CALL TO ORDER 3
Chair Marisa Bankston called the Kona Community Development Plan (KCDP) Action Committee 4
(AC) to order at 3:03 P.M. This meeting was held online via Zoom, and in-person at the West 5
Hawaiʻi Civic Center Planning Department Conference Room. A quorum was established with six 6
members in attendance. 7

Committee Member Charles Young moved to approve the January 10, 2023 minutes. Motion 25
seconded by Committee Member Shirley David. Motion passed with 6 votes aye, 0 votes nay. 26

1. Action Committee Meeting Strategy: 29
The Action Committee began discussion on meeting schedule, logistics, and format of future 30

Community member Nancy Pisicchio provided verbal testimony on agenda item 1. [SEE 32

Committee Member Young began a discussion on setting a schedule of future meetings. He 34
suggested that they meet every other month, and to find a time and place that works best for 35

The Committee came to the consensus of meeting on the 3rd Tuesday of every other month, at 37
5pm, starting on July 18, 2023. It was also requested that Planning staff email all Committee 38
members to confirm that this schedule would work best for each member. [SEE YOUTUBE TIME 39

This item was revisited as it was suggested that the new cadence of Kona AC meetings be on the 41
4th Tuesday of every other month, at 5pm, starting on July 25, 2023 due to County Council 42
meetings being held on the 3rd Tuesdays of the month. Planning staff would still email all 43

2. Community Outreach Strategy: 45
The Action Committee began discussion and strategized how to increase meeting attendance 46
and better engage with the Kona community to increase public exposure of the Kona CDP. [SEE 47

Community member Nancy Pisicchio provided verbal testimony on agenda item 2. [SEE 49

3. Permitted Interaction Group (PIG) Reports: 51
Discussion began on the Kona AC’s existing PIGs. [SEE YOUTUBE TIME STAMP 49:02] 52
Committee member Kimura informed that the Flood Plain Mitigation subcommittee has been 53
dormant and has had no meetings. [SEE YOUTUBE TIME STAMP 51:35] 54
Community member Nancy Pisicchio suggested that the AC create two new PIGs, one for 55
community outreach and another for government affairs. [SEE YOUTUBE TIME STAMP 52:01] 56
As the Kona Open Space Network (KOSN) subcommittee has been dormant, but formerly active, 57
Planning staff provided an update to confirm that the KOSN is moving forward, and project 58

Committee member Young moved to form a community outreach PIG. Committee member Palma 60

The AC began discussion to establish the finite purpose of the PIG. It was mentioned to have the 62
purpose be to “Broaden community awareness of the CDP and build partnerships, as 63
appropriate, with governmental and community-based organizations to implement CDP policies 64
and actions”, as stated in Chapter 16 of the Hawaiʻi County Code. Further discussion was had to 65
set a timeline of one year for the PIG to do community outreach work and report back to the AC 66

during their regularly scheduled meetings. Committee members Young and Palma-Glennie 67

4. Action Committee Priority Discussion: 71
Committee member Palma-Glennie shared that she hoped the future community outreach 72
efforts would help the AC decide priorities and push the CDP forward rather than discussing 73

Community member Nancy Pisicchio provided verbal testimony on agenda item 4 related to 75

Community member Sue Aronson provided verbal testimony on agenda item 4 related to 77
scheduled meetings as this meeting took place at the same time as a County Council meeting. 78

5. Action Committee Recruitment Strategy: 80
Planning staff informed that applications for new AC members were received, and staff would 81

Committee member Palma-Glennie motioned to adjourn the meeting. Motion seconded by 88
Committee member Young. Motion passed with unanimous aye vote. The meeting was adjourned 89
