County of Hawaii Civil Defense

Members Present: Gerald Kosaki, Chair; John Bowen, Hazmat Consultant;, Jordan Hara, PGV;
Eric Honda, DOH Hawaii District Health Office; Talmadge Magno, Civil Defense; Garrett Kim,
HFD Hazmat. Non -voting members: Sharon Leonida, DOH HEER
L Call to Order -Meeting called to order at 10:14 am by Chair Gerald Kosaki. No
quorum present. Moment of silence for fallen firefighter Captain David Mahon who was
killed in a motorcycle accident while travelling to work.
II. Minutes - Approval of the February 28, 2019 meeting minutes. Minutes was approved
as circulated.
III. County Reports
Civil Defense — Hurricane season el Nino conditions, drought in west Hawaii. This
may be the cause for an earlier season for storms. June 22, disaster preparedness fair
at WHCC. The LEPC will look at participating at this fair.
• Fire/Hazmat/EMS — Propane leak incident at shipman was discussed - Airgas
• Police — no report
IV. Industry Partners Report
V. DOH HEER — Sharon Leonida attended the NASTTPO conference and spoke about
HMEP requirements — She said that we will need to identify what our HMEP funds will
be used for.
VI. Training - Continuing Challenge — will table until quorum is present
VIL New Business
• Hazmat incident information — identified earlier
• Incident management in harbors without CIC — will be using the Marine Spill
Response Corp. for any major spills
• Lawsuits from BEI incident — depositions taken
VIII. Next meeting - Will try to hold an emergency meeting to conduct business for Cont.
Challenge and Disaster Preparedness Fair.
IX. Adjournment - Meeting adjourned at 11:31am.
