September 2, 2021, 9:00 am
Members Present: Gerald Kosaki, Chair; Darwin Okinaka, HFD Hazmat; Andrew Burian,
HPD; PGV; Chris Leonard, Media; Thomas Gilmore, DOH HEER; Terri Napeahi; Ian Smith,
HFD EMS. Non-members: Sharon Leonida, DOH HEER; Isaiah Kela-Pacheco, HEER; Liz
Galvez, HEER.
I. CALL TO ORDER - Meeting called to order at 9:08 am by Chair Gerald Kosaki.
Introduction of all attendees.
II. APPROVAL OF MINUTES — May 26, 2021 meeting, Darwin Okinaka moved to
approve and Chris Leonard seconded
III. COUNTY REPORTS
Fire — Per Chief Okinaka, reported on several incidents: a gas spill in Kona, a clan lab
response on Alii Drive, a chemical spill on hwy. 190, and a CO2 leak at a gas station
and McDonalds. He also stated that they are in the process of recruiting hazmat
specialists
Police — No report
Civil Defense — no report
IV. INDUSTRY PARTNERS
Media — Chris reported that he is now the Chair of the SECC and is continuing to
work on the state emergency plan and backup systems. With the hurricane season,
we need to be prepared and the national EAS test was just completed. Darwin
stressed the need for clear communication, citing the recent Paauilo fire.
Keaukaha Action Network (KAN) — Terri Napeahi reported on working with UH
Manoa on conducting shoreline baseline studies. She also stated that our cesspool
system was supposed to switch over to septic tanks by 2050, however, no elaborate
studies or testing was done. Need to look at places that were already damaged.
Hawaii Pipeline Safety Administration — Andy Kendrick gave a report on the USCG
and our oil spill response capabilities. Andy Kendrick also stated that there are many
older pipelines. Terri asked for a map of these pipelines and for a buffer between the
fuel tanks and the community. However, Andy stated that there is only buffer for
explosive products.
V. STATE
DOH HEER — Liz expanded on an incident on 6/30/21 regarding a fentanyl lab
reported by HFD. Sharon reported that our LEPC will be receiving a total of
$38,044.72 tier II fees this year. Liz also reported on a fuel spill in Keaukaha of
approximately 500 gallons, due to a valve left open, however, it was contained in a
gravel containment.

VI. OLD BUSINESS
VIL NEW BUSINESS
• Darwin Okinaka requested for LEPC funding for Unexploded Ordnance and CAMEO
training for a total of $15. He also brought up the need to replace their hazmat
laptop computers. Since there was no quorum present, we could not vote on it as a
committee.
VIII. NEXT MEETING — Date set for September 7, 2021 via zoom. Thank you to Liz for
setting up our zoom meeting.
