Non-members: Sharon Leonida, DOH HEER; Adam Teekel, HEER; Isaiah Kela-Pacheco, HEER; Chelsea Eckert, Hawaii Pipeline Safety Association. L CALL TO ORDER - Meeting called to order at 9:03 am by Chair Gerald Kosaki. Introduction of all attendees. II. APPROVAL OF MINUTES — III. COUNTY REPORTS • Fire - Chief Okinaka reported on 2 incidents. One was a CO2 leak from a business soda fountain and the other was a recap from the Shipman Industrial fire at Business Services. He stated that a spark from a tool while dismantling vehicles ignited the fire. He also stated that there was a Hazmat Technician class that was held in November 2020. Police — No report Civil Defense — no report IV. INDUSTRY PARTNERS Hamakua Energy — David reported that they replaced the Ammonia Isotainer BEI — Zerlina Mayne is the new representative for BEI replacing Jarrett Enriques. She reported that there is a chemical shortage in fertilizers during year of the pandemic. PGV — Jordan stated that PGV has been up and running since November 2020 but only at 30% capacity. There have been no incidents or reports of any releases of S02 or H2S. They have been monitoring the fissures in the area and have been getting minimal readings. V. STATE DOH HEER — Sharon stated that they have the Tier II money allocated but she is still awaiting letters from the LEPCs to release the money. We were the only LEPC thus far who had submitted our letter to accept. She also stated that Sonya reported that the Sample of the Month for 2020 is completed and the winners will be identified soon. Sharon reported that there have been some exercises for maritime oil spill leaks conducted by Coast Guard and other entities. Adam Teekel reported that in regards to the diesel spill at the Big Island Energy facility in Kawaihae, they have completed their clean up with absorbents utilizing a clean-up contractor and the case is now closed. VI. NEW BUSINESS Grants — Liz sent out information regarding training using DHS grants that are available. Chief Okinaka stated that HFD are using the SAFER grant to staff 6 new Captains positions and using the AFG grant to purchase extractors for the stations and purchased a new Hazmat ID from Smiths Detection and will be purchasing new gas monitors. VIL OLD BUSINESS — The new ERG handbooks have all been distributed and any extras is being stored at the HFD warehouse. VIIL NEXT MEETING — Date set for May 26, 2021 via zoom. Our zoom meeting was interrupted midway due since we did not purchase the premium plan. We had a discussion of other options such as, using LEPC funds to purchase the premium plan, using one of our members plan to send out the invite, or maybe using the plan from HSERC. IX. Adjournment - Meeting adjourned at 10:30 am
