WHEREAS,FIRST SUPPLEMENTAL RED FLAG SEVERE WEATHER EMERGENCY
PROCLAMATION AND MANDATORY EVACUATION ORDER

establishment of County organizations or disaster relief with a director in charge of each
political subdivision;
Chapter 127A, Hawai'i Revised Statutes and Chapter 7, Articles 1 and 2 of
e I i`i County Code, establishes a Civil Defense Agency withinthe County of iai and
prescribes its powers, duties, and responsibilities, and Section 13-23 of the a ai'i County
Charterers the Mayor of the County to declare emergencies;
WHEREAS, on August 8, 2023 aMayor of the County of Hawai'i issued a
Red Flag Severe Weather EmergencyProclamation and MandatoryEvacuation Order declaring a
state of emergency and ordering the mandatory evacuation of all civilians in the Kohala Ranch
community and the road closures of Akoni Pule Highway 270 betweenmile markers six
seven( ), as wellHighway 19 in Kawaihae; and
WHEREAS, it has become necessary to supplement the Red Flag Severe Weather
Emergency Proclamation and Mandatory Evacuation Ordere to continued critical ire weather
conditions resulting in the need for additional mandatory evacuation orders; and
WHERE AS, the Hawai'i Police Department has issued additional ato evacuation
orders forte following communities: (1) Kohala Estates; (2) Kohala Waterfront; and (3) Kohala
by the eaa The County of Hawaii is actively monitoring the conununities near Kailapa and
will issue further mandatory evacuation or ers as necessary. e previous road closure of Akoni

and I hereby issue an ORDER requiring the additional mandatory evacuation of all civilians in
the following areas. Kohala Estates, Kohala Waterfront, and Kohala By the Sea.
This Emergency Proclamation shall be effective August 8, 2023, and shall terminate in
sixty(60)days unless terminated earlier or extended by a separate proclamation, whichever shall
occur first.
This ORDER is effective at $Y6p.m.,this 8h day of August, 2023. All persons must
evacuate immediately from the mandatory evacuation area.
