Recommend proposed Section 20-7-03(1)(b), add: The department shall also issue rules to allow emplacement of clearly marked recyclingbins limited to the collection of beverage cans and bottles most of which are subject to adeposit in public places (including but not limited to beach parks, parks, governmentfacilities, buildings, sidewalk, etc.) that are left unemptied by government and lawfullyavailable to individual collectors that intend to recycle beverage cans and bottles inexchange for the deposit money. Justification: Respects the livelihood of individuals that support themselves by gathering bottles and cans in public parks and places. It has become the local custom to leave theseitems outside of trash bins for those persons gathering them as a livelihood, but a special marked container would alert tourists to recycle beverage containers rather than trash them.
