HomeMy WebLinkAbout2023-07-11 DRAFT Kailua Village Design Commission Minutes1 KAILUA VILLAGE DESIGN COMMISSION COUNTY OF HAWAI‘I MINUTES Meeting Date: July 11, 2023 Time: 1:07 p.m. Location: Live-stream online meeting, with the Planning Department Conference Room, West Hawai‘i Civic Center, Building E, 2nd Floor, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, as the in-person meeting site CALL TO ORDER Commissioners present via Zoom: Shaun Roth, Alayna Kilkuskie, Palani Greenwell, Coleman Ka‘ōpua and Rebekah Lussiaa Absent and excused: Bronsten Kossow and Tsing Young Office of the Corporation Counsel: Suzanna Tiapula, Esq. (Counsel to the Commission) Planning Department: Deanne Bugado (Planner), Rosalind Newlon (Planner) and Marie Hong (Planner) Applicants/Representatives: Kristopher R. Speegle Public member in person: None A quorum was present. Chairman Roth called the meeting to order at 1:07 p.m. Chairman Roth introduced the Commissioners. He explained the Commission’s duties and meeting procedure and reminded the Commissioners to keep their cameras on. Commissioner Greenwell disclosed that his draftsperson Winter Anderson was nearby [but not participating in the meeting]. APPROVAL OF MINUTES Minutes of the Meetings of April 25, 2023, May 9, 2023 and May 23, 2023 have been postponed. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS Chairman Roth confirmed with staff that there were no statements from the public. NEW BUSINESS 1. PL-KVD-2023-000037: The applicants, Jonathan Aninag of ProDesign Inc. and Kristopher R. Speegle, building and business owner, are requesting design review for two new non-illuminated wall signs for an existing building located at TMK 7-5- 004:049, off Hualalai Road. The new wall signs will read “Allstate”. The Logo and Letters will be 1/4-inch aluminum with White Satin finish with Translucent Sultan Blue Vinyl. Aluminum studs welded to back side for mounting. The maximum letter height is 15-inches, with logo height of 2-feet 1-7/8 -inches and the area of each sign is approximately 19.06 square feet. The elevations of each new wall sign are approximately 10 feet and 18 feet. Applicant: Jonathan Aninag and Kristopher R. Speegle Landowner: Nakoamana Kaialii Ventures, LLC TMK: (3) 7-5-004:049 Location: 75-165A Hualalai Road, Kailua-Kona, HI 96740 2 Kailua Village Design Commission July 11, 2023, Meeting Minutes (DRAFT) Ms. Newlon gave a PowerPoint presentation on the proposed project. It was pointed out that the proposed signs are to be non-illuminated and a general understanding of the location of the proposed signs on the parcel was provided. Ms. Newlon pointed out the that the comments from the Department of Public Works – Building Division focused on the elevation of the proposed signs and commented that the signs’ lettering and logo size appear to exceed the sign code and may require a sign variance. Ms. Newlon pointed out that it will be up to Building Division whether they will require a variance. Ms. Newlon stated that comments from Building will be formally be made on the sign permit application, itself, once the Planning Department has made their determination on the sign permit application, based on this meeting. Mr. Kristopher R. Speegle thanked the staff and for their presentation and stated that it is their intention to modify their plan to align to acceptable standards. Chair Roth requested clarification from Mr. Speegle if he was aware of the size and height requirements and the answer was no. He stated that the Allstates’ national company hired a mainland promotional company who contracted with an Oahu sign company to design and apply for the sign permits. Mr. Speegle continued that he will forward the standards brought forth during this meeting to their attention for them to take further action. He stated that he believes that the signs have already been created and shipped, so he assumes that they will be applying for a variance. It was moved by Commissioner Greenwell and seconded by Commissioner Lussiaa that the Commission recommended they (or “to) approve the aesthetics of the sign provided the applicant apply for a sign variance for logo height and letter height or reduce the logo height and letter height to be in compliance with the Sign Code. There being no discussion on the motion, a roll call vote was taken, and the motion carried with five ayes (Greenwell, Kilkuskie, Ka‘ōpua, Lussiaa and Roth) and two absent and excused (Kossow and Young). ANNOUNCEMENTS The next meeting is tentatively scheduled for August 8, 2023 Commissioner Lussiaa brought up concerns regarding updates to the sign code. Chair Roth indicated that he was aware of the Deputy Managing Director Bobby Command gathering information to start the update process to the Sign Code and advised that comments should be directed there.
