HI County LEPC Zoom Meeting Minutes <br />September 2, 2021, 9:00 am <br />Members Present: Gerald Kosaki, Chair; Darwin Okinaka, HFD Hazmat; Andrew Burian, <br />HPD; PGV; Chris Leonard, Media; Thomas Gilmore, DOH HEER; Terri Napeahi; Ian Smith, <br />HFD EMS. Non-members: Sharon Leonida, DOH HEER; Isaiah Kela-Pacheco, HEER; Liz <br />Galvez, HEER. <br />I. CALL TO ORDER - Meeting called to order at 9:08 am by Chair Gerald Kosaki. <br />Introduction of all attendees. <br />II. APPROVAL OF MINUTES — May 26, 2021 meeting, Darwin Okinaka moved to <br />approve and Chris Leonard seconded <br />III. COUNTY REPORTS <br />Fire — Per Chief Okinaka, reported on several incidents: a gas spill in Kona, a clan lab <br />response on Alii Drive, a chemical spill on hwy. 190, and a CO2 leak at a gas station <br />and McDonalds. He also stated that they are in the process of recruiting hazmat <br />specialists <br />Police — No report <br />Civil Defense — no report <br />IV. INDUSTRY PARTNERS <br />Media — Chris reported that he is now the Chair of the SECC and is continuing to <br />work on the state emergency plan and backup systems. With the hurricane season, <br />we need to be prepared and the national EAS test was just completed. Darwin <br />stressed the need for clear communication, citing the recent Paauilo fire. <br />Keaukaha Action Network (KAN) — Terri Napeahi reported on working with UH <br />Manoa on conducting shoreline baseline studies. She also stated that our cesspool <br />system was supposed to switch over to septic tanks by 2050, however, no elaborate <br />studies or testing was done. Need to look at places that were already damaged. <br />Hawaii Pipeline Safety Administration — Andy Kendrick gave a report on the USCG <br />and our oil spill response capabilities. Andy Kendrick also stated that there are many <br />older pipelines. Terri asked for a map of these pipelines and for a buffer between the <br />fuel tanks and the community. However, Andy stated that there is only buffer for <br />explosive products. <br />V. STATE <br />DOH HEER — Liz expanded on an incident on 6/30/21 regarding a fentanyl lab <br />reported by HFD. Sharon reported that our LEPC will be receiving a total of <br />$38,044.72 tier II fees this year. Liz also reported on a fuel spill in Keaukaha of <br />approximately 500 gallons, due to a valve left open, however, it was contained in a <br />gravel containment. <br />HMC — no report <br />
