L CALL TO ORDER - Meeting called to order at 10:09 am by Chair Gerald Kosaki.
Introduction of all attendees.
II. APPROVAL OF MINUTES — December 7, 2021 meeting, Chris Leonard moved to
approve and David Cummings seconded
III. COUNTY REPORTS
• Fire — Per Chief Brown, a radiological incident with negative findings, Jay stated that
they responded to a Fentanyl incident in Kona for support and incidents such as these
are increasing. Melanie stated that Co. 1 had one Fentanyl incident but HFD was
only used for EMS.
• Police — No report
Civil Defense — Bill stated that our Covid cases are on the rise again. He also stated
that they are working on an extreme tsunami plan for the big island.
• EMS — As mentioned above, they have been used for standby for HPD involving
incidents with Fentanyl
IV. INDUSTRY PARTNERS
• BEI — Phil reported that their previous LEPC representative, Zerlina Mayne,
separated from the company. They have a replacement who is currently in training
and will attend future meetings.
• Hawaii Pipeline Safety Administration — Chelsea Carroll reported that they are
revising the protocol for pipeline operators in the event of an emergency. In these
situations, 911 should be called immediately before any other action is taken. This is
already approved and will become mandatory by October 2022.
• HELCO - Curtis Hong spoke about the pipeline project in Keaukaha. They are
replacing the fuel oil pipeline for HELCO as well as the gasoline pipeline for the gas
companies in the area. Projected completion date is December 2022.
• Hamakua Energy — David reported that they have contracted Air Gas to replace their
Anhydrous Ammonia piping. Chair Gerald made a note to the HFD members in the
meeting.
• Media — Chris reported that they are working with FEMA and the City and County of
Honolulu to speed up the alert plan. They need to get this done soon so as not to lose
any federal funding allocated for this purpose. He also stated that they are still
constantly revising the state plan.
V. STATE
DOH HEER — No report
Hilo Medical Center — HMC held a hazmat drill last month in conjunction with
FEMA training. He noted that if any contaminated patients are brought to HMC,
they would need to go through decontamination located outside the morgue entrance.
HSERC - Sharon stated that there was the NASTTPO conference in April. Only
Maui LEPC attended. She also stated that there is new EPA legislation in regards to
the clean water act near chemical plants.
VI. NEW BUSINESS
Chemical Safety Day — Chair Gerald announced the upcoming Chemical Safety Day
training that will be on Oahu on June 15 and 16''. Initially the training was thought
to have been a one -day training session but Sharon corrected and stated that each of
the two days will be covering a separate topic. Jay requested that we send at least 6
HFD hazmat personnel to cover each shift in each battalion. Chair Gerald also
solicited interest from the committee if anyone would like to attend. Being that there
was no interest, Reed Mahuna suggested that we offer two more positions to attend
from HFD. Chris estimated that on the high end, the cost that would cover air, hotel,
per diem, and car, would be approximately $650 per person. With that estimate, the
total cost for 8 attendees would be $5,200. Reed made a motion to allow for up to
$5,200 to send 8 attendees to this training. Keoki seconded and motion passed.
Chair Gerald reminded the committee that all attendees shall submit a report upon
their return stating a summary of the training and how it would benefit the department
and community.
VIII. NEXT MEETING — Scheduled for August 3, 2022. The final meeting date for the year
was scheduled for November 2, 2022. Prior to adjournment, Chris requested a financial
statement of the LEPC budget for our next meeting.
