I live in the village of Hōlualoa. Thank you for this opportunity to testify - comment on the items of business. If the CDPAC has an official role as advisory to the Planning Department (and/or Leeward Planning Commission), I strongly recommend the following be assured: o Meeting Strategy: The Action Committee will discuss meeting schedule, logistics, and format of future meetings such as if they should be all in-person, meetings be conducted for max access and civic participation - hybrid zoom/in-person, meeting agendas, and supporting documentation - be posted (like they are for Council, LPC, etc.) meeting agendas are posted on the online County Calendar at least 5 business days in advance. o Community Outreach Strategy: The Action Committee will discuss and strategize how to increase meeting attendance and better engage with the Kona Community to increase public exposure of the Kon a CDP. meetings be simulcast live and a recording be made and posted on the Planning Dept YouTube page within 2 days use the Countyʻs ʻroadmapʻ of development priorities to align KCDP work so that vetted recommendations and comments are submitted timely If the County has no ʻroadmapʻ of how to implement the General Plan and the CDP, advocate this be done (no Plan, no Path, no managed Destination) Use the Countyʻs ʻroadmapʻ to match to acƟve projects (County, and/or Private developer initiated) and to the CDP - and advocate for alignment and compliance to Planning and LPC. o Action Committee Recruitment Strategy: Action Committee members will discuss their strategies to recruit new members for the Kona Action Committee. ensure the CDP makes a REAL contribution, "a seat at the table" for lasting decisions, is a respected body that adds measurable value. If the CDP is NOT respected and valued and integrated into the process and decision making by Planning, LPC, and Council - change this! New qualified wonʻt be interested if there isnʻt sufficient value returned for the Ɵme and effort invested.
