ADMINISTRATIVE MATTERS
Minutes of the Meetings of May 26, 2010 were circulated. Bob Ward motioned to approve and
Marni Herkes seconded. Unanimous approval given with minor corrections made.
NEW BUSINESS
1. Intersection of Hulikoa Sreet with Queen Kaahumanu Highway.
Burke Matsuyama provided the Action Committee with an update of the Full-Crossing
Intersection of Hulikoa Street with Queen Kaahumanu Highway and the circulation plan that
connects it via a frontage road to the Airport (a hand-out was given out to illustrate the current
plan being discussed by the State Department of Transportation, attached for reference). Some of
the issues presented to the committee are:
There will be U-Turns at Kaiminani Drive and Hina Lani Street which will undermine
the capacity of Hina Lani Street and Kaiminani Drive.
The left turn lanes will be eliminated and there will be a right-in/right-out only at Hulikoa
Drive and the entrance at the Shore at Kohanaiki
The Frontage Road will be compromised and the access to the recreational areas of the
Shores, Ooma, and NELHA will be limited.
A motion was made to have the Action Committee authorizes the Chair to send a letter to the
Planning Department and State Department of Transportation asking for consideration, based on
the public use of the Kohanaiki shoreline being so important to the Kona community, that the
new intersection of Hulikoa at Queen Kaahumanu Highway which is being designed as part of
the Phase 2 widening of Queen Kaahumanu Highway be configured as a full crossing, all

motions intersection with a frontage road connection heading north. The Action Committee
supports the implementation of the makai Frontage Road, which is shown on the Official
Transportation map Fig 4-2a and included in the KCDP in Policy Tran-1.5, with appropriate
Action Tran -1.5a emphasizing this coordination. With the completion of shoreline park
improvements and subsequent dedication to the County, the State Department of Transportation
current design consideration for right in/out turn motions only at the Hulikoa intersection with U
turns at Hina Lani and Kaiminani would provide inefficient access to this long standing and high
public use shoreline, which is a critical core component of the goals of the KCDP. Bo Kahui
moved to approve the motion and Bob Ward seconded. All approved. Bob Ward volunteered to
assist the chair in drafting the letter.
2. Financial Plan
The Action Committee reviewed and discussed the (3) three possible scenarios of the
implementation of the Financial Plan. The Action Committee supports the scenarios proposed
but would like to proposed the following suggestions were made to modify the scenarios:
Scenario One: Roads/Transit propose a #4 Laaloa Avenue (mauka/makai connection) and
asking for clarification of proposed project identified as Ali‘i Parkway Phase I; Sewer:
clarify that there will not be an impact on the Kealakehe WWTP.
Scenario Two: Roads/Transit #1 AK should include Phase I & II to take the project to
Hina Lani; add in that the Kuakini Ext is (Makaala Blvd – Kealakehe Parkway); the
TODs should be modified to identify Keahuolu as Keahuolu/Villages of Laiopua
Scenario Three: Roads/Transit #1 AK should include Phase II, III (Hina Lani to
Kaiminani) & IV, (Kaiminani to University Drive)
3. Sub-Committee Reports
Outreach
Mike Matsukawa as spoken to the farmers groups regarding the KCDP.
Website has all information posted (the minutes and agendas have been posted in both
the boards and commissions site and the hcrc site)
Request to put the KCDP website on the letterhead (letterhead will be modified once the
new website under the Planning Department has been set)
Economic Development

The University has the funding in place for the 1 phase of the access road that will go
from Kaiminani to University.
The TMT telescope has received approval from the Board of Regents and has attracted
two additional partners (the Chinese and the Indians)
The Chinese were also interested in the efforts at NELHA
Possible agenda item for September, a presentation from Rockney Freitas on the status of
the University of Hawaii at Palamanui

Not a lot of changes from the last report
Request made for the Design Center to look at the Special Management Area application
at 7-7-004:025
Transportation and Public Facilities
Constraint list for the STIP is being developed
Bob Fritzgerald looking for recommendations for a South Kona district park (P&R is in
discussions with Kamahameha schools) but would like to have some alternatives to look
into
Bob Ward is involved in the Complete Streets Task Force.
PATH had a meeting with the Mayor and he has expressed support for the Queen’s Lei
Project and the retrofit of Ali‘i Drive (attached please find pdf of the projects)
Update information of the Ane Keohokalole Highway Project.
Update information regarding the Kealakehe Regional Park.
4. Planning Department Update
Clarifications made for the some of the items on the project list and how the Design
Center comments.
STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON THE AGENDA
Dick Towle:
Regarding the Jacoby and the mixed-use path that was required that went from
Makaeo Park to Honokohau is the project dead or will it be picked up in another way.
PATH is looking at possible scenarios but the project may also be addressed by the
next proposed project for the land.
There is a concern with Scenario I which still gives credence to Ali‘i Parkway which
is not going anywhere.
To promote the Action Committee and the KCDP it is not as important the
mechanism but to make sure that the message is clear and will excite the community
in the program and to get them involved.
