Non-members: Sharon Leonida, DOH; Isaiah Kela-Pacheco, DOH HEER; Orasa Fernandez, DOE; George Manuel, CD. L CALL TO ORDER - Meeting called to order at 9:02 am by Chair Gerald Kosaki. Introduction of all attendees. II. APPROVAL OF MINUTES — August 24, 2022 meeting, Chief Okinaka moved to approve and Tom Gilmore seconded III. COUNTY REPORTS Civil Defense — Duane mentioned that have been doing some community meetings due to the elevated watch of the unrest of a possible eruption. Jordan asked if he could give a status. Recent earthquakes was a concern that creates pockets under the lava. Jordan inquired if there was an idea of where the eruption would be. Duane said that it could be anywhere as Mauna Loa encompasses about 51 % of the island. HFD Chief Okinaka stated that the hazmat team had responded to a few incidents. One was at Kapiolani Elementary, an acid spill of 3 gallons that was mitigated with soda ash in a storeroom. There were a couple minor CO2 alarm incidents with negative findings. There was a fire at Pacific Diesel but hazmat did not reach the scene. Chief Okinaka also reported that they are still working on the Canberra purchase. Police — Chief Burian reported that HPD also responded to the Pacific Biodiesel incident. IV. INDUSTRY PARTNERS Hamakua Energy — David reported that they are in phase 1 of 3 of their project to replace their Naptha fuel line. It should be done by the end of November to early December. Advised Chief Okinaka that it would be good to inform the in -district company and hazmat team of this project. PGV — Jordan reported that they are doing 22 megawatts in operation now average and KS-19 should be on line in November or December. They are starting KS-21 that is an injection well in the next week or two. Jordan is trying to get some samples of readings at the fissures and also inquired if anyone had been taking reading for S02 or H2S at the fissures. Duane will contact USGS to see if they are doing any monitoring. Gerald inquired if the DOH would have that information. Tom stated that there is a website that does constant monitoring of the area. There were also some discussion on possible contacts who may have this information. KAN — Terri inquired about the county CERT training. She stated that the Keaukaha community wanted this training, especially for the Kupuna. Although the training is currently virtual, she stated that many of the Kupuna do not have computers so it would be good for someone to go out and speak to the community. She also inquired about ham radio training. Duane stated that he will pass on the information to Bill Hansen who is in charge of this area. Gerald stated that he will get Bill's contact information and send it out to the committee. V. STATE DOH HEER — Isaiah reported that Sept. 16 there was a vessel that grounded in west Hawaii of which 70 gallons of fuel needed to be removed along with marine batteries. He also mentioned the acid spill that Chief Okinaka had reported on earlier. Isaiah also reported that at the Hilo Airport at the FAA building, there was a petroleum contamination for their PV system. Tom added some information in regards to the airport PV incident and reiterated to the contractor on how to prevent such future occurrences. At Kalama Pi'i school, there was some lead contamination in the paint that went into the soil. DOH had a dilemma on whether to close the school due to this contamination. DOH HEER is also doing their Hazwoper recert. training. Finally, their office manager position was just filled. The new program manager for the HEER office is Grace Simmons. DOE — Orasa reported that the complex is bringing in 40-foot containers to collect hazardous waste and e-waste. Will also meet with the state regarding the Mauna Loa eruption. Orasa also had a question on the protocol for bomb threat. Who would actually give the all clear? Chief Burian clarified that HPD will be the lead but the property owner will need to work with them. He stated that HPF has their own bomb squad with a robot to respond. DOH — Eric stated that USGS may have some information to Jordan. He sent Jordan their contact information. VI. OLD BUSINESS Chemical Safety Day — Gerald reminded Chief Okinaka to submit the reports from those HFD members who attended the past Chemical Safety Day training on Oahu. This is a requirement for all LEPC funded training. Chief Okinaka said that he is waiting for one more report. HFD Canberra Purchase — Gerald spoke about the allocation from the LEPC for the purchase of radiological monitors for HFD hazmat team. He mentioned that Adam Teekel from HEER wanted to make sure that the ones purchased will be compatible with the DOH State Rad team for calibration purposes. Chief Okinaka stated that he confirmed with them to ensure that it will be compatible. VIL NEW BUSINESS HFD Request — Chief Okinaka stated that he may be requesting some PTT units for the hazmat team at our next meeting. This is for better communication at the scene. He also stated that he will look into the supplied air unit to see if it needs replacing. VIIL NEXT MEETING — Next HSERC meeting in on December 16, 2022. Next LEPC meeting is scheduled for February 16, 2022. CD will check on the room availability. IX. Adjournment - Meeting adjourned at 9:53am
