HAWAVI COUNTY LOCAL EMERGENCY PLANNING COMMITTEE
Purpose: Adopt bylaws and other administrative procedures to
carry out the duties, requirements, and responsibilities
set forth in this chapter, and as required by the
commission and the Emergency Planning and
Community Right -to -Know Act of 1986.
Authority: Hawai'i Revised Statutes Section 128E-5
Appointment: Hawai'i State Emergency Response Commission with
recommendations from the Mayor of the County of
Hawai'i
Full Membership: Minimum of eight (8) members.
Specific Representation: As listed in HRS §128D-5(c) (see Requirements)
Requirements: The committee shall be composed of at least one person
from each of the following groups:
1) Elected state and county officials;
2) Law enforcement, first aid, health, environmental,
hospital, and transportation personnel;
3) Firefighting personnel;
4) Emergency management personnel;
5) Broadcast and print media personnel;
6) Community groups not affiliated with emergency
service groups;
7) Owners and operators of facilities subject to the
requirements of the Emergency Planning and
Community Right -to -Know Act of 1986; and
8) Other groups recommended by the mayor and
appointed by the commission.
Meetings: The board shall select a chairperson and vice
chairperson. Meetings of the board are held at the call of
the chairperson or at times the LEPC determines
necessary. Historically, the LEPC meets quarterly at a
location to be determined.
Financial Disclosure: Members must file Financial Disclosure within 20
working days of taking office. Thereafter, annual
disclosures must be filed on or before January 31. The
disclosures are confidential and will be kept on file by the
Board of Ethics. Hawai'i County Code, Chapter 2,
Section 2-91.1.
