the new medics road ready, thanks to
them for their hard work!
Records Requests
Our clerk L. Labrador completed 22 record requests for the month.

Apparatus Name Updates
Apparatus new additions or name changes for UTV06, UTV09, UTV50, UT06, X06, and T12 in
Spillman, FireRMS, and Bryx.
Spillman/Bryn Updates
Spillman Rapid Notification enabled for Bryx.
Bryx accounts not using a hawaiicounty.gov email address have been restricted to volunteer
apparatus.
Volunteer Captain Training
Provided the necessary software, hardware, and training to the Volunteer Training Captains to
program volunteer radios in the field.
Meetings
Attended monthly emergency call center meeting with HPD, DIT, DPW and Banyan Networks.
Met with DIT Director Uehara to resolve issues with access rights.
