I Kona Community Development Plan Action Committee 2 County of Hawaii 3 MINUTES 4 Meeting Date: July 28, 2010 5 Time: 2:05 pm 6 Place: Mayor's Conference Room, Suite 103 7 75 -5722 Hanama Place 8 Kailua -Kona, Hawaii 96740 9 Roll Call: 10 1 Members Present: Maralyn (Marni) Herkes, Bo Kahui, Mike Matsukawa, Ken 11 Melrose, Robert (Bob) Ward Janice Palma - Glennie 12 2 Absent/Excused: Fritz Harris - Glade, 13 3 Planning Department: Deanne Bugado 14 4 Public in attendance: Tsing Young 15 STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA 16 None 17 ADMINISTRATIVE MATTERS 18 Minutes of the Meeting of June 30, 2010 were circulated. Bob Ward motioned to approve and 19 Marni Herkes seconded. Unanimous approval given with minor corrections made. 20 NEW BUSINESS 21 L Hamakua Health Center, Inc. 22 Presentation has been postponed by request of the Hamakua Health Center, Inc. 23 2_KCDP Implementation. Action Committee will continue ongoing review of KCDP Goals, 24 Policies and Actions & discuss roles & responsibilities 25 • Question was asked if these meetings could be conducted by teleconference to be able to 26 be include members who may be off island. Clarification will be asked of Amy Self, 27 Corporation Counsel 28 • The Action Committee discussed the possibility of producing or participating in a 29 newsletter. The Outreach Sub - Committee will look into possibility. 30 • The Action Committee/Planning Department need to work on organizing an Annual 31 Report, which would be posted on the web site and perhaps published in the West Hawaii 32 Today. 33 3. Financial Plan 34 The Action Committee reviewed and discussed the (3) three possible scenarios of the 35 implementation of the Financial Plan to further clarify previous comments made to Goodwin 36 Consulting. (Please see attached revised draft w /AC Comments): Page 1 of 3 37 • Scenario One (Sothern): Roads /Transit propose a #4 Laaloa Avenue (mauka /makai 38 connection) and ask that Ali`i Parkway Phase I be modified to take out Phase I and just to 39 be known as Ali`i Parkway; Sewer: clarify that there will not be an impact on the 40 Kealakehe WWTP. 41 • Scenario Two (Central): Roads /Transit #1 AK should include Phase I & II to take the 42 project to Hina Lani; add in that the Kuakini Ext is (Makaala Blvd — Kealakehe 43 Parkway); the TODs should be modified to identify Keahuolu as Keahuolu /Villages of 44 Laiopua 45 • Scenario Three (Northern): Roads /Transit #1 AK should be complete and include Phase 46 II, III (Nina Lani to Kaiminani) & IV, ( Kaiminani to University Drive) 47 4. Sub - Committee Reports 48 Outreach 49 • In process of getting "speaking tours" arranged, will work with the Chair with possible 50 dates and times. 51 Economic Development 52 • There have been no meetings scheduled due to the lack of economic development 53 projects /activities being initiated. 54 • The University of Hawaii West Hawaii Campus is still on track. Within the FY 10 -11 55 budget — 10 million CIP funds have been allocated for use on the Manono and West 56 Hawaii campuses, this would be for the infrastructure and building. 57 • The sub - committee will be looking into economic development opportunities of the 58 proposed expansion of the Airport and the impact of the loss of Japan Airlines. 59 Land Use, Environmental & Cultural Resources 60 • GIS initiatives have been started that start to address some of the motions that have been 61 made by the AC however the bandwidth that the county utilizes constrains the system 62 right now. Bob Ward will also be provide examples of systems /information /programs 63 that would illustrate /explain further other motions. 64 • Change of Zone Application (TMK 7 -7- 008:099) was withdrawn. 65 Transportation and Public Facilities 66 • STIP Constrained List Draft will be presented with a series of Public Meetings — the 67 Kona meeting has been scheduled for Thursday, July 29, 2010. Action Committee 68 discussed some of the projects that are on the draft list. Further information can be found 69 at http: / /hawaii.gov/ dot /highways /STIP /fy2011- 2014.htm 70 • Mayor's Institute on Design — Planning Staff provided information to the AC regarding 71 Mayor Kenoi's presentation that he will be utilizing during the conference. 72 • AC discussed the feasibility of tolling as a possible source of funding infrastructure 73 capital improvement projects. Page 2 of 3 74 Request made by the Committee to have a list kept of suggested amendments to the KCDP. The 75 list will be kept by the Planning Department after it has been discussed and voted on by the AC. 76 At least once a year the list will be reviewed and the AC may choose to forward to the Planning 77 Director the requested amendments to the KCDP 78 5.
