CALL TO ORDER The meeting was called to order by Vice Chair, Michelle Hiraishi at 12:35 p.m. at the Aging and Disability Resource Center, 1055 Kino'ole Street, Hilo, Hawaii 96720. 2. ROLL CALL Members Present: Michelle Hiraishi, Sandra Schuffler, Christen Zulli, Tiffany Dela Cruz Members Excused: Zak Wittenhagen Hawaii County Staff: Suzanna Tiapula (Corporation Counsel), Ryan Caday (EO Officer/ADA Coordinator), Meredith Catalini (Office of Aging), Lori Enomoto (Office of Aging) Guests Present: Ann Pease, ReBecca Bennett, Hannah Hedrick Interpreting Services (ASL) Present: Kaufmann Interpreting Services & Mary R Love Incorporated 3. WELCOME AND INTRODUCTIONS Roll call conducted, members acknowledged by Vice Chair, Michelle Hiraishi. A quorum was present. 4. APPROVAL OF THE June 19, 2023 MEETING MINUTES Motion made by Secretary, Sandra Schuffler to approve the June 19, 2023 meeting minutes. Committee Member, Christen Zulli seconded. Motion passed. PUBLIC TESTIMONY ON AGENDA ITEMS Request for future agenda items. 6. COORDINATING ACCESS FOR INTERPRETERS TO INCLUDE DEMOGRAPHICS AND TRAINING Corporation Counsel, Suzanna Tiapula shared that the concern at the last meeting was that there are limited interpreter resources in the deaf community. What the committee has asked of our two interpreters, was that an individual be invited to present today about the resources we have. As an indicia of the lack of resources, the third interpreter is busy today, and not available to present at this meeting. This highlights the issue that the committee was trying to identify. Corporation Counsel, Suzanna Tiapula asked if we could invite our Agency on Disabilities to assist with the demographics for Deaf Interpretation. EO Officer/ADA Coordinator, Ryan Caday agreed to assist. Corporation Counsel, Suzanna Tiapula suggested adding this topic on the agenda for the next meeting, and if the government agency, interpreters, and the deaf leadership would be able to come back to speak about this issue. Vice Chair, Michelle Hiraishi shared that there are only three interpreter's on - island, for public use for 200,000 people. We will have more information forthcoming regarding this topic. The committee members will ask our interpreters to come to the next meeting and will put it on the agenda. 7. RESOURCE IDENTIFICATION Secretary, Sandra Schuffler suggested Deaf and Hard of Hearing, Autism, and Global Transition Services. Committee Member, Christen Zulli suggested Female -Specific disorders, Premenstrual Dysphoric Disorder, Perinatal, Perimenopause, Menopause, Postpartum, and Postpartum Mental Health Issues. Committee Member, Tiffany Dela Cruz suggested Global Transition, and businesses and government agencies being compliant in their hiring and service practices. Corporation Counsel, Suzanna Tiapula suggested that Hawaii County Departments can be invited to speak at the committee meetings on topics such as disability access, as long as it is listed on the agenda. Public Member, Hannah Hedrick suggested outreach beyond Hilo, reaching out to County Council Members, and caregiver burnout. Vice Chair, Michelle Hiraishi suggested resource fairs, and to include County Council Members. E MAYOR'S COMMITTEE ON PEOPLE WITH DISABILITES Monday, July 17, 2023 Vice Chair, Michelle Hiraishi named the following items that were discussed, regarding the Priority Initiative Topics: d/DEAF/HARD-O F-H EARI N G Outreach Social Media Marketing Female Specific Disorders and Disabilities Compliance & Accountability for Businesses & Government Autism Global Transitioning Services Caregiver Issues and Support Secretary, Sandra Schuffler made a motion to accept the Priority Initiative Topics. Committee Member, Christen Zulli seconded the motion. (3 ayes, 0 nays) Vice Chair, Michelle Hiraishi asked the Committee Members and the members of the public, of who would like to be a part of each initiative. Committee Member, Christen Zulli volunteered to be a part of the Female Specific Disorders and Disabilities Initiative. Committee Member, Tiffany Dela Cruz and Public Member, ReBecca Bennett volunteered to be a part of the d/DEAF/HARD-OF-HEARING Initiative. Secretary, Sandra Schuffler volunteered to be a part of the Autism Initiative. Vice Chair, Michelle Hiraishi and EO Officer/ADA Coordinator, Ryan Caday volunteered to be a part of the Compliance & Accountability for Businesses & Government Initiative. 8. SOCIAL MEDIA FOR COMMITTEE ON PEOPLE WITH DISABILITES Committee Member, Christen Zulli volunteered to be a part of the Outreach Social Media Marketing Initiative. 9. COMMITTEE LOGISTICS The Mayor's Committee on People with Disabilities next meeting dates were discussed. The next scheduled meeting will be on Friday, August 11, 2023 at 12:00 PM at the Aging & Disability Resource Center, 1055 Kino'ole Street, Hilo, Hawaii 96720. Vice Chair, Michelle Hiraishi discussed the planned agenda items for the next meeting: County Mass Transit Presentation Chair and Vice Chair Elections Hybrid Meetings Concerns from the d/DEAF/HARD-OF-HEARING community Interpretation and Access for the d/DEAF/HARD-OF-HEARING population 3 MAYOR'S COMMITTEE ON PEOPLE WITH DISABILITES Monday, July 17, 2023 10.ANNOUNCEMENTS 11.ADJOURNMENT Vice Chair, Michelle Hiraishi adjourned the meeting at 1:45pm.
