ADMINISTRATIVE MATTERS
Minutes of the Meetings of January 27, 2010. Marni Herkes moved and Bob Ward seconded to
approve minutes. Motion carried unanimously.
NEW BUSINESS
1. Hawaii Wildfire Management Organization (HWMO) Presentation:
Gail Bryne introduced the Hawaii Wildfire Management Organization (HWMO) team present.
She provided a brief history of the non-profit organization, which was founded in 2002. The
HWMO is actively working on writing a plan called the Community Wildfire Protection Plan
(CWPP) for South Kona. She also encouraged the KCDP Action Committee to consider
amendments to the KCDP to include wildfire and mitigation plans in future.
Miles Nakahara, President of HWMO, informed the KCDP Action Committee that they will be
holding a community meeting to get input and buy-in from South Kona communities and asked
for suggestions of a good venue.
Elizabeth Pickett gave a quick overview of the CWPP process and highlighted where HWMO is
for the plan for South Kona.

The HWMO was formed collaboratively by a number of fire agencies, scientists, natural
resource managers, ranchers, individuals and agencies that are concerned with wildfire safety.
This organization focuses on mitigation, planning and preparedness. Majority of wildfires start
on highways in what is called the Wildland-Urban Interface (WUI). The CWPP is focused on
mitigation in the WUI area. CWPP benefits include reducing the fire fuels using different
prescriptions like grazing or herbicide essential to reduce those fuels, provide community
education, programs and workshops and home fire safety assessments and teaching fireless
landscaping to residents and homeowners as well as protecting the natural resources that are at
high risk of wildfire destruction, protecting and restoring those that have already been burned. A
high priority for our local fire fighting agencies is to prioritize water resources, increasing their
capacity to fight fire, that includes dip tanks and resource maps, water tankers.
2. KCDP Implementation
2a. Draft Work Plan

Bob Ward moved to adopt the Work Plan changes from the two committee reports to the work of
plan for the Action Committee. Fritz Harris-Glade seconded. Ken Melrose asked if any other
discussion. None. Ken Melrose asked for the vote. Fritz Harris-Glade, Mike Matsukawa, Ken
Melrose, Janice Palma-Glennie, Robert (Bob) Ward in favor; Marni Herkes opposed. (5-1).
2b: Proposed Budget for support of the Puna CDP
Ken Melrose stated the KCDP Action Committee received notices from the Puna CDP Action
Committee requesting all CDP Action and Steering Committees asking support their request to
the Planning Department, Mayor and County Council to find monies to retain an assistant
position, a recorder position and supplies.
Ken Melrose asked if there was a motion to table this request. Marni motioned to not send a
letter in support. Fritz Harris-Glade seconded. Ken Melrose asked if any other discussion.
None. Ken Melrose asked for the vote. Unanimous decision in favor.
2c. Planning Department overview to amend a CDP
Ken Melrose and members reviewed the CDP Amendment Process chart. Amendments can be
initiated by the Action Committee, County Council, Planning Department and/or the public.
This is a public process and amendments processed through the Planning Department and will go
before the Action Committee, Planning Commission, and County Council for review. Should
there be any substantive changes proposed at any time the process will start over again.
The Puna CDP Action Committee is presently reviewing County Council proposed amendments
to the Puna CDP, all the amendments are online so if you went to the HCRC site and went to the
Puna Action Committee or the Puna CDP, they are available for review.

3a. Transportation Public Facilities
Bob Ward commented on the Transportation Public Facilities report - the CIP and STIP
recommendations. It's a little actually late for normal channels, the preliminary administration
budget books have been turned in. If the Action Committee would like to make either operating
budget proposals that may not be included in the books or capital improvement projects that may
not be in the CIP, then the AC would need to appeal to the administration or to our legislators,
our council members.
Bob Ward commented on Trans 3.6 and Trans 1.1a motions. The Action Committee discussed
the motions. Bob Ward moved to use the PATH consolidated plan as an interim guideline until a
formal adoption process can be secured. Marni Herkes seconded. Unanimous decision in favor.
Ken Melrose stated the PDF file is renamed OTM 4-2b interim dated 2/24/10 and is to be
transmitted to Deanne Bugado.
Motion for Trans 1.1a was deferred
3b. Environmental Resources, Cultural Resources and Land Use Committee
Environmental Resources, Cultural Resources and Land Use Committee report was deferred.
3c. Economic Development Committee
Marni Herkes gave report about Outreach Committee and the Energy Committee – the
administration has 3 energy people on it. They have an energy advisor, they have an energy
green team for the County buildings and they have an energy commission. The Council has an
energy food sustainability and energy committee. The big question with energy is going to be
the viability of Hawaiian Electric (HECO) the whole system with all the solar and alternate
generation. There are 12 people on the Economic Development Committee. It’s really
important for us to implement this plan because investment likes stability.
