Solid Waste Operational Study overview and scope of work
The SW Operational Study contract that was awarded to Element Environmental LLC
includes the following tasks:
• Task 1 - Data Gathering and Review
• Task 2 - Conduct Stakeholder Interviews and Review and Document Current Facility
Activities, Programs, and Conditions
• Task 3 - Analyze Data and Develop Recommendations
• Task 4 - Prepare Draft and Final Feasibility Study Report
A list of interview questions for stakeholders has yet to be drafted, however the Study will
include review and evaluation of:
• Landfill practices, capacity, life span, vertical, horizontal, or deeper utilizations of space
• Recycling, waste diversion, waste to energy (WTE), and resource recovery
• Staffing levels and needs
• Logistics, regulatory, policies, procedures, and rules
• Financial considerations that include forecasting, funding, costs, revenue generations,
potential additions of programs that can generate revenues and recommendations on
current programs that have negative revenues
• Cultural and any other vital analysis of the current solid waste operations
Future options which shall be considered include:
• Curbside Recyclable Collection
• Municipal Solid Waste (MSW) Landfill for West Hawai‘i (beside expanding West
Hawai‘i Sanitary Landfill) and East Hawai‘i
• Construction and Demolition (C&D) Landfill for Hawai‘i Island
• WTE, all forms and technologies
• Barging MSW To H-POWER, or elsewhere. Residual ash back to Hawai‘i Island from
H-POWER
• Materials Recovery Facility (MRF), both clean and dirty options
• Expand WHSL
• Separate Recycling Division to include Abandoned Vehicle
