FIRST SUPPLEMENTAL RED FLAG SEVERE EAT EMERGENCY
PROCLAMATION AND MANDATORY EVACUATION ORDER
WHEREAS, Chapter 127A, Hawaii Revised Statutes, as amended, provides for the
establishment of County organizations for disaster relief with a director in charge of each
political subdivision; and
WHEREAS, Chapter 127A, Hawaii Revised Statutes and Chapter 7, Articles 1 and 2 of
the Hawaii County Code, establishes a Civil Defense Agency within the County of Hawaii and
prescribes its powers, duties, and responsibilities, and Section 13-23 of the Hawaii County
Charter empowers the Mayor of the County to declare emergencies; and
WHEREAS, on August 8, 2023 at 8:06AM, the Mayor of the County of Hawaii issued a
Red Flag Severe Weather Emergency Proclamation and Mandatory Evacuation Order declaring a
state of emergency and ordering the mandatory evacuation of all civilians in the Kohala Ranch
community and the road closures of Akoni Pule Highway 270 between mile markers six (6) and
seven(7), as well as Highway 19 in Kawaihae; and
WHEREAS, it has become necessary to supplement the Red Flag Severe Weather
Emergency Proclamation and Mandatory Evacuation Order due to continued critical fire weather
conditions resulting in the need for additional mandatory evacuation orders; and
WHEREAS,the Hawai'i Police Department has issued additional mandatory evacuation
orders for the following communities: (1) Kohala Estates; (2) Kohala Waterfront; and(3) Kohala
by the Sea. The County of Hawai'i is actively monitoring the communities near Kailapa and
will issue further mandatory evacuation orders as necessary. The previous road closure of Akoni
Pule (Highway 270)has now been extended to include road closures between mile markers six
(6) and seventeen(17); the previous road closure of Highway 19 in Kawaihae is now open;
WHEREAS,the danger of disaster is of such magnitude to warrant continued protective
action in order to provide for the health, safety, welfare and protection of the people and pursuant
to Section 127A-13(b)(4), Hawaii Revised Statutes,the Mayor finds it necessary to appropriate
actions to direct and control the mandatory evacuation of the civilian population.
NOW, THEREFORE, I, MITCHELL D. ROTH, Mayor of the County of Hawaii, do
hereby proclaim and declare that a state of emergency continues to xist due to the threat of
imminent disaster on Hawaii Island, effective August 8, 2023JA p.m., Hawaii standard time

and I hereby issue an ORDER requiring the additional mandatory evacuation of all civilians in
the following areas: Kohala Estates, Kohala Waterfront, and Kohala By the Sea.
This Emergency Proclamation shall be effective August 8, 2023, and shall terminate in
sixty (60) days unless terminated earlier or extended by a separate proclamation, whichever shall
occur first.
This ORDER is effective at -p.m.,this 8''day of August, 2023. All persons must
evacuate immediately from the mandatory evacuation area.
