NEW BUSINESS
Financial Plan
1.
Roy Takemoto introduced Dave Freudenberger of Goodwin Consultants and explained that the
presentation is to provide different spectrum of financing alternatives for the implementation of
the Kona CDP and will provide the mechanisms for these alternatives to be utilized on island
wide initiatives.
Dave Freudenberger, Principle of Goodwin Consulting Group, introduced the Public Facilities
Financing Plan (PFFP). He stated that a key component for this plan to work is the involvement
of the County staff (Planning, Public Works and Finance are key departments), the guidance and
input from the Action Committee and the support and buy-in by the public. The PFFP is a blue
print to guide the financing of the infrastructure that’s going to serve the CDP. The Purpose of
the PFFP were based on 6 points:
Concurrency: adequate infrastructure available when needed to serve new development
tm;
E
Fairness: those who benefit should pay
Coordination: address multiple owners and disharmonious development schedules
Prudence: don’t exceed debt capacity and avoid excessive risk
Strategy: implement most effective mix of financing tools and minimize inefficiencies
Feasibility: developers/land uses must be able to support assigned infrastructure burdens
The intended timeline for a draft of the plan would be 3 months according to Dave
Freudenberger. In the draft report will be the initial analysis and policies which will be
discussed among County staff and Action Committee members and then writing the document
based on the input and feedback from everybody.
Roy Takemoto presented an overview of the Background Report that is the basis of the PFFP.
Provided information of how the Build out projections, Proposed Construction projects,
Infrastructure Phasing (Roads, Water, Wastewater, and Parks) was determined.
Points made during the discussion:
The multi-modal components of transportation as trails, bikeways, pedestrian walkways
and pathways need to be included more comprehensively, maybe be included or
categorized in the Open Space Network Plan and incorporated in the
planning/development of transportation routes.
Regional governance of the resulting projects/plans is needed and will generate more
support by the community. Mr. Freudenberger provided some scenarios of how to
establish regional governance of projects.
More Public Relations for the PFFP is needed. A suggestion was made for a “road show”
going into communities to inform the communities and gain community buy-in. To
present and get buy-in by the County’s Departments (and County Council) will also be
needed, the PFFP was initiated by the previous administration and an update for this is
also needed.
Concurrency – a point of the concept that gets missed a lot is not so much putting a lid on
development – it’s putting the responsibility on government to timely provide
infrastructure in the right place at the right time.
Ken Melrose thanked everyone for coming including Wally Lau, Bobby Command and in
particularly Margaret as part of the dialog. Ken Melrose commented how very important it is
and we can all do better about how we present and discuss and try to get the Community
Development Plan ingrained to make it successful.
2. Sub-Committee Reports
Bob Ward had a couple of additional updates to the transportation report based on some recent
meetings. Bob Ward stated that David Zevenbergen with the State DOT is going to be the
person that’s in charge of Hawaii State Transportation plan, the State long range transportation
plan, the Hawaii County long range land transportation plan (this is key for the Action
Committee to follow) and ultimately interacts with the STIP. The Hawaii County long range
tm;E
land transportation plan consultant is CH2MHill. The schedule for the STIP was discussed/ laid
out.
Marni Herkes – The West Hawaii Campus of the University of Hawaii will be known as the
Hawaii Community College of Palamanui. HECO has a new energy strategy going to be put on
this island they will be utilizing wind, solar, ocean thermal, and some kind of liquid fuel
resources. And final announcement was that Japan Airlines will no longer be flying into Kona.
