PL-SPP-2022-000030 <br /> HAWAII RECOVERY TREATMENT, LLC is requesting a Special Permit to operate an in- <br /> patient substance abuse and counseling center for up to 14 clients on a 3.03-acre portion of a <br /> larger 29.63-acre parcel of land situated in the State Land Use Agricultural District. The subject <br /> parcel is located at 31-631 Old Mamalahoa Highway, portion of Opea-Peleau Homesteads, North <br /> Hilo, Hawaii, TMK: (3) 3-1-003:019. <br /> APPLICANT'S REQUEST <br /> 1. Request: The applicant is requesting a Special Permit to operate an in-patient substance <br /> abuse and counseling center(Special Treatment Facility) for up to 14 clients within an <br /> existing, 7,351 square foot, 5-bedroom, 3 1/2-bathroom dwelling and related <br /> improvements on a 3.03-acre portion of a larger 29.63-acre parcel of land situated in the <br /> State Land Use Agricultural District. The applicant has been operating a Special <br /> Treatment Facility under license from the State Department of Health-Office of <br /> Healthcare Assurance since 2019, which allows them to provide therapeutic, counseling, <br /> coaching, and recovery services to up to eight clients on an in-patient basis, with typical <br /> stay duration of 90 days. Pursuant to State statute and County code, this use is permitted <br /> provided the number of clients does not exceed 8. The applicant is proposing to expand <br /> the number of clients allowed from 8 to a maximum 14,thus a Special Permit is required. <br /> To accommodate this increase,the applicant proposes the following alterations to the <br /> existing dwelling and related improvements: <br /> 1) conversion of an existing storage room's closet and bathroom into an ADA- <br /> compliant bathroom; 2) conversion of an existing utility room into a medicine and <br /> dispensing room; 3)the addition of a water closet to the existing laundry room; <br /> 4) expansion of the existing, compacted gravel parking area and installation of a paved, <br /> ADA-compliant parking stall; 5) abandonment of the existing cesspool and replacement <br /> with a DOH-approved septic system; 6) installation of an additional rainwater catchment <br /> tank for fire suppression water; and 7) development of a 600-square foot greenhouse <br />
