permanently established along the Kakalina Street extension alignment. This realignment
including fencing of the driveway is intended to eliminate potential conflicts between
construction work and Kona Aerials users.

The above referenced building was designed per the code and loads noted on sheet A3A
of Braemar Building System's construction drawings dated November 26, 2018. As long
as the code and loads meet or exceed the requirements of the governing building
department and the building was erected per Braemar Building System's drawings and
with sound AISC erection practices then 1 verify that this building is structurally sound
and ready for occupancy.

Our office observed the construction including, but not limited to, the equipment and hardware
installation on the above listed structure that is built to the permit

"No -Rise" Certification Form
This is to certify that I am a duly qualified professional civil engineer licensed to
practice in the State of Hawai'i.
It is further to certify that the attached technical data supports the fact that
proposed work in the subject parcel will not impact the 100 -year flood
elevations, floodway elevations, or floodway widths on Waiaha Drainageway at
published sections in the Flood Insurance Study for Waiawa watershed dated
Sept. 29, 2017 and will not impact the 100 -year flood elevations, floodway
elevations, or floodway widths at unpublished cross-sections in the vicinity of
the proposed work.

Executive Summary
For the Kona Aerials facility, there is no grading work, and no structures are
proposed within the floodway. The work consists only of surface improvements
to the existing driveway that crosses the flood channel; therefore, it will have no
impact upstream or downstream in a flood event.
Since no grading or net elevation changes are proposed. Green 'Rina has
concluded that the work will have no impact on any flood event and certifies
that there will be "No Rise".
Research & Determination
The State of Hawai'i Flood Hazard Assessment Report (Exhibit A) shows that the
subject property is situated in an AEF Zone, defined as: "Floodway areas in Zone
AE. The floodway is the channel of stream plus any adjacent floodplain areas that must
be kept free of encroachment so that the 1% annual chance flood can be carried
without increasing the BFE."
Green 'Rina has determined that the proposed improvements will have no
impact on Base Flood Elevations or properties in the vicinity of the work.
