This meeting will be held through a combination of the Board members being
physically present at the meeting location and participating via ZOOM. Members
of the public may attend this meeting either in-person at the meeting location or via
ZOOM. To sign up for access to the meeting via ZOOM, please contact
Glynis Yamada at Glvnis.Yamada(&/hawaiicounty.2ov or (808) 961-8361 no later
than 12 noon, Thursday, July 27, 2023. Anyone wishing to testify orally via ZOOM
must sign up by 12 noon, Thursday, July 27, 2023, by contacting Glynis Yamada.
The meeting shall be automatically recessed for up to thirty (30) minutes to restore
communication when audiovisual communication cannot be maintained with all
members participating in the meeting and with the in-person location identified in
this agenda. The meeting may reconvene when either audiovisual communication is
restored, or audio -only communication is established after an unsuccessful attempt
to restore audiovisual communication. If it is not possible to reconvene the meeting
as provided in this section within thirty (30) minutes after an interruption to
communication, the meeting shall be automatically terminated.
Oral Testimony: The public may provide oral testimony either in-person at the meeting
location or via Zoom. Pursuant to HRS Section 92-3, interested persons who want to
provide oral testimony may do so either at the time the Board takes public statements on
items on the agenda, or at the time the specific agenda item is called.

classification or reclassification of a particular position action (denial of a reallocation
request from an Engineering Support Technician III to an Engineering Support
Technician IV) by the Hawaii County Human Resources Department.
Board action required: Setting a hearing date and deadlines for submittal
of documents.

Selection Process Concerning Filling the Position for a New Director of Human
Resources

Communication Number 23-04, dated June 26, 2023, from former Director of
Human Resources, Waylen Leopoldino, submitting a written recommendation in
support of the direct appointment of Acting Director of Human Resources,
Danny Patel, to succeed him as the Director of Human Resources.

The Merit Appeals Board anticipates convening one or more executive meetings
regarding the above matter, pursuant to HRS Sections 92-4 and 92-5(a)(4), for the
purpose of consulting with the Board's attorney on questions and issues pertaining to
the Board's powers, duties, privileges, immunities, and liabilities; and Section 92-
5(a)(2) to consider the hire of a County officer where consideration of matters
affecting privacy will be involved. A 2/3 vote pursuant to Hawaii Revised Statutes,
Section 92-4 is necessary to hold an executive meeting.

If you are a lobbyist, you must register with the Hawaii County Clerk within five
days of becoming a lobbyist [Article 15, Section 2-91.3(b), Hawaii County Code]. A
lobbyist means "any individual engaged for pay or other consideration who spends
more than five hours in any month or $275 in any six-month period for the purpose of
attempting to influence legislative or administrative action by communicating or
urging others to communicate with public officials." [Article 15, Section 2-91.3
(a)(6), Hawai`i County Code]. Registration forms and expenditure report documents
are available at the Office of the County Clerk -Council, 25 Aupuni Street, Hilo,
Hawaii 96720.
