Thank you for your volunteer service, and for this effort to increase recycling. Comments below.

Section 20-01-03 Definitions
“Designated Recyclable Waste” is waste that is defined by department rule.... The list of
designated recyclable wastes is expected to change as criteria situations change over time.
It takes a long time to write rules and meet requirements for comments and hearings.
Instead, maintain a list on the Department of Environmental Management website that is
updated once a week, and reviewed by the Environmental Management Commission at each
of its meetings. Also post updated lists, plus information on where to recycle, at transfer
stations.
Section 20-07-03 Prohibition of Landfill of Designated Recyclable Wastes
1) b) The department shall issue rules to allow small businesses and nonprofits to use [ADD:
recycling facilities at] designated county transfer stations for deposit of recyclable materials
currently accepted at the transfer station for residents...
ALTERNATIVE APPROACH:
GENERAL DEM CHARTER ON LANDFILL DIVERSION in HCC Chapter 20 and work the details via
DEM rulemaking
An ordinance would allow the public more opportunity for influence, as the ordinance
moves through the County Council meetings.
